CLERMONT FIRE COMMISSIONERS
MAY 16, 2016
The Clermont Fire Commissioners held their regular meeting on Monday, May 16, 2016 at 7:00 P.M. at the Town Hall. Those present were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Ronald Miller and Commissioner Raymond Bauer.
Others present were Chief Fred Gooderham, Assistant Chief Lloyd Kukon, Firefighter Chris Ogden and Robert Desmond.
MINUTES: The Commissioners reviewed the minutes of the April meeting and a motion was made to approve by Commissioner Saulpaugh, seconded by Commissioner Miller. All in favor. So carried.

A motion was made to approve the Treasurers report by Commissioner Saulpaugh, seconded by Commissioner Miller. All in favor. So carried.
CORRESPONDENCE:
- Physicals were received for Daniel Parr, Fred Gooderham and JoshuaWilliams
- RBC Wealth Management account statement for April - $298,980.50.
- RBC Survey
- Letter from Community Leasing Partners thanking for selecting their company.
- Letter from G-tel Teleconnections regarding completion of latest phase of fiber network buildout.
- The Treasurer reports that our accountant has the LOSAP information and will prepare the audit.
- Received OSHA Certifications on those that attended classes. There were two members who did not complete.
- Letters will be sent to three new members, Wesley Werner, Les Coon and Ryan Meagher.
BUILDINGS AND GROUNDS:
- Commissioner Saulpaugh reported that the doorsill has to still be repaired and the fuel tank painted.
INSURANCE:
No report
FIRE EQUIPMENT
- Module was replaced on Truck #603, Lenses were ordered.
- Chief Gooderham reported that he received a quote from Classic Auto of $600.00 to paint Truck #602.
LOSAP: All forms have been mailed in and there was no one eligible this year for benefits.
LAWS AND POLICIES:
- Commissioner R. Rifenburgh pointed out that we have to make some changes to the LOSAP Point system before the end of the year and should have a meeting to discuss this.
LEGAL:
No report.
OLD BUSINESS:
- Letter to be written to Haight regarding the invoice for air testing.
- Under the new numbering system for high band the new number for the Tanker will be 6034.
- GENERATOR: Commissioner Saulpaugh received quotes from B&K Electrical for generators.
General Electric 10KW $8,311.70, less $1000.00 complete setup and installed, Free 1st year service
Briggs - $7,771.75
These are propane and have a 5-year warranty.
- PUMP TEST: Commissioner Saulpaugh set up the Pump test for 5/26/16 with Waterway.
- Lloyd Kukon was certified in the last class that he needed to be an officer. A motion was made to accept Lloyd Kukon as Car 3 by Commissioner Miller, seconded by Commissioner Bauer. He will be sworn in.
NEW BUSINESS:
- HAZARD MITIGATION PLAN: Bob Desmond attended a meeting with County Emergency Management and reviewed with the Commissioners the revisions to the plan. They accepted the changes that he proposed.
CHIEFS REPORT:
There were five calls for April:
- 4/4/16 – Alarm activation – 104 Mill Road
- 4/13/16 – Lift Assistance NDP – 205 Cedar Hill Road
- 4/16/16 – Mutual Aid – Livingston – 546 East Kerley Corners Road
- 4/23/16 – CO Detector Activation – 442 Lasher Road
DRILLS:
- 4/13/16 – Apparatus Placement at Auto Accident Scene
- 4/20/16 – Firefighter Safety
- 4/25/16 – Pump Operation/Pump Training/Driver Training – 17 Firefighters attended.
- FIT TESTS: The Chief reported that the FIT tests have been done, there are two members that still have to have it done.
- NEW MEMBERS: The background checks have been done on the three new members. Letters have to be sent.
- There was discussion on a system, which could be monitored at both houses using an app on cell phones, so that you would know who is coming to take trucks out. There is a $50.00 initial setup fee and $300.00 annual fee. This is tabled.
- AIR BAGS: Jahar is the air bag manufacturer. The life span is 25 years. The Chief will find out if the ones we have can be tested to see if they are still viable. He will also get prices on new.
- SPEAKER MICROPHONES: The Chief reported that the new portable radios came in but without speaker microphones He would like to purchase fourteen to go with the radios. They cost $73.62 for each for a total of $1030.72. A motion was made to purchase fourteen microphones by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
- CPR COURSE: The Chief spoke with Northern Dutchess Paramedics about giving a CPR course. They charge $40.00 per person. The Chief will check elsewhere to see if it there is a better rate.
- The Chief wrote a letter to Rob Lopez, Director of 911 and gave him the old and new numbers for the trucks.
A motion was made to pay the bills as presented by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
Commissioner R. Rifenburgh reported the fuel usage at 75.6 gallons this past month.
PUBLIC COMMENT:
Bob Desmond asked what it would take to get someone to give a CPR class. They must be a certified instructor and have the equipment.
A motion was made to adjourn at 8:15 P.M. by Commissioner R. Rifenburgh, seconded by Commissioner Bauer.
