CLERMONT PLANNING BOARD
MARCH 11, 2015
The Clermont Planning Board held its regular meeting on Wednesday, March 11, 2015 at 7:30 P.M. at the Town Hall. Those present were Chairman Laurence Saulpaugh, Clayton Andrus, Thomas Jantzen, Mary Howard and Nathan Hempel. Jennifer Phillips was absent. George Schmitt, Engineer and Matthew Griesemer, Town Attorney were also present.
MINUTES: A motion was made to accept the minutes by Mary Howard, seconded by Clayton Andrus. All in favor. So carried.
RANDY BLOOM – In Bloom Properties – 78 Langridge Road – Tax Map ID#200-1-26.11. Mark Graminski, Engineer and Surveyor represented Ms. Bloom for a proposed two-lot subdivision on Langridge Road. Mr. Graminski submitted the application, EAF and other material for the project. The plat for the minor subdivision has been completed, Lot 1A with the existing residence, 11.341 acres and Lot 1B which is vacant, 37.159 acres. The applicant discussed the driveway design for the new lot, excavation and drainage as it crosses the stream, construction detail and erosion and sediment control. Chairman Saulpaugh asked if he has spoken to Superintendent Potts about the driveway, but he hasn’t. This new driveway is directly opposite the driveway on the west side and there should not be a site distance problem. He will also contact the Fire Department. Mr. Graminski explained about the grade of the driveway, which has been flattened out to 8 ½ percent as much as he could. The electric will be brought in on the driveway. Chairman Saulpaugh asked if there will be a new line or if it will be picked up from the existing. It will be picked up from Langridge Road. Bob Desmond asked if there are two residences on parcel Lot 1A, but Mr. Graminski explained that the mobile home has been removed. There is only one residence on the parcel.
Mary Howard is concerned about the 10 % grade going to the bridge. There will be guardrails along sides. There are sediment traps to be installed before it gets to the stream. This is one of Mary’s concerns.
George Schmitt asked that septic and wells, existing and proposed are shown on the map.
Also, placement of the silt fence shown on the map and stone is applied for the discharge of water. Fees and escrow have been paid.
A public hearing will be scheduled for April 8th at 7:30 P.M. If the BOH has not been out by that time it could be approved contingent on BOH approval.
RALPH ARYLICK: 122 Old Road – Tax Map ID#190- l – 36 – Mr. Arylick is applying to the ZBA for a special use permit and the Planning Board for site plan review for a ground mounted solar array. This will be installed by Solar Generation of Kingston.
There will be three or four pedestals and 45 arrays and not close to any property lines.
A Public Hearing will be scheduled for Wednesday, April 8th at 7:30 P.M.
The ZBA hearing will be March 25th at 7:30 P.M. Advised Mr.Arlyck of the fees and the dates of meetings.
The permits from our building inspector are for demolition of the woodworking shop, which burned at Nevis Road and the Hudson Valley Distillery for a tasting room in a garage on the property.
