FIRE COMMISSIONERS MEETING
JUNE 15, 2015
The Clermont Fire Commissioners held their regular meeting on Monday, June 15, 2015 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Mark Hildenbrand, Commissioner Laurence Saulpaugh and Commissioner Raymond Bauer. Others present were Treasurer Denise Fiore and Robert Desmond.
The Chairwoman opened the meeting with the salute to the flag.
MINUTES: Commissioner R. Rifenburgh noted a correction on page 2-Station #2 – delete the second sentence. A motion was made to accept the minutes by Commissioner R. Rifenburgh with corrections, seconded by Commissioner Marc Hildenbrand. All in favor. So carried.

A motion was made to accept the Treasurer’s report by Commissioner R. Rifenburgh, seconded by Commissioner Hildenbrand. All in favor. So carried.
CORRESPONDENCE:
- Physicals were received for Laurence Saulpaugh, John Myers and Donald Van Wagner.
- RBC Account Statement for May - $305,046.73
- Letter from P.J. Keeler – Volunteer Firefighters Physical reimbursements for previous year’s are due by March 31st of the following year. This year extended to 6/15/2015.
- Penflex Statement for retroactive adjustments for 2014 based on LOSAP points. There are five participants with an additional $20.00 per month.
- County Fuel Bid information – Commissioner R. Rifenburgh will check with Main Care on prices for this year.
- Community National Bank has contacted the Treasurer requesting audits for 2013 and 2014.

- Workplace Violence Prevention Policy & Incident Reporting final typed copy was approved for printing. This was passed by Resolution #17 of 2015 at the May meeting.

OLD BUSINESS:
- The Treasurer contacted our attorney, Andrew Howard for his opinion on our reserve accounts. Our reserve accounts are set up properly at this time.
- Junior Firefighters Program: Commissioner R. Rifenburgh said that since there has only been one interested junior member the program is at a standstill for now. The Chairwoman noted that the information is still out there, so there could be new members interested. The junior membership age is 14 years old, at 16 years old they hold regular membership.
- LIGHT TOWER: The light tower has been installed on truck #603. Last month it was suggested to put a plaque on the truck that would acknowledge the Hover Trust Foundation for the grant to purchase the tower. Commissioner Rifenburgh does not feel that it would be seen by anyone. He suggests a thank you in the newspaper and a letter to the Hover Fund. Commissioner Hildenbrand will contact Hudson River Chronicle to see if they could put a picture and article in the paper.
- OSHA: Chairwoman Rifenburgh contacted the instructor who does our classes regarding the new regulations. He will need our Workplace Violence Prevention policy to review to see how he may change the classes.
- HOVER GRANT: There is a new funding opportunity for this year from the Alexander and Marjorie Hover Foundation. It was discussed what to request from the foundation. It was decided to ask for a single-phase standby generator for Station #1. Commissioner Saulpaugh will get a quote from Bob Moore. The Chairwoman and Secretary will work on the grant application letter, which must be sent in by July 1st. Full application must be submitted by August 1st.
- EXTRICATION VEHICLES: Commissioner R. Rifenburgh would like a policy stating a limit as to the length of time a vehicle used for extrication can be left at Station #1. He also suggested that if this can’t be done, the drills should be done at Station #2. He feels that a few days before and after the drill is sufficient. A motion was made by Commissioner R. Rifenburgh that vehicles remain longer than one week, seconded by Commissioner Saulpaugh. All in favor. So carried. Commissioner Saulpaugh will talk to the Chief about it.
- HOSE AND LADDER TEST: Commissioner Saulpaugh said that John Myers, Tyler Case and Chris Ogden were at Station #2 for the hose and ladder test. Everything passed but one older hose was taken out of service.
NEW BUSINESS:
- PURCHASE ORDERS: There have been no purchase orders attached with the bills and the Chief or his designee needs to attach a delivery or packing slip to a purchase order and to have them in the Treasurer’s mailbox at Town Hall or dropped off to her by the Saturday before the meeting. The Chairwoman will contact the Chief about this.
- State Bid – NY OGS Microcomputer System: Request for a laptop and projector for training was made by the Chief. The Commissioners are in agreement that it is a good idea but will need more information. Commissioner Hildenbrand will look into it.

The extrication drill was held on 5/26/15. Thirteen firefighters attended.
FIRE ALARM SYSTEM:
The District feels that with the time and effort that went into the alarm law by the town and the District, that it is a slap in the face to the Town, the taxpayers and the District when fines get reduced from the original fine of $1500 to $250.00.
MOTION TO PAY BILLS
The Treasurer added a payment of $150.00 to Captain Kukon to the proposed June bills.
A motion was made to approve payment of the bills with adjustment by Commissioner Hildenbrand, seconded by Commissioner Bauer. All in favor. So carried.
INVENTORY: Commissioner R. Rifenburgh went through the inventory that was completed and made corrections. He will talk to the Captain about it.
FUEL LOG REPORT: Commissioner R. Rifenburgh reported the use of 83.3 gallons of fuel this month. There are fourteen inches left in the tank. It was originally filled with 400 gallons. Will have to calculate what is left and will order as necessary.
PUBLIC COMMENT:
Robert Desmond reported that Heritage Oil in Kingston has a lock in price of $2.459 for fuel.
A motion was made to adjourn by Commissioner Saulpaugh at 8:30 P.M. seconded by Commissioner R. Rifenburgh. All in favor. So carried.
