CLERMONT TOWN BOARD
DECEMBER 1, 2015
The Clermont Town Board held its regular meeting on Tuesday, December 1, 2015 at 7:00 P.M. at the Town Hall. The meeting date was changed due to scheduling conflicts.
Those in attendance were Supervisor Raymond Staats, Councilman Robert Desmond, Councilwoman Dawn Brownson, Councilman Evan Hempel and Councilman Kris Gildersleeve. There was one resident present.
Supervisor Staats opened the meeting with the salute to the flag.
MINUTES: A motion was made by Councilman Desmond, seconded by Councilman Gildersleeve to accept the minutes of the Public Hearing on the 2016 Budget held on November 2, 2015. All in favor. So carried.
A motion was made by Councilman Desmond, seconded by Councilwoman Brownson to accept the minutes of the Town Board meeting held on November 2, 2015. All in favor. So carried.
TOWN CLERKS REPORT: The Town Clerk presented the Supervisor with a check for the General Fund in the amount of $81.21 for the month of November. A motion was made to accept the Clerk’s report by Councilman Hempel, seconded by Councilman Gildersleeve. All in favor. So carried.
CORRESPONDENCE:
- The Town offices will be closed on Thursday, November 26th for Thanksgiving. They will also be closed on Thursday, December 24th and December 31st for Christmas and New Years. The Town Clerk’s office will also be closed on Thursday, December 10th.
- Councilman Hempel reported that he received a request from a national business that wants to link to our small business page. After discussion, the Board does not think we should list this. There have been no other issues with the website.
COMMITTEE REPORTS:
- DEC REMEDIATION: Councilman Desmond did a walk through with DEC and the surveyor on the project, Arcadis on Monday. Our engineer, George Schmitt, did receive the material he was waiting for to apply for the entrance permit.
- HIGHWAY STORAGE SHED: Councilman Desmond reported that the work is moving along with our Highway department putting in the concrete and frame. They did have help from Trudell & Sons with the concrete. The trusses are in and the contractor will start on Thursday to put the roof on. The Highway employees have been doing most of the work. It looks to come in under budget.
- MOWER BAGGER: The Highway Superintendent would like a bagger for the mower for use around the town buildings and the park. Supervisor Staats said that there is money in the budget in the Parks line. He has asked the Superintendent to get prices for the bagger.
- PDF SOFTWARE: Councilman Gildersleeve has been looking into software for the online documents to be converted to fillable PDF documents. The basic software would cost $250.00 for the license. There is also something online that you can send a document to for $6.00 per month. As long as there are no ongoing fees, this might be what we are looking for. There was further discussion on how this would work with our documents for Planning and Zoning. He will get the details for the next meeting.
- CLERMONT CHRISTMAS EVENT: Councilwoman Brownson reported that the Holiday Caroling and visit with Santa will be held on Sunday, December 20th from 6:00 P.M. to 7:00 P.M. Children under the age of 12 will receive a gift from Santa. Any questions contact Tami Connolly at 518-755-9374. This will be posted on the website.
OLD BUSINESS:
- DEC UPDATE: Supervisor Staats reported that after speaking with DEC, they are confident that they will be starting this year with some grading of the site. The weather will determine how much can get done.
- HIGHWAY STORAGE SHED: Supervisor Staats reported that the building is coming along and ready for the contractor to set the trusses and metal for the roof. Supervisor Staats thinks it should only take two weeks. The highway employees did the concrete work with help from Trudell & Sons.
- REVENUE UPDATE: As of this date, we have not collected $52,076 in the General fund revenues, less the Interfund Transfer for Highway Shed of $30,000, we are at $22,000.00 not collected for the year. The last payment for sales tax, if similar to last year, was $40,000.00 so with this we will be over in revenues.
In the Highway revenues, the uncollected balance is $26,889.00 and adding in the sales tax of $40,000.00, we are at $13,000.00 in the highway revenues.
- APPROPRIATIONS: The unexpended balance is $86,963 less garage project of $26,503, which will be used. We should end up with about $20,000.00 unexpended.
We budgeted $64,024.00 from our fund balance, but we may only end up taking $14,000 from our fund balance. The Highway appropriations will probably be exhausted because there are still expenses to be paid.
Councilman Gildersleeve asked if the Highway has made up from the bad winters that we had last year and the beginning of this year? The good weather we are having should be helping to offset what he had to spend in the spring for materials. We are in very good shape and the Supervisor is pleased.

A motion was made approve Resolution #46 in order to balance appropriation accounts in the General Fund by Councilman Desmond, seconded by Councilwoman Brownson. All in favor. So carried.
BOARD OF ASSESSMENT REVIEW APPOINTMENT: A motion was made to reappoint Allan Costello to the BAR for the term October l, 2015 to September 30, 2020 by Councilman Desmond, seconded by Councilman Gildersleeve. All in favor. So carried.
INSURANCE VALUES: Supervisor Staats will ask Greg Fingar of Fingar Insurance to come to the year-end meeting to go over our policies.
- YEAR END MEETING: The year-end meeting will be held on Monday December 28th at 7:00 P.M.
- ORGANIZATIONAL MEETING: The Organization meeting will be held on Monday, January 4, 2016 at 7:00 P.M.
SUPERVISORS REPORT:
- Supervisor Staats and Board members congratulated Dawn Brownson and Evan Hempel for being reelected for four more years.
- COUNTY BUDGET: The preliminary county budget will have a .69 increase for 2016, which is under the cap and amounts to $318,000.00.
The Supervisor still has questions about the bonding things that used to be in the operating budget. This is the third year that money has been taken out of the regular budget and being bonded. There are intergovernmental funds of $1.2 million, which we will receive over the next two years. This is money that we will receive for the sale of Pine Haven, which is being put into the fund balance, which is good but taxes are still being raised.
- COUNTY HIGHWAY: The County has been putting up snow fence and the trucks are ready for the winter.
- Supervisor Staats thanked the Election workers for their efforts on Election Day.
- Supervisor Staats thanked the Highway employees for their work on the highway shed.
ABSTRACTS:
A motion was made by Councilman Gildersleeve to approve Highway abstract #12, vouchers #141- 146 in the amount of $4,621.94, seconded by Councilman Hempel. All in favor. So carried.
A motion was made by Councilman Hempel to approve General abstract #12, vouchers #315-348 in the amount of $17,883.71, seconded by Councilwoman Brownson. All in favor. So carried.
A motion was made by Councilwoman Brown to approve Trust and Agency abstract #10, vouchers #53-54 in the amount of $529.00, seconded by Councilman Desmond. All in favor. So carried.
