FIRE COMMISSIONERS MINUTES
OCTOBER 21, 2014
The Clermont Fire Commissioners held a public hearing on the 2015 budget at 7:00 P.M. followed by the regular meeting.
Those in attendance were Chairman Mark Schiller, Commissioner Laurence Saulpaugh, Commissioner Susan Rifenburgh, Commissioner Raymond Bauer and Commissioner Ronald Rifenburgh. Also present were Treasurer Denise Fiore, Chief Fred Gooderham and Robert Desmond.
Chairman Mark Schiller opened the public hearing on the budget. The total appropriations is $166915.00, the estimated prior years unexpended balance is $11,000.00, the amount to be raised by taxes if $155,915.00. The increase of $1,050 more than last year was in the insurance for $1,000 and a $50 increase for fire protection to Milan Fire District. There is $30,000 to go into the reserve fund, and any balance after the truck payment of $5000, it can be transferred into the reserve fund.
A motion was made to close the public hearing, by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
Chairman Schiller opened the regular meeting with a salute to the flag.
MINUTES: Commissioner Schiller noted a correction on page 1, the total appropriations for the 2015 budget should read $166,915.00. A motion was made to accept the minutes with correction by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.

A motion was made by Commissioner S. Rifenburgh to accept the Treasurers report, seconded by Commissioner Saulpaugh. All in favor. So carried.
CORRESPONDENCE:
- RBC WEALTH MANAGEMENT: September account balance - $318,399.11.
- HOVER FUND GRANT: The District received $7000 from the Alexander and Marjorie Hover Foundation for a light tower and will receive an additional $7000.00 in early January. The Foundation would like feedback on how it is spent. Commissioner R. Rifenburgh recommended that we purchase the light tower through Nichols as they have the fairest price.
- The District received a credit limit from Viking Life Saving Equipment of $2000.00, which will pay for one set of gear which costs $1700.00.
COMMITTEE REPORTS:
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
The flagpole has come in but has not been put up. The Chief will help Commissioner Bauer put it up. It will probably have to put in cement.
INSURANCE: Commissioners S. Rifenburgh and Schiller
None
FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh
- Truck #601 has been repaired.
- Truck #604 has its booster line back and is working.
- SCBA bottles have been hydrostatically tested. The service bill for the air compressor was $801.98. We should probably pay close attention before they come next year to service the air bottles. It is probably something that can be done every other year. If there were an issue it would show up in our air test. The Chief will check into this. A motion was made by Commissioner R. Rifenburgh that the air compressor be serviced every other year, unless it gets a lot of use or there is any other issue, seconded by Commissioner Bauer. All in favor. So carried.
LOSAP AUDIT: Commissioners S. Rifenburgh and Schiller
The audit as been completed and filed. We are over the ten-year period in this program.
LAWS AND POLICIES: All Commissioners
A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Bauer to accept the 2015 Preliminary Budget. All in favor. So carried.
OLD BUSINESS:
- Milan Fire District: We are paying $2,750 in the 2015 in the budget. We know that we are paying close to what the residents are paying for taxes.
- Blood Borne Pathogens: There are still three people who have not completed the BBP training this year. There is a video that can be borrowed with only paying for the shipping through the Office of Fire prevention. There are also videos for Driver, Safe operations from Utica National Insurance or the Office of Fire Prevention. It was discussed last month about setting up a program for a driver to take out members on a road test. The test should give the members different scenarios depending on what they are driving with a checklist. The by-laws say that drivers must have EVOC or another training (page 16) in order to qualify.
NEW BUSINESS:
- The date to notify the Secretary in writing of the intent to run for office is Wednesday, November 19th. Chairman Mark Schiller term expires at the end of the year and Commissioner Ronald Rifenburgh must run to fill the unexpired term until 12/31/15 and must run again next year for a five-year term.
- Election of Commissioners is Tuesday, December 9th from 6:00 P.M. to 9:00 P.M.
CHIEFS REPORT:
There were two calls for September:
9/2/14 – Alarm Activation – 104 Mill Road
9/30/14 – CO2 Detector Activation – 50 Trout Creek Road
The Drill was held on 9/22/14 on rope rescue attended by 13 firefighters.
The Chief reported on the following:
- Training on the bail out ropes was completed in Hudson with Chief Haigh. Evan Decker and Jackie Therrian participated.
- EVOC was completed by three members
- Fire Fighter I and Firefighter survival was completed by Jackie Therrian.
- Bob McCarthy was to take the breathing portion of the physical and we have not heard if he did so yet.
A motion was made to accept the Chiefs report by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
A motion was made to pay bills by Commissioner S. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
Bob Desmond told the Commissioners that Building Inspector John Fieser sent out a notice of violation to In Flight, Inc. for two alarms. Commissioner Rifenburgh asked about fire alarms in the town buildings and the town did have an alarm company come to give an estimate. It has not been received yet.
We are lucky to have gotten the grant from the Hover Foundation for the light tower. It was suggested that a plaque could be mounted on it thanking the Hover Foundation.
A motion was made to adjourn by Commissioner R. Rifenburgh, seconded by Commissioner Bauer at 8:15 P.M.
