CLERMONT FIRE COMMISSIONERS
NOVEMBER 16, 2015
The Clermont Fire Commissioners held their regular meeting on Monday, November 16, 2015 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer and Commissioner Ronald Rifenburgh. Commissioner Hildenbrand was absent. Also present were Chief Fred Gooderham, Treasurer Denise Fiore, Jack Galm, Chairman of the Board of Milan Fire District.
Chairwoman Rifenburgh opened the meeting with the salute to the flag. Mr. Galm from Milan explained that on Shields Road there appears that there are three lots on Shields Road that are paying their taxes to Livingston. There are 17 lots in the Clermont Fire District. He brought maps and tax bills to support this. Livingston fire tax is at .96 cents per thousand, Clermont is less. The amount collected by the Clermont tax collector for 17 parcels in 2015 was $2,778.98. They are looking to set up a system of receiving the tax amount that is paid by the taxpayers or doing something like it is setup with Livingston. The rate is usually set by what is paid in the prior year. Commissioner R. Rifenburgh asked how many calls are done on Shields Road. Mr. Galm explained that Milan is different because they not only have fire but have rescue, as well. They run with 16 paramedics, 32 members. The Commissioners will check into the three lots with our Assessor and will also discuss the amount we pay to Milan for coverage.
MINUTES: A motion was made by Commissioner Bauer to approve the September 21 budget workshop minutes, seconded by Commissioner R. Rifenburgh. All in favor. So carried.
A motion was made by Commissioner Bauer to approve the October 20 minutes, seconded by Commissioner R. Rifenburgh. All in favor. So carried.

A motion was made to accept the Treasurer’s report by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
CORRESPONDENCE:
- RBC Wealth Management Statement for October $311,647.47
- Physicals were received for Joshua Williams and Samuel Williams.
- A letter was written to Spencer Robinson of Iroquois Gas Transmission System requesting a donation to purchase a gas monitoring system and a $500.00 check was received for this purchase.
- A letter was received from Commissioner Marc Hildenbrand that he would not be seeking election to a five-year term as Commissioner.
- Received the Peace Officer Registry form from NYS Division of Criminal Justice Services, which must be completed and returned. Otis Barringer will no longer be in the Fire Police and will be removed from the list. There are no new Fire Police.
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
- Commissioner Saulpaugh reported that all the lights are working at Station #1.
- The Chief asked when the diesel fuel tank was going to be painted. Commissioner R. Rifenburgh talked to Tyler and he does want to do it. He was told to get the materials he needs to do the job.

OLD BUSINESS:
- INVENTORY: Commissioner R. Rifenburgh returned the inventory to Captain Kukon to make some corrections/additions but he has not received it back yet. The Chief has not received it either.
- RADIOS: There has been testing of the new frequencies and they expect the radios to be in by January. The County wants to change the call out numbers but there has been debate about doing this. Some companies have just gotten new trucks and had them lettered. There is thought about putting license plates on the trucks with the new numbers. There was discussion on whether or not the companies will even use the new numbering system.
- DIESEL FUEL TANK: The diesel fuel tank needs to be filled and treated. Commissioner R. Rifenburgh will order it.
NEW BUSINESS:
- GEAR: Chairwoman Rifenburgh checked online for used gear. We have new members and for two of the members, the Commissioners recommended getting new bunker pants. They have coats. They seem to be interested and have been coming to drills, etc. The Chief should get three prices for two new bunker pants in the new green color. A motion was made by Commissioner R. Rifenburgh to go with the lowest quote for two new bunker pants in the new green color, seconded by Commissioner Bauer. All in favor. So carried.
CHIEFS REPORT:
There was one call last month.
10/3/15 – Automatic Alarm Activation – 104 Mill Road
DRILL:
10/26/15 - Ladder operations and chimney fires. Seventeen firefighters attended.
OSHA: The Chief reported that OSHA classes have been scheduled for two Thursday nights in March. The Chief will have the dates for next months meeting.
The Chief reported that Peter Cichetti has taken both his OSHA classes, Bob McCarthy and Jackie Therrien need part I, Natasha Moyer and Rhiannon Scott did not take either. There is a course in Red Rock in the next few days. The district will not pay a second time for them to take it but they could pay for it themselves.
A motion was made to pay bills with correction by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond asked if we have a reason why Marc is not running again. He cited added responsibility at work and family time. The Chairwoman sent him a thank you by email.
A motion was made to adjourn by Commissioner R. Rifenburgh, seconded by Commissioner Bauer at 8:10 P.M.
