CLERMONT PLANNING BOARD June 8, 2016 The Clermont Planning Board held its regular meeting on Wednesday, June 8,2016 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman Laurence Saulpaugh, Clayton Andrus, Mary Howard, Jennifer Phillips,Ronald Miller, Nathan Hempel and Tom Jantzen. Others present were GeorgeSchmitt, Engineer for the Town and Matthew Griesemer, Attorney for the Town. Chairman Saulpaugh opened the meeting. After review of the May 2016 minutes, motion was made by Mary Howard, seconded by Jennifer Phillips, to accept the minutes. All in favor. So carried. Billy Cole 3541 Route 9G, Tax Map ID#190.-1-4. Billy Cole, accompanied by RonCaglilstro, submitted an application proposing the building at 3541 Route 9G be returned to its original/previous use as a mechanic shop. The building in the back would be used by Billy Cole for equipment storage. A building will be erected to replace a previous building. Cars will be parked in the back.Hours will be 8am-5pm. Signs will be needed, with size to be determined based on code. Designated Handicap Parking will also be needed. A letter from the ZBA is expected to be sent to the Planning Board, stating the above uses will not be considered a dual use, as well as provide an interpretation of the plan regarding dual usage. A copy of the SEQRA also needs to be provided to the Planning Board from the ZBA. The ZBA is the lead agency. A Public Hearing is to be held July 13, 2016. Dennis and Karen Loveland 3847 Route 9G, Tax Map ID#168.-1-13. Jesse Cutaia from Hudson Solar submitted the application on behalf of the Lovelands, proposing ground mounted solar panels to be located on the back of the property and will not be visible from Route 9G. Screening trees will be added if needed for Jug Road. The project is a Community Solar Array (CSA) with the panels being “member owned” with approximately 25 members, on a 2 panel basis. The current access road will be upgraded. Further information regarding the disturbance line was requested. Motion to accept the application was made by Mary Howard, seconded by Clayton Andrus. Colin Brown 73-10 Trout Creek Road, Tax Map ID# 192.-1-96. The ZBA has requested the recommendation of the Planning Board regarding his application to the ZBA for a special use permit to build a pole barn for equipment storage. Recommendations for the peak of the pole barn to be no more than 30’. This project is considered a major home occupation and will be used for commercial storage.
