CLERMONT TOWN
BOARD MEETING
May
3, 2004
The regular
meeting of the Clermont Town Board was held on Monday, May 3, 2004 at 7:00 P.M.
Supervisor Pelletier opened the meeting. Also present were Councilman Staats,
Councilwoman Lent, Councilman Harned and Councilman Tousey. Others present were
Dr. Michael O’Leary, Director, Columbia County Human Services Department,
Richard Livellara, Pat and Donald Van Wagner, Laurence Saulpaugh, John and Nora
Moran, Robert Desmond, Chris Nolan, Bruce Unson, Patrick and Lynn Prinz, Dagmar
and Mark Payne and Richard Roth of the Independent.
Dr.
O’Leary spoke to the Board and residents present on the programs provided
in Columbia County for children and youth by his department and other providers
in the County. The Community Services Board made up of 33 members of the
community identify local needs and convey these needs to the State for
investment in prevention plans.
Councilman
Staats made a motion, seconded by Councilwoman Lent; to waive the reading of the
minutes as copies were provided to each member and to accept the minutes of the
April 5, 2004 meeting. All in favor. So carried.
COMMUNICATIONS:
- Town
Clerk’s Report for April - $2,877.28 – Accepted on a motion made by
Councilman Staats, seconded by Councilwoman Lent. All in favor.
- Received
a complaint on an Assessment by Frontier Properties, which will be given to
Assessor Ostrander.
- Information
on Fulton Steamship Bicentennial replica for celebration in 2009 by Saugerties
Steamship Foundation.
- Zoning
District map has been remapped and some minor changes to the zoning ordinance
has been done by D.F. Wheeler after meeting with the Town, Planning and Zoning
Board of Appeals.
- Letter
from Comptroller Hevesi on pension proposal by Governor Pataki.
- Letter
from Robert Moore president of the Columbia County Electrical Contractors
Association on bringing licensing to electricians in Columbia
County.
- Letter
from Marsela Biegel, RSVP – Thanking the communities for volunteer drivers
for the elderly.
- Scenic
Hudson – on Hudson River Ecosystems
- Dept
of State – Walkable communities
- Letter
from Diane O’Neal seeking position-representing Town on Columbia County
Environmental Management Council for a two-year term. A motion was made by
Councilman Staats, seconded by Councilman Tousey to hold interviews next month
for anyone interested in serving. All in favor. So
carried.

PUBLIC
COMMENT:
- Several
concerned residents expressed concerns over burning which is taking place on the
former Hettling property now owned and being cleaned up by Diane
O’Neal.
They
stated that during daytime hours it smells like wood burning but during the
overnight hours it smells more like plastics. They are also concerned about
what is being removed or not removed from the property and who is watching what
is going on. There have been several out of control burns and the Fire Chief
has been closely monitoring the situation. DEC has been involved in the removal
of many materials found on the property and will not allow any subdivision
before they can give the property a clean bill of health.
- John
and Nora Moran have requested approval of the name of ‘Regan Way’ on
the proposed subdivision road in their Commons Road development.
NEW
BUSINESS:
- Supervisor
Pelletier introduced Resolution #8-2004 opposing Assembly Bill no 9556 and
Senate Bill No. 6056 addressing how fine revenue is distributed pursuant to
provisions of the Vehicle and Traffic Law. A motion was made to accept this
resolution by Councilman Staats, seconded by Councilman Harned. All in favor.
So Carried. Copies of the resolution will be sent to Senator Stephen Saland and
Assemblyman Daniel Hooker.
OLD
BUSINESS:
- Councilwoman
Lent reported on the
8th
Annual Easter Egg Hunt, which was held on April
10th.
There was an estimated 1000 people who enjoyed the day. She thanked the Fire
Department who helped with parking, set up, Columbia County Sheriffs Department
for traffic control and the neighbors for use of their back yards for the
hayride. There was $1500 in donations and $1500 budgeted for this
event.
- The
board has been working on the August
14th
Town Barbecue. The BBQ committee consists of Supervisor Pelletier, Councilman
Tousey and Gary Delaurentis There will be a logo design competition for the best
design representative of Clermont with a $200 prize donated by Columbia County
Tourism. Chris Nolan will be coordinating the art design portion of the
competition. A motion was made by Councilman Staats, seconded by Councilman
Harned to use the logo design on the new sign in front of the Town Hall, which
the board has been researching.
- Judge
Christensen and Judge Banks have asked the board to look into a new judges bench
for the main room of the Town Hall, as they both hold court on the fourth
Thursday, and it is necessary for one judge to sit in the main room. A proposal
was suggested and the board will look into it.
- A
motion was made by Councilman Harned, seconded by Councilwoman Lent to express
an interest to the Chamber of Commerce in participating in the Energy Alliance
Proposal supported by them.

- Councilman
Tousey has been researching disposal of railroad ties on the acreage north of
the Town Hall. One alternative is to contract with CSX to remove by rail to
North Carolina or with a disposal company to haul away. There will be disposal
fees, trucking fees or rail fees. The board would like to get a hard copy
proposal for disposal. Supervisor Pelletier, Councilman Tousey and Highway
Superintendent Potts will work on getting the best deal, possibly using Con Ed
money for the cost.
A
motion was made by Councilman Staats, seconded by Councilwoman Lent to approve
the General abstract #5, vouchers #124 – 149 in the amount of $4,171.07
for payment. All in favor. So carried.
A
motion was made by Councilman Staats, seconded by Councilwoman Lent to approve
the Highway abstract #5, vouchers #42-49 in the amount of $1,797.75 for payment.
All in favor. So carried.
A
motion was made to enter into executive session to discuss personnel matters by
Councilman Staats, seconded by Councilwoman Lent.
A
motion was made by Councilman Harned, seconded by Councilman Staats to come out
of executive session.
A
motion was made to adjourn by Councilman Harned, seconded by Councilman Staats.
