CLERMONT TOWN BOARD MEETING

JUNE 4, 2007

The Clermont Town Board held its regular meeting on Monday, June 4, 2007 at 7:00 P.M. at the Town Hall. Those present were Councilman Harry Harned, Councilwoman Carol Lent, Councilman Richard Staats and Councilman Nolan. Supervisor Banks was absent. Also present were: Charles Larsen, Judith Neary, Garret O'Connor, Robert Desmond, Greg Fingar, Richard Roth of the Independent, Ray Tousey, Dagmar Payne, Elizabeth Mahar, Billy Cole, Dianne O'Neal and Dennis Palazzo.

Councilman Harned opened the meeting with the salute to the flag. Councilman Nolan noted a correction on Page 4 – first bullet – delete ‘have our currently’. Councilwoman Lent made a motion to accept the May minutes with one correction, as noted, seconded by Councilman Nolan. All in favor. So carried.

OLD BUSINESS:

Keep Farming Committee – Judy Neary reported that they are waiting for the overlay maps from Soil and Water Conservation. They have combined the community (CAP) meeting with the Town (REGIONAL) meeting because this is a busy time for everyone. The committee meets on the second Wednesday of the month at the Community House.

Town Well – Our engineer, Dan Wheeler, has suggested going back to the original surveyor to get the survey lines delineated. Estimates the costs to be approximately $1500. His office requested deeds on file with the Clerk. Supervisor Banks and Jim Potts met with Dan and walked the property. It was suggested to check the Planning Board files for a survey map when the lands were subdivided from Laverne Saulpaugh. Councilman Harned asked if the board would like to authorize Dan Wheeler to proceed with this because of the emergency nature. A motion was made by Councilman Nolan to proceed with the survey, if it is within the limits of the procurement policy. Motion seconded by Councilwoman Lent. All in favor. So carried.

Councilman Nolan would like to contact National Grid regarding the streetlight installation proposed for Route 9G and County Route 6. Robert Desmond’s concern was

that there was discussion last month by residents who did not want the streetlight or don’t see the need for it. Councilwoman Lent would like to have additional information because there were people who seemed to be against it. Councilman Harned will get the contacts at National Grid for Councilman Nolan to contact.

NEW BUSINESS:

The Steamboat Event at Clermont Historic site is the weekend following the barbecue, and Councilman Nolan suggested that possibly the display could be open on August 18th and 19th during that event. Councilwoman Lent can ask Mary Howell and Louise Kalin if they could do that.

Councilman Nolan noted the invoice from Dan Wheeler’s office regarding the highway garage and salt storage shed. He would like to see that we make a positive direction towards a new garage, such as exploring energy efficiency. There are also grants and incentives from the state for planning reimbursement. Councilman Harned agrees and we should be thinking about how we will use the twenty acres. Discussion followed on solar energy, pros and cons. Councilman Nolan will have information at the next meeting.

A motion was made by Councilwoman Lent, seconded by Councilman Staats to approve Trust and Agency abstract #5, vouchers #49-51 in the amount of $1,683.70. All in favor. So carried.

A motion was made by Councilwoman Lent, seconded by Councilman Staats to approve Highway abstract #6, vouchers #63-72 in the amount of $3,746.37. All in favor. So carried.

A motion was made by Councilman Nolan, seconded by Councilman Staats to approve General abstract #6, vouchers #148 – 184 in the amount of $20,666.23. All in favor. So carried.

A motion was made by Councilman Staats, seconded by Councilwoman Lent to move into executive session to discuss a possible litigation matter at 8:10 P.M.

A motion was made by Councilwoman Lent to come out of executive session at 8:30 P.M., seconded by Councilman Staats. All in favor. So carried.

A motion was made by Councilwoman Lent, seconded by Councilman Staats that whatever grant signatures or correspondence may need to be signed, during the absence

of Supervisor Banks, that Councilman Harned be authorized to sign on his behalf. All in favor. So carried.

A motion was made by Councilwoman Lent, seconded by Councilman Staats that Councilman Harned be the second signature on all deposit accounts for the town. All in favor. So carried.

A motion was made to adjourn by Councilman Staats, seconded by Councilman Nolan at 8:35 P.M.
