CLERMONT PLANNING BOARD
JANUARY 14, 2015
The Clermont Planning Board held its regular meeting on Wednesday, January 14, 2015 at 7:30 P.M. at the Town Hall. Those present were Chairman Laurence Saulpaugh, Thomas Jantzen, Mary Howard and Jennifer Phillips. Aldo Dusman, Clayton Andrus and Robert Queirolo were absent. Also present were George Schmitt, Town Engineer, Matthew Griesemer of Freeman-Howard, Robert Desmond, Garret O’Connor, Chris Petrone, Robert Ihlenburg, Serine Hastings and Chris Gilbert.
Chairman Saulpaugh opened the meeting. A letter was read from Robert Queirolo, resigning from the Planning Board. Robert was thanked for his years of service on the Board.
MINUTES: Jennifer Phillips noted a correction to the minutes on the second page to change ‘think’ to ‘thick’ in the third paragraph. A motion was made by Jennifer Phillips to approve the minutes with correction, seconded by Thomas Jantzen. All in favor. So carried.
A motion was made by Thomas Jantzen, seconded by Jennifer Phillips to close the regular meeting and open the public hearing on Red Wing Properties. All in favor. So carried.
PUBLIC HEARING:
RED WING PROPERTIES/IRISH HILLS, LLC- Tax Map 201.00-1-71, 69 and 76 Boundary Line Change. Robert Ihlenburg represented Paul Doherty on this boundary line change on an 82-acre parcel on Elizaville-Spring Lake Road. They are seeking a boundary line change to decrease from three parcels to two parcels, a parcel of 19.9 acres with an existing house, which will be sold. The remaining 62.7 acres of vacant land will also be sold. Mr. Ihlenburg submitted four certified mailing receipts, a signed agent authorization, Ag Data Statement and paid the fee of $100.00. The board did request the deed descriptions before approved stamped maps can be released. One neighboring landowner was present to look at the maps and had no concerns. The public hearing was closed on a motion made by Thomas Jantzen, seconded by Jennifer Phillips. All in favor. So carried.
Chairman Saulpaugh reviewed the SEQRA and a motion was made to declare a negative declaration by Jennifer Phillips, seconded by Thomas Jantzen. All in favor. So carried.
A motion was made to open meeting by Thomas Jantzen, seconded by Mary Howard.
A motion was made by Mary Howard to accept the Red Wing Property/Irish Hills application as presented, seconded by Thomas Jantzen. All in favor. So carried.
The maps will be stamped when deed descriptions are received.
GARRET O’CONNOR: 287 Pleasantvale Road – Tax Map ID # 192.-1-31.200 and 192.-1-31.112. Boundary Line change to merge two parcels into one, total of 23.143 acres in the RA zone. The parcels are currently in individual names of Garret O’Connor and his wife Ann O’Connor but will be in both names at the completion of the merger. The board asked for the proposed deeds at the next meeting and a public hearing will be set for Wednesday, February 11, 2015 at 7:30 P.M.
ZACHARY AARONS: 45 Hill N Dale Road – Tax Map ID#169-1-6.210
Chris Petrone of the architectural firm of BarlisWedlick represented the owner and submitted the agent authorization. The proposal in front of the ZBA for an area variance for height of the addition and special permit use for a proposed garage with accessory apartment and requires a site plan by the Planning Board. The back of the existing residence will be the high side where the additional floor will be a master bedroom, office and sitting room. They are seeking an area variance for additional five feet height over the zoning ordinance requirement. Marc Bailey, of the firm, had spoken to the fire chief and he was comfortable with the height. The septic system will be new for the existing house and the old system will be used for the accessory apartment. Our attorney asked if the walkout basement qualifies as a basement. Mr. Petrone said it is defined as a floor. Jennifer Phillips asked Mr. Petrone to show elevations for the retaining wall on the drawing. Our attorney would like a full set of plans. The existing driveway would be used for the residence and a new driveway would be built for the garage/accessory apartment off the existing driveway. The board requested the full set of plans, a new SEQRA, deed and Ag Data Statement. A public hearing will be held on February 11, 2015 at 7:30 P.M.
CHRIS GILBERT: Tax Map #191.3-2-34-1.04 acres, 191.4-2-35 – 4.39 acres and 191.4-2-36 – 1.02 acres on US Route 9 for a boundary line change and subdivision. No application or maps were received but Mr. Gilbert is seeking to increase one lot to 1 and 1/2 acres in the Hamlet. Mr. Gilbert and the Board discussed the various ways he can accomplish the lot line change and subdivision. He may need variances for the subdivision for distance between buildings. Also discussed the driveway and getting DOT approval. He will need a survey, Board of Health approval and DOT approval for the driveway when he returns.
The Planning Board could not make a recommendation to the ZBA on the application from Kenneth Aarons because it does not have all the information required.
A motion was made to adjourn by Mary Howard, seconded by Jennifer Phillips at 9:05 P.M.
