CLERMONT FIRE COMMISSIONERS
SEPTEMBER 21,2015
The Clermont Fire Commissioners held their regular meeting on Monday, September 21, 2015 following the budget workshop. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Marc Hildenbrand, Commissioner Raymond Bauer and Commissioner Ronald Rifenburgh. Others present were Chief Fred Gooderham, Captain Lloyd Kukon, Treasurer Denise Fiore and Robert Desmond.
MINUTES: A motion was made by Commissioner Saulpaugh to accept the minutes as written, seconded by Commissioner R. Rifenburgh. All in favor. So carried.

A motion was made to accept the Treasurer’s report by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.

COMMITTEE REPORTS:
BUILDING AND GROUNDS: Commissioners Bauer and Saulpaugh
- Commissioner Bauer reported that the light on the flagpole at Station #1 is still not fixed. The Chief has been trying to contact Bob McCarthy.
- The furnace at Station #1 has been repaired. The fuel tank still needs to be painted.
FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh
- Truck #604 has been repaired. There was discussion on trucks being used for any personal use such as watering lawns. No truck has left for this reason.
- Commissioner Saulpaugh received estimates on tires for Truck #604 and they should be replaced.
Rick’s Tire Repair,Grand Gorge gave an estimate of 4 tires for $4,864.00 with an allowance on old tires which will bring it down to $3,600.00.
- M60 will get two new tires from Joe’s Auto Repair.
- The CO/Multi gas detector should be recalibrated. It could not be determined when it had ever been used. Commissioner Saulpaugh suggested requesting a new multi gas detector from Iroquois, which may have given the first one to us.

OLD BUSINESS:
- Air packs were checked and batteries were replaced.
- OSHA Training Part I is scheduled for October 8th at 7:00 P.M. Part II is scheduled for October 15th at 7:00 P.M.
- New escape ropes: The Chief reported that there are two who have not received training and do not have the system.
- The training laptop is locked up at Station #1 but the Wi-fi is at Station #2, which would be used to download the training modules. There was discussion as to whether the laptop and projector can be taken to Station #2 or remain at Station #1.
NEW BUSINESS:
- Fred supplied the Chairwoman with IRS information on types of qualifications for 501(c) 3 and 501(c) 4. Volunteer Fire Companies if the organization is actively involved in firefighting it may be eligible for 501(2)3 status.
- FASNY Training and Education on October 7th at the Greene County training facility in Cairo. The Chief said that there would be 3 or 4 attending at $30.00 per person. A motion was made to approve for three or four firefighters to attend the FASNY training and education in Cairo on October 7th at $30.00 each by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
- NEW MEMBERS:
- James J. Connolly, Jr. application for Jr. membership – Pending background check and physical
- Todd Morrison for regular membership – Physical needed.
- Joshua Williams for regular membership pending background check and physical. A motion was made by Commissioner Hildenbrand to approve for membership pending the background check and physical, seconded by Commissioner Bauer. All in favor. So carried.
- Samuel Williams for regular membership pending background check and physical.
A motion was made by Commissioner Saulpaugh to approve for Jr.membership pending background check and physical, seconded by Commissioner Hildenbrand. All in favor. So carried.
A motion was made by Commissioner Saulpaugh to approve for membership pending receiving physical, seconded by Commissioner Hildenbrand. All in favor. So carried.
A motion was made by Commissioner Hildenbrand to approve for membership pending the background check and physical, seconded by Commissioner Bauer.
All in favor. So carried.
- Ray Bauer asked for an explanation of the letter received anonymously regarding statement of Chief Gooderham. There was discussion and it was agreed to discuss these matters at the meetings without personal feelings being involved.
CHIEFS REPORT:
There was one call for August 2015:
8/21/15 - Wires arching – 1960 Route 9
Drill: 8/24/15 on Portable pump – 8 attended.
Pump Operators: There is one firefighter who did not complete the Pumper class so he cannot drive the truck. He has been removed from the driver’s list. If any problem arises, the Chief can suspend and come before the Commissioners.
The Treasurer added $89.00 the bills to be paid for a physical to Columbia Memorial Hospital. A motion was made by Commissioner Saulpaugh to pay the bills as corrected, seconded by Commissioner Hildenbrand. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond asked question about drivers having to be pump operators. It was explained that they have to be, in the event that no pump operator were to show up at a scene and the driver is not qualified, there would be nothing that he could do.
A motion was made to adjourn at 8:35 P.M. by Commissioner Hildenbrand, seconded by Commissioner Saulpaugh.
