CLERMONT PLANNING BOARD July 13, 2016 The Clermont Planning Board held its regular meeting on Wednesday, July 13, 2016 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman Laurence Saulpaugh, Clayton Andrus, Mary Howard, Ronald Miller, Nathan Hempel and Tom Jantzen. Others present were George Schmitt, Engineer for the Town, Aaron Depaolo for Matthew Griesemer, Attorney for the Town. Chairman Saulpaugh opened the meeting. After review of the June 2016 minutes, a motion was made by Clayton Andrus, seconded by Mary Howard, to accept the minutes. All in favor. So carried. A motion was made to close the regular meeting to begin a public hearing by Clayton Andrus and seconded by Mary Howard. Billy Cole with Ron Caglilstro 3541 Route 9G, Tax Map ID# 190.-1-4. Regarding the use of property at said address for the proposed use of an auto mechanic business, in addition to the dual use by Billy Cole for equipment storage. Question was raised by Thomas Cunningham regarding unlicensed car storage/accumulation and the need for screening. Parking will be on the south side of the building. George Schmitt stated the ZBA must either determine if it’s a dual use or issue a waiver as needed. State law says it is in a Historic District and must submit the long form SEQRA. The ZBA needs to send a letter to the Planning Board stating their decision if it’s a dual use or not. Because the property was not used for the purpose of a garage, the “grandfather” clause is broken. The Planning Board can not move forward at this time. A letter will be given by the town attorney’s office stating the zoning allows an auto mechanic shop as a permitted use. Screening will be added (in 2 sections), with the last section to taper down to 3 feet high for the purpose of traffic safety. Motion was made to keep the public hearing open by Clayton Andrus, seconded by Tom Jantzen. Public Hearing will remain open and continue at the August 10 meeting. Dennis & Karen Loveland 3847 route 9G, Tax Map ID#168.-1-13. Jesse Cutaia of Hudson Solar spoke on behalf of the proposed project to install a solar farm at the Loveland property. Since the project is located in the Historic District, a full SEQRA is needed, per George Schmitt. A 3 month moratorium may be in place in the near future per the Town Board to allow for solar farms. Currently zoningdoes not address solar farms. A public hearing can not be set since the completed applications have not been submitted. At that time a joint public hearing with ZBA was suggested with a motion made by Mary Howard and seconded by Ron Miller. Pete Cichetti Presented a site plan for 11+ acres where a barn would be used for events. The applicant was referred to the Clermont Code for guidance in what would be needed for this application. A variance would be needed from the ZBA for proposed off site parking. Tom Jantzen 112 Commons Road. Subdivide 6 acres. Lot #1 would be 2 acres with a house. The remaining 4 acres would be Lot #2. A Public Hearing was set tobe held on August 10 at 7:30. Motion to accept was made by Clayton Andrus, seconded by Nathan Hempel. Approved. So carried.
