CLERMONT TOWN BOARD
JULY 6, 2015
The Clermont Town Board held their regular meeting on Monday, July 6, 2015 at 7:00 P.M. Those in attendance were Supervisor Raymond Staats, Councilman Robert Desmond, Councilwoman Dawn Brownson, Councilman Evan Hempel and Councilman Kris Gildersleeve. There was one resident present.
The Supervisor opened the meeting with the salute to the flag.
MINUTES: A motion was made to accept the minutes of the June meeting by Councilman Desmond, seconded by Councilwoman Brownson. All in favor. So carried.
TOWN CLERK’S REPORT: The Clerk read the report for June and presented the Supervisor with a check for the General Fund in the amount of $588.00 and for Trust and Agency in the amount of $1,050.00. A motion was made to approve the Clerk’s report by Councilman Gildersleeve, seconded by Councilman Desmond. All in favor. So carried.
CORRESPONDENCE:
- The Village Green BBQ and Charles Larsen Memorial Tractor Pull is being held on Saturday, August 15th. The tractor pull starts at 10:00 AM and the seating for the BBQ are at 3:30 and 5:00 PM. Tickets are available at Otto’s Market in Germantown, Tousey Winery in Clermont, Red Hook Chamber of Commerce, Councilwoman Brownson, Town Clerk Mary Shannon and Supervisor Staats.
- WEBSITE: Councilman Hempel reported that there have been no other problems reported by G-Tel with the website.
COMMITTEE REPORTS:
- DEC: Councilman Desmond reported that the survey work might have been completed by C. T. Male on the twenty-acre parcel.
- HIGHWAY BUILDING ADDITION: It was budgeted for a building to house town highway equipment. The Highway Superintendent will be getting pricing.
- A request was made from a resident on Nevis Road about a sign at the intersection of Nevis Road and Lasher Road.
- PARK: Councilman Gildersleeve has no additional information on a backstop for a softball field. He has called back several vendors. He has gotten a few prices on cost of material less shipping and labor.
- COMMUNITY HOUSE DONATION: Councilwoman Brownson picked up a check from the Bank of Greene County for $350.00(corrected) for a locking storage cabinet for the Village Green Committee. She also reported that the Village Green Committee is meeting tomorrow night at 7:00 P.M. at the Town Hall. Volunteers are welcomed. Supervisor Staats thanked Councilwoman Brownson for attending and accepting the check from the Bank of Greene County, as he was unable to attend and to the Bank of Greene County for their support.
- PATH TO HISTORY: Councilwoman Brownson reported that there was a low turnout for the Path To History on June 20th, which was held recently, but she feels it was because the time had been changed numerous times. The bicycling event is from Germantown to Clermont with stops at historic sites along the way including Clermont. She feels that they will hold another one.
- Manor Collaborative made up of Germantown, Clermont and Livingston, have been accepted as Hudson River Valley Ramble event sponsored by Hudson Valley Greenway on September 26th and 27th.
- The Supervisor provided the budget and revenue reports for month ending June 2015.
OLD BUSINESS:
- COMMONS ROAD: Road signs for Commons Road have been completed and installed.
- LASHER ROAD: A road sign will be put up by the County on Route 9 once it is confirmed whether it should be Lasher Road or County Route 4. It was confirmed that it is known as Lasher Road. The Supervisor did request a Lasher Road sign for Nevis Road also.
- MILL ROAD: The County and our Highway Superintendent have met about the proposed turnaround on Mill Road because of the bridge closure and they say work would begin in July. Hopefully this will be completed by the beginning of the school year.
- PAVING: The County and State will be paving roads this summer. Lasher Road, County Route 33 from Route 6 to Germantown, Route 9G from Germantown to the Dutchess County line, Hover Ave. and Blue Hill Road from Livingston to Hudson are scheduled to be paved.
- DEC UPDATE: Michael Mason, Project Coordinator for DEC, has told Supervisor Staats that the survey work should be done and the project should be started in July. It is expected to be completed this year.
COMMUNITY HOUSE: The furnace at the Community House was budgeted to be repaired and once it was examined, a crack in the heat exchanger was found. Supervisor Staats got a price for $3500.00 for a brand new furnace from K. & H. Fuel Oil. Because he had the furnace apart and was the lowest bid on our furnace for the Town Hall, Supervisor Staats approved them to replace the furnace. It will be paid out of the buildings account and the other bids from the Town Hall furnace bid process will be attached to show that we took the lowest bid. Councilman Gildersleeve asked if this is comparable to the town hall furnace. Supervisor Staats said there is only a slight difference because of the difference in size of the building.
A motion was made to accept the bid from K & H Fuel Oil for $3,500.00 by Councilman Desmond, seconded by Councilman Hempel.
- COMMUNITY HOUSE REPAIRS: A scope of work was prepared for the Community House repairs and for the Town Hall front door. Supervisor Staats was able to get two bids, which were opened at this meeting.
- Staats and Sons Enterprises - $9,950.00
- Residential Renovations - $10,450.00
We did budget $10,000 in the budget for this project.
A motion was made to accept the bid from Staats and Sons for $9,950.00 by Councilman Desmond, seconded by Councilwoman Brownson. Supervisor Staats recused himself because there is a conflict. Motion passed.
SUPERVISORS REPORT:
- CEDC: They are reorganizing and they have done a lot of good work in the County to help businesses in the County. If anyone wants more information contact the Supervisor.
- PINE HAVEN HOME: There is no update, other than, it is difficult to find employees and the County has hired an agency to help hire employees. The transition will probably take six to eight months before it actually turns over to the new owners.
- VILLAGE GREEN BBQ: Will be held on Saturday, August 15th as was reported earlier.
- HIGHWAY BUILDING ADDITION: Supervisor Staats will meet with the Highway Superintendent about the building for equipment and hope to have prices for next month. Councilman Desmond said there is a need for this addition for equipment that is outside.
ABSTRACTS:
- A motion was made to approve the General Abstract #7, vouchers #163 to #195 in the amount of $6,037.65 by Councilman Desmond, seconded by Councilman Hempel. All in favor. So carried.
- A motion was made to approve Highway Abstract #7, vouchers #74 - #85 in the amount of $5,798.78 by Councilman Gildersleeve, seconded by Councilman Hempel. All in favor. So carried.
- A motion was made to approve Trust and Agency Abstract #5, vouchers #21 - #30 in the amount of $1,928.60 by Councilwoman Brownson, seconded by Councilman Gildersleeve. All in favor. So carried.
PUBLIC COMMENT:
- Chris Nolan thanked the Board for the new signs on Commons Road.
The meeting was adjourned at 7:30 P.M. on a motion made by Councilman Desmond, seconded by Councilman Hempel.
