CLERMONT FIRE COMMISSIONERS
BUDGET PUBLIC HEARING/MEETING
OCTOBER 20, 2015
The Clermont Fire Commissioners held a public hearing on the 2016 proposed budget on Tuesday, October 20, 2015 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Raymond Bauer and Commissioner Marc Hildenbrand. Commissioner Laurence Saulpaugh was unable to attend due to another commitment.
Also present were Chief Fred Gooderham, Captain Lloyd Kukon, Treasurer Denise Fiore and Robert Desmond.
The Chairwoman opened the public hearing on the 2016 budget. The Chairwoman read the total appropriations $166,915.00, less estimated prior years unexpended of $10,000, amount to be raised by taxes is $156,915.00. This is $1000 increase due to a reduction in the estimate of the prior years unexpended balance to $10,000 from $11,000. There were no questions from the Commissioners or the public present.
A motion to close the public hearing was made by Commissioner Ronald Rifenburgh, seconded by Commissioner Hildenbrand. All in favor. So carried.
MINUTES: A motion was made by Commissioner Hildenbrand, seconded by Commissioner Bauer to accept the minutes as written. All in favor. So carried.

A motion was made by Commissioner Bauer to accept the Treasurer’s report, seconded by Commissioner Hildenbrand. All in favor. So carried.
CORRESPONDENCE:
- RBC Wealth Management Account Statement for September - $309,438.64
- Fire District Affairs newsletter for October/November.
- Commissioner Saulpaugh got the information needed to apply for a grant from Iroquois Pipeline for the multi-gas meter for the District. The letter must be sent to Spencer Robinson by October 28th.
- The Election for Commissioners will be held on Tuesday, December 8th between 6:00 P.M. and 9:00 P.M.
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
- The flagpole light has been fixed.
EQUIPMENT: Commissioners Bauer and Saulpaugh
- Batteries are in truck #601.
- The tires for truck #604 are ordered. The exhaust system has been fixed.

OLD BUSINESS:
- Milan Fire District: A letter will be sent to let them know that we have budgeted for $2,750.00, which is no increase from the 2015 budget. If they wish to come to our meeting to discuss this they can.
NEW BUSINESS:
- A motion was made by Commissioner Bauer to accept the budget for 2016, seconded by Commissioner Hildenbrand. All in favor. So carried.
CHIEFS REPORT:
There were six calls:
9/18/15 – Smoke Investigation – 140 Commons Road
9/23/15 – AAPI – 523 Lasher Road
9/23/15 - Unknown explosion – 3712 Route 9G
9/24/15 – CO Detector activation – 3751 Route 9G
9/26/15 – AAPI – County Route 6 and Route 9
9/30/15 – Wires Down – 87 Clermont Avenue
DRILL: 9/28/15 - Pump operations and car fire. Fifteen firefighters attended.
- The Chief said that there are no issues with Truck 604. The new light on Truck 603 is brighter than the other trucks light.
- OSHA Class – Part I was held on October 8th. Part II was rescheduled for October 22nd. Churchtown will be holding a class for Part I for anyone who needs to make it up. There were seven members that missed the class. One firefighter missed the class because they were taking the Firefighter I course, but it does not seem that would qualify them for the OSHA.
- The Chief reported that they are in need of 4 bunker pants, 3 pairs of boots, size 15 and 4 helmets for the new members. After discussion with the Commissioners, a motion was made by Commissioner Rifenburgh to order three pairs of boots, size 15, six pairs of gloves and four helmets, seconded by Commissioner Bauer. All in favor. So carried.
- Air Test: We got a high moisture on the test and the re-test came back fine.
The Chief will contact them to come back in six months for the air test, and in October for the service.
A motion was made to pay the bills as amended by Commissioner Hildenbrand, seconded by Commissioner Bauer. All in favor. So carried.
PUBLIC COMMENTS:
- Bob Desmond thinks that if you want new members, then they should be supplied with the gear. The Chief explained that it is explained to them that the equipment is expensive and they need to show up for meetings and drills before they receive their gear.
- Captain Kukon asked if members don’t complete their OSHA by the end of the year would they be inactive? Yes, they would go inactive.
- Commissioner R. Rifenburgh reported that the fuel usage for the month of September was 85.8 gallons.
A motion was made to adjourn at 7:45 by Commissioner Bauer, seconded by Commissioner Hildenbrand.
