CLERMONT PLANNING BOARDJanuary 13, 2016
The Clermont Planning Board held its regular meeting on Wednesday, January 13,2016 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman LaurenceSaulpaugh, Clayton Andrus, Mary Howard, Jennifer Phillips, Ronald Miller andNathan Hempel. Others present were George Schmitt, Engineer for the Town,Matthew Griesemer, Attorney for the Town and Robert Desmond.Chairman Saulpaugh opened the meeting.MINUTES: After review of the December 2015 minutes, a motion was made byClayton Andrus, seconded by Mary Howard, to approve the minutes. All in favor.So carried.
ANNE KATRIN SPIESS, 356 County Route 6, Clermont, Map ID# 179-1-48A new application requesting a Special Use Permit for a wedding venue wasbrought before the board by Kurt Andernach and Ken Krapf on behalf of propertyowner, Anne Katrin Spiess. The proposed venue site is located on 108.4 acres.The existing barn and arena will be the location for future events. The north sideof the barn will have the roof extended 12’ to create an open porch. The existingsiding of the porch area will be removed and replaced with french doors. There arecurrently 2 rows of pendent lights, with a third row to be added. Exterior wallsconces, outlets and WIFI will be also installed. A storage area, handicapaccessible bathrooms and a prep kitchen with fluorescent lighting will be added tothe barn. New flooring of either wood or concrete will replace the current dirtfloor. A lighted walkway will also be added connecting the barn and arena. Newsignage is not expected to be needed for the property entrance.The proposed grass parking area will have an overflow area for as needed use.Handicap parking will be defined spaces. Jennifer Philips raised the question ofoccupancy, the number of events planned per month/year, as well as the water andseptic availability. Mr. Andernach responded the occupancy is 1 person per 15square feet equalling 402 people with the intended number of people to beapproximately 200.The applicant was requested to show the existing well and septic system and addthe proposed septic system, the lighted parking area, handicap spaces, lighting onthe site plan. The applicant will appear before the ZBA meeting for their approval.In addition, The Board requested a letter of approval for the existing drivewayfrom the County Highway Department, as well as a letter of approval from theCounty Health Department.An application fee of $200.00 and escrow of $500.00 for the Planning Board willbe paid along with the application fee of $100.00 and escrow of $150.00 for theZBA.
Terence Duvall with Columbia Land Conservancy appeared before the board onbehalf of Rainbow Hill Farm, 48 Hog Trough Road which is seeking a grant for theuse of protecting the farm from development. The motion was made by MaryHoward to support the action, seconded by Jennifer Phillips.
With no other business, a motion was made to adjourn by Mary Howard to supportthe action, seconded by Jennifer Phillips at 8:45 P.M.
