CLERMONT PLANNING BOARD
FEBRUARY 11, 2015
The Clermont Planning Board held their regular meeting on Wednesday, February 11, 2015 at 7:30 P.M. Those in attendance were Chairman Laurence Saulpaugh, Clayton Andrus, Thomas Jantzen, Aldo Dusman, Nathan Hempel, Mary Howard and Jennifer Phillips. Others present were George Schmitt, Town Engineer, Andy Howard, Town Attorney, Mark Graminski, Engineer/Surveyor for Randy Bloom, Garret O’Connor, Chris Petrone and Mark Bailey of Barlis Wedlick Architects and Robert Desmond.
Chairman Saulpaugh opened the meeting.
MINUTES: A motion was made by Mary Howard to approve the minutes of the January meeting, seconded by Tom Jantzen. All in favor. So carried.
Clayton Andrus made a motion to close the meeting and open the public hearings, Mary Howard seconded. All in favor.
PUBLIC HEARINGS:
GARRET AND ANN O’CONNOR: 287 Pleasantvale Road, Tax Map ID#192.-1-31.200 and 192.-1-31.112 Boundary Line Change to merge two parcels into one, total of 23.143 acres. There is an easement from Commons Road for a common driveway for Lot 1 and was done to minimize disturbing the wetlands. There was no one present for or against this action and no other questions from the board. A motion was made to close the hearing by Mary Howard and seconded by Clayton Andrus. All in favor. So carried.
A motion was made to approve the merger of parcels by Mary Howard, seconded by Clayton Andrus. All in favor. So carried.
SEQRA: After review by Chairman Saulpaugh a motion was made by Jennifer Phillips to declare a negative declaration, seconded by Clayton Andrus. All in favor. So carried.
A motion was made by Tom Jantzen to close the meeting and open the public hearing, seconded by Clayton Andrus. All in favor. So carried.
ZACHARY AARONS: 45 Hill N Dale Road, Tax Map ID#169-1-6.210 for site plan application for an area variance for height on an addition to the residence and special use permit for a proposed garage with accessory apartment. The firm of Barlis Wedlick Architects, Chris Petrone and Mark Bailey, represent Mr. Aarons. They supplied an
updated SEQRA form, full site of plans, notifications to adjoining neighbors, and deed. They stated that they met with the Fire Chief and he had no concerns about the height of the proposed addition. Aldo Dusman asked for something in writing from the Chief concerning the height. Final engineering drawings for the board of health have not been completed, but should be done next week. Because of the existing grade, the existing septic could not be used. The new system will be a 1250 gallons. The existing well will be used for both. They will be abandoning the old septic and using the new septic for both places. Jennifer Phillips asked what the driveway would be. It is gravel and will be kept gravel.
The board requested new drawings with test sites, erosion control, BOH approval and the letter from the Fire Chief. A motion was made to close the public hearing by Mary Howard, seconded by Tom Jantzen. All in favor. So carried.
SEQRA: On the SEQRA application, Jennifer Phillips asked about question #13 regarding the flood plain. George Schmitt checked the Federal and State wetlands for this property and he did not find any. A motion was made by Jennifer Phillips to declare a negative declaration, Clayton Andrus seconded. All in favor. So carried.
We will need the above requested information before we can give formal approval. Mary Howard made a motion to conditionally accept based on the requirements outlined, Tom Jantzen seconded. All in favor. So carried.
RANDY BLOOM: 78 Langridge Road, Tax Map ID#201.00-1-26.111. Mark Graminski, engineer/surveyor represented Ms. Bloom for this request to subdivide 48.50 acres in two parcels, 11.3 acres and 37.2 acres. This parcel was Lot #1 in 2013, when Ms. Bloom last subdivided any lots. This proposal will be Bloom Subdivision #2, Lot 1A and 1B. Mr. Graminski called Andy Howard to make sure there were no segmentation or restrictions on subdivision. Jennifer Phillips asked how close in time it would have to be before it is a major subdivision. Andy does not know of a baseline in our code. Any application brought within five years would be deemed a major. In 2005, five lots were created, in 2013, three lots. This lot was part of the 2013 subdivision. Andy will look at our code.
Mr. Graminski did some topography; there are core wetlands on the north. He will submit engineering of driveway and stream crossing. He has also done test holes on the property and it is sand and gravel. He will be contacting the town highway for driveway access and fire department for driveway design. There will be a pull off or two for emergency vehicles. He will submit erosion and sediment control plans, Agricultural Data statement, EAF and application form. This property does have electric. Mr. Graminski will bring all paperwork next month.
A letter will be sent to the Zoning Board regarding the height of the addition to the Zachary Aarons property. The Planning Board has requested that the applicant get something in writing from the Fire Chief that he does not have concerns about the additional height.
A motion was made to adjourn by Mary Howard, Jennifer Phillips seconded at 8:35 P.M.
