CLERMONT FIRE COMMISSIONERS
APRIL 18, 2016
The Clermont Fire Commissioners held their regular meeting on Monday, April 18, 2016 at 7:00 P.M. at the Town Hall. Those present were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Ronald Miller and Commissioner Raymond Bauer. Others present were Chief Fred Gooderham, Treasurer Denise Fiore, Robert Desmond and Firefighter Chris Odgen.
MINUTES: The Commissioners reviewed the March 21, 2016 Minutes and the April 8, 2016 Special Meeting Minutes and a motion was made by Commissioner Saulpaugh, seconded by Commissioner Ronald Miller to approve both meeting minutes. All in favor. So carried.

A motion was made to accept the Treasurer’s report by Commissioner Saulpaugh, seconded by Commissioner Ronald Rifenburgh. All in favor. So carried.

BUILDINGS AND GROUNDS:
- Commissioner Saulpaugh reported that doorsill at Station 1 still not repaired.
INSURANCE:
No report.
FIRE EQUIPMENT:
- Commissioner Saulpaugh reported Ralph’s will service all trucks on May 1st except for M60 and M602. Joe’s Auto will service the pump and fuel filters for M60 and M602.
LOSAP:
- Commissioner Ron Rifenburgh reported that the 30 day period for LOSAP points should be up this week. Commissioner Ron Rifenburgh will give the Treasurer all the paperwork to prepare for the LOSAP auditor.
- Commissioner Ron Rifenburgh said the Commissioners should discuss in the near future the point system change and the probationary period for the new members. He advises a two year probationary period for new members to be eligible.

OLD BUSINESS:
- Commissioners discussed payment due ($755) to Haight Fire Equipment for air compressor service. Commissioners will have the Secretary write a letter to Haight informing them of District’s yearly schedule for the test and service to compressor. Commissioner Susan Rifenburgh will give the Secretary the information to compose the letter. Payment to Haight will be withheld until resolved.
- The Chief and Commissioner Ron Rifenburgh will discuss how to classify 604 and get approval from the County. The Commissioners agreed that there will be a plate on the front and the back of the vehicles with the new numbers.
- The Chief said the transmission recall for 602 has not been done and 602 will be sent back to the factory to fix the paint.
- Commissioner Ron Rifenburgh said the Commissioners should decide where the unexpended balance should be spent. The Treasurer will let him the amount of the unexpended balance.
NEW BUSINESS:
- Commissioner Saulpaugh will get a price for a single phase generator.
- Commissioner Ronald Rifenburgh inquired if a Workers Injury Log was posted in Station 1. The log must be approved yearly by the Commissioners. Commissioner Saulpaugh will look into it.
- Commissioner Susan Rifenburgh cannot find drivers training information. The Chief will look online.
- Commissioner Ron Rifenburgh said it is time to perform the pump test with Waterway. Commissioner Saulpaugh will set up.

Commissioner Ron Rifenburgh asked why the background checks were not attached to Ryan Meagher, Wesley Werner and Les Coon’s applications. The Chief said that they were past members of the department. Commissioner Ron Rifenburgh stressed the importance of having the background checks (a New York State requirement) completed and attached to the applications even though they were past members. The Commissioners voted to accept the applications pending background checks. The Commissioners agreed this will be the last time new members will be accepted without background checks.
The Chief received the cradle for the Minitor pagers.
The Chief has not heard back from Doug Kussius. His gear will be issued to another member.
The Chief would like to purchase 3 helmets and 4 pairs of gloves. A motion was made by Commissioner Ron Rifenburgh and seconded by Commissioner Miller.
The Chief received quotes for a low level strainer from Garrison and MES. Garrison quoted $366.90 and MES quoted $486.16. Commissioner Susan said we will purchase the strainer from Garrison.
The Chief would like to purchase 20 gallons of AFFF foam . A motion was made by Commissioner Ron Rifenburgh and seconded by Commissioner Bauer. All in favor. So carried.
Commissioner Ron Rifenburgh inquired who is conducting the FIT test and stated it should be done as soon as possible. The Chief said MES will conduct the test.
Commissioner Ron Rifenburgh asked if the airbags in M60 are usable. The Chief will look into the life expectancy of airbags.
Commissioner Ron Rifenburgh wants to declare the old generator as surplus. A motion was made by Commission Ron Rifenburgh and seconded by Commissioner Bauer. All in favor. So carried.
A motion was made to pay the bills for April by Commissioner Miller, seconded by Commissioner Saulpaugh. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond asked where the brush fire call was located. The Chief said it was in the District of Livingston.
A motion was made to adjourn at 8:45 p.m. by Commissioner Ron Rifenburgh, seconded by Commissioner Bauer.
