FIRE COMMISSIONERS MINUTES
NOVEMBER 17, 2014
The Clermont Fire Commissioners held their regular meeting on November 17, 2014 at 7:00 P.M. at the Town Hall. Those in attendance were Chairman Mark Schiller, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer, Commissioner Susan Rifenburgh and Commissioner Ronald Rifenburgh. Also present were Chief Fred Gooderham, Treasurer Denise Fiore and Robert Desmond.
Chairman Mark Schiller opened the meeting with a salute to the flag.
MINUTES: Commissioner R. Rifenburgh noted a correction on page 2, under Fire Equipment should be ‘SCBA’ bottles. A motion was made by Commissioner R. Rifenburgh to approve the minutes with correction, seconded by Commissioner Saulpaugh. All in favor. So carried.

A motion was made by Commissioner Saulpaugh to accept the Treasurer’s Report, seconded by Commissioner S. Rifenburgh. All in favor. So carried.
CORRESPONDENCE:
- Received the physical for Robert Keith
- RBC Wealth Management Account for October, 2014 - $315,887.69
- Submitted a voucher to the County Treasurer for reimbursement for 10 physicals at $55.00 each.
- The election for Fire Commissioners is Tuesday, December 9th from 6:00 P.M. to 9:00 P.M
- Letters of interest from candidates must be submitted by November 19, 2014.
- Tracey Gallant will be the clerk for the Commissioners Election.
COMMITTEE REPORTS:
- BUILDING AND GROUNDS: Commissioner Bauer and Commissioner Saulpaugh
The heat has been turned on at Station #1. The flagpole has been put up, waiting for light installation.
- INSURANCE: Commissioner Schiller and Commissioner S. Rifenburgh

- FIRE EQUIPMENT: Commissioner Bauer and Commissioner Saulpaugh
- Truck #601 – Commissioner R. Rifenburgh talked to the service tech from VRS on pressure to booster lines on truck. He will come down next week to see what may be the problem. It may be something that can be improved with new nozzles.
- LOSAP: Commissioner S. Rifenburgh and Commissioner Schiller

OLD BUSINESS:
- The Milan Fire Commissioners could not make it to the meeting tonight. If anyone could meet with them on Wednesday they are available. The Chairman will ask if they can send a copy of the contract.
- Physicals: Bob McCarthy has not yet had his breathing test done. He wants to stay active as an Interior Fire Fighter.
- Blood Borne Pathogens: All have completed the course. It is a fifteen-minute video and there is also a fifteen-minute power point.
- The Treasurer reported that the unexpended balance will be short $671.67.
- Driver Training: The Chief made up a checklist for drivers training. He asked if they are qualified on one truck, can they drive another truck. If qualified on a pumper, they can drive another truck, but they must be checked out on the pumper. A motion was made to adopt the checklist by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
Commissioner S. Rifenburgh asked if driver training would be done yearly. The Chief said that it will because it is a requirement.
- Lightower: The Chief received quotes for the lightower from Garrison $11,664.50 for 2- 90 watts fixtures and $610 extra for upgrade to 2 – 160 watt fixtures and Nichols. Oxygen for three different towers from $22,976 to $13,876 with labor and materials for $3,298. MES did not respond. The Chief and Commissioner R. Rifenburgh will see if they can meet to see the towers.
CHIEFS REPORT:
There were five calls for October.
- 10/2/14 – Alarm Activation – 694 Church Avenue
- 10/2/14 – Alarm Activation – 694 Church Avenue
- 10/12/14 – Structure Fire – 1210 County Route 6
- 10/19/14 – AAPI – County Route 6 and Woods Rd. – Car vs. Bicycle
- 10/29/14 – CSX Assist – 1 mile south of Cheviot
Monthly drill: Live burn of vehicle and drafting with 601 & 604 – 19 firefighters attended.
- FEMA Assistance to Firefighters Grant: The deadline is December 5th for this grant.
If the Chief has an idea for something and Linda McLean is available, we can contact her. She has moved to Albany so we can plan for next year.
- JUNIOR FIREFIGHTERS: The Chief would like to look into starting a Junior Firefighter unit. We would have to check for insurance coverage. Notices could be posted on signboards and website. Commissioner S. Rifenburgh will check with schools to see if handouts can be sent out.
- COMPRESSOR: MES requires (NFPA recommends) a service to be done every year but probably can be done less. Commissioner R. Rifenburgh does not think the filters have to be changed every year. It does have to be tested every year.
- The Chief has not received air pack tests.
A motion was made by Commissioner Saulpaugh to accept the Chiefs report, seconded by Commissioner R. Rifenburgh. All in favor. So carried.
A motion was made by Commissioner R. Rifenburgh to reimburse the Fire Company half the cost of the fire banquet, seconded by Commissioner Saulpaugh. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond commented on starting a junior squad, saying that if you get some interested, you may get some of their friends to also show an interest.
A letter was received from Commissioner Schiller that he will not be seeking re-election to the Board due to personal issues. He thanked the Commissioners for their support and hard work in making the Clermont Fire District better for our firefighters and the public that is served.
A letter of intent was received from Commissioner R. Rifenburgh to run for the office of Fire Commissioner for the term 1/1/2015 to 12/31/2019. There will be a vacant position for a one-year term to be filled by the Commissioners.
A motion was made to adjourn at 8:45 P.M. by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh.
