CLERMONT FIRE COMMISSIONERS
DECEMBER 21, 2015
The Clermont Fire Commissioners held their meeting on Monday, December 21, 2015 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer and Commissioner Ronald Rifenburgh. Others present were Chief Fred Gooderham, Treasurer Denise Fiore, Captain Lloyd Kukon, 1st Lieutenant Tyler Case, James Connolly, Donald VanWagner and Colin Brown.
Chairwoman Rifenburgh opened the meeting with the salute to the flag.
MINUTES: The minutes were approved on a motion made by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.
TREASURER’S REPORT:
Total of November invoices paid $ 8,759.37

A motion was made by Commissioner Saulpaugh to accept the Treasurers report, seconded by Commissioner R. Rifenburgh. All in favor. So carried.
CORRESPONDENCE:
- Fire District Affairs newsletter for December – January and Contact update info request.
- Contract for Milan Fire for 2016 to be signed and returned.
- Received physical for James Connolly.
- RBC Wealth Management Account Statement for November, 2015 - $309,729.81
- Letter from Penflex on beneficiary forms and keeping them updated.
- Penflex – 2015 Data Request Package for LOSAP.
- Peace Officer Registry has been completed and returned to Office of Public Safety.
- A letter to Suzette Booy, Director of Columbia County Real Property has been written regarding erroneous tax parcels on Shields Road in the Livingston Fire District.

Commissioner R. Rifenburgh asked if the Chief would get the reports for fire calls, drills and work details to him.

OLD BUSINESS:
- Commissioner R. Rifenburgh that our account with Main Care for Diesel and Fuel Oil had been cancelled when the fire company cancelled their account. It has since been straightened out. The diesel has been filled and Station #1 will be filled the first week of January
- Jim Van Duesen said it would probably be March when we get the new pagers and radios.
- The Chief has gotten three quotes on gear.
Garrison – Bunker Pants $466.47 each, Helmets - $209.00, Boots $139.99
MES – Bunker pants - $589.21
Fire End & Croker Corp. – Bunker pants - $650.65, Helmets - $236.64, Boots - $135.00.
The Chief has ordered new bunker pants from Garrison, 2 pair at $466.00 each.
The helmets were cheaper and the boots were $4.00 more per pair. All was ordered from Garrison.
NEW BUSINESS:
- District Website: Commissioner R. Rifenburgh asked who updates the website. Treasurer Fiore said it is Northshore and she will call because she sent the updates to them.
- Commissioner Saulpaugh said that there is a traffic safety meeting next month and he will ask him why the troopers don’t wear reflective vest. At a recent accident, they were not wearing their vests. Commissioner Rifenburgh feels that they should wear vests, as is required for Firefighters, EMS, etc.
- The Organizational meeting will be held on January 18, 2016 at 6:30 P.M.
- Commissioner R. Rifenburgh reported that the fuel used this past month was 16 gallons and asked that the Chief please discuss using beginning and ending numbers on the log with the drivers.
- Addressed cleaning up Station #1.
- Commissioner R. Rifenburgh asked if Captain Kukon has finished the inventory? The Captain said he would do it by next month.
- The Gas cylinder to calibrate the CO detector will be picked up by MES.
- MES invoice for F4 Lightening bail out system was discussed.
- When the invoice is received for the Calibration of the CO detector, Commissioner R. Rifenburgh will ask for reimbursement. It should arrive in the next few days. A motion was made by Commissioner Saulpaugh for Commissioner R. Rifenburgh to get a check from the Treasurer to pay for it, seconded by Commissioner Bauer. All in favor. So carried.
- Gas Meter: We did receive $500 for Iroquois Pipeline. The Chief should pick up what he needs.
CHIIEFS REPORT:
There were five calls in November:
11/8/15 – Alarm Activation – 3751 Route 9G – burnt food
11/8/15 – Standby for Germantown
11/15/15 – Alarm Activation – 168 Pleasantvale Road – burnt food
11/15/15 – Standby for Tivoli
11/24/15 – Alarm Activation – 104 Mill Road – Cooking food
Monthly drills:
11/18/15 – Scott pack training, truck check, truck placement at scene and setting up landing zones – 6 firefighters attended.
11/23/15 – Auto Extrication/backboarding – 13 firefighters attended
Of these five calls, Truck #603 and #604 have not been getting out, but Commissioner R. Rifenburgh was sure he did make one of the calls. The requirements for drivers of the pumper trucks is to have EVOC and Pump Operators courses. The Chief would like to lessen this to EVOC, which is an issue that has been brought up before.
There was discussion on the subject of why it is important for them to be pump certified.
There are some rules, which should not be lessened. Commissioner R. Rifenburgh feels that anyone who drives the truck should be certified as pump operators, in the event that no one else shows up that is operator certified. There should be no exceptions, if a firefighter wants to advance they should take the course. Commissioner R. Rifenburgh makes a motion that we do not change the rules,
Commissioner Bauer said that you would look foolish if the firemen are standing by and no truck shows up. Commissioner R. Rifenburgh feels that our firefighters should get the training, the Chief does try to get them to go, but they evidently are not making the effort. There are only three things that are required and they are FF I, EVOC, Pump Operator and OSHA once a year. There is a motion on the floor. Commissioner S. Rifenburgh does not know how to get them to get the training. Is there another course that can be taken? She agrees that if they want to continue they are going to have to comply.
Commissioner S. Rifenburgh seconded the motion. Commissioner Bauer – nay, Commissioner Saulpaugh abstained. Passed.
OSHA CERTIFICATES: Ryan Brown and Natasha Moyer did not attend OSHA training at all. They are the only members who did not take them. Members that are not fulfilling the requirements of their probation will be addressed next month.
OSHA CLASS: Will be held on Thursday, March 10 and 24th at 7:00 P.M. at Station #2.
A motion was made by Commissioner R. Rifenburgh to pay the bills, seconded by Commissioner Bauer. All in favor. So carried.
PUBLIC COMMENT:
- Don VanWagner thinks that one of the officers should go and take out the truck.
- Captain Kukon thanked Commissioner R. Rifenburgh for getting the CO detector.
- It was explained what kind of training they are giving the new members so that when they go to their first classes they know a little bit. Commissioner R. Rifenburgh said that it is good to keep them busy.
NEW OFFICERS:
A motion was made to accept Fred Gooderham as Chief by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
A motion was made to accept Bruce Potts as 1st Assistant Chief by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
A motion was made by Commissioner R. Rifenburgh not to accept Lloyd Kukon as 2nd Assistant Chief until he has the proper paperwork, seconded by Commissioner S. Rifenburgh. All in favor. So carried.
A motion was made by Commissioner R. Rifenburgh to accept Evan Decker as Captain, seconded by Commissioner Saulpaugh. All in favor. So carried.
A motion was made by Commissioner R. Rifenburgh that the Fire Police Captain appointment is through authorization of the Chief, seconded by Commissioner S. Rifenburgh. All in favor. So carried.
A motion was made by Commissioner R. Rifenburgh to adjourn at 8:15 P.M., seconded by Commissioner Saulpaugh.
