CLERMONT FIRE COMMISSIONERS
FEBRUARY 20, 2017
The Clermont Fire Commissioners held their regular meeting on Monday, February 20, 2017 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer and Commissioner Ronald Miller. Others present were Chief Fred Gooderham, 1st Assistant Chief Lloyd Kukon, Lt. Ryan Brown and FF Natasha Moyer, Treasurer Denise Fiore and Robert Desmond.
MINUTES: The minutes of the Organizational Meeting of January 16, 2017 and the regular meeting of January 16, 2017 were approved on a motion made by Commissioner R. Rifenburgh and seconded by Commissioner Miller. All in favor. So carried.

MOTION: A motion was made by Commissioner Bauer to approve the Treasurer’s report, seconded by Commissioner Saulpaugh. All in favor. So carried.

BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
Commissioner Bauer had the water softener reset by the plumber because it works on water consumption and not enough is used so it has to be done manually. He also heard the generator running and it didn’t seem to be running right but the Chief and Commissioner Saulpaugh said it seems to be all right.
Commissioner Saulpaugh talked to Ralph about truck #604 and it seems to be the relief valve. There was discussion about the amount of pressure needed in the tank.
INSURANCE: Commissioners R. Rifenburgh and Miller
Commissioner R. Rifenburgh went to Kleeber, Lofgren and Fingar Insurance asking for quotes for insurance renewal. Fingar Insurance was the only one to respond. This year the premium is less than 2016 by several hundred dollars at $11,222.00. The insurance committee recommends Fingar Insurance.
MOTION: A motion was made to accept the quote from Fingar Insurance by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried. A motion was made to pay the invoice by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.
FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh
Commissioner Saulpaugh asked if the barricades were ordered and the Chief has ordered them.
The battery came in for thermal imaging camera but batteries for pagers have not.
Commissioner R. Rifenburgh asked Chief Gooderham to schedule the hose test.
LOSAP: All Commissioners

The update to the LOSAP policy has been done. Commissioner R. Rifenburgh will have new copies made up for distribution.
LAWS AND POLICIES: All Commissioners
William Young, Esquire has retired as the Attorney for the Fire District Affairs.
It was suggested by the insurance company that when the firehouse is rented out, the doors have to be locked to the truck bays. A letter will be sent to the Fire Company.
The Association of Fire Districts is offering Secretary and Treasurer training online.
MOTION: A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Miller for the secretary and treasurer to take the online training. All in favor. So carried.
Fuel oil from Main Care Energy was $1.88 per gallon.
FIT tests – There are three members that need to be done.
There may be a vacancy of 2nd Lieutenant. The Company will have to have an election.
Discussed the OSHA classes for next year and charging something per person from other departments that attend our class. Chairwoman Rifenburgh will speak to Commissioner Roy Brown about this.
Treasurer Fiore opened the new bank accounts and deposited the funds. She also submitted the Summary of Cash balances received from our accountant. The Annual Financial Report has been filed with the State Comptroller.
There were four calls in January:

1/20/17 – Dryer Fire (smoke conditions) – 152 Cemetery Road
1/21/17 – Alarm Activation – 694 Church Ave.
Drill: Apparatus and Tools – 14 firefighters attended
The Chief received a letter from LifePack that once a week the batteries in the defibrillators must be removed and put back in.
Commissioner R. Rifenburgh spoke to the Chief and FF Les Coons about miniature personal imaging cameras at a cost of $400.00. If this is something that the Chief and officers would like to discuss and get back to the Commissioners.
The Chief would like to contact someone about the installation of propane storage tanks being discussed at the Planning Board meetings.
The Chief said that we need cases for the new pagers. It was said to offer the option of hard cases or soft cases.
There is training at Montour Falls for line officers and Chiefs on Fire Ground Strategies for $70.00 plus $25.00 registration fee.
MOTION: A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Bauer to allow a maximum of six to attend at $95.00 per person. All in favor. So carried.
MOTION: A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Miller to allow an interested party for the position of 2nd Lieutenant to attend the training at Montour Falls.
MOTION: A motion was made to pay the bills by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.
Commissioner R. Rifenburgh reported the fuel usage as of 2/13/17 at 23.6 gallons. He also suggested getting a new meter for fuel tank.
A motion was made to adjourn at 8:15 P.M. by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
