CLERMONT FIRE COMMISSIONERS
JULY 18, 2016
The Clermont Fire Commissioners held their regular meeting on Monday, July 18, 2016 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Ronald Rifenburgh, Commissioner Ronald Miller and Commissioner Raymond Bauer.
Others present were Treasurer Denise Fiore, Firefighter Chris Ogden and Robert Desmond.
The meeting was opened with the salute to the flag.
MINUTES: A motion was made by Commissioner Miller, seconded by Commissioner Bauer to accept the minutes of the June meeting. All in favor. So carried.

A motion was made to approve the Treasurer’s report by Commissioner Saulpaugh, seconded by Commissioner Miller. All in favor. So carried.
CORRESPONDENCE:
- Received physicals for the following:
Ryan Brown, Lloyd Kukon, Natasha Moyer, John Myers, Bruce Potts, Mark Schiller and Samuel Williams
- RBC Wealth Management – June statement $296,584.00
- Penflex, Inc. – Annual report for LOSAP, Executive Summary, Participants Statements.
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
- Commissioner Bauer told Tyler Case to go ahead and cut the sumac at Station #1 for $30.00.
- Commissioner R. Rifenburgh reported that Commissioner Bauer has painted the fuel tank.
- Commissioner Saulpaugh said that B&K Electric has installed the generator at Station #1. It will run a test on Saturdays at 11:00 AM. He said the electrician suggested that a surge protector be installed because of the radios and such if there should be a power surge. The cost would be $250.00. A motion was made by Commissioner Saulpaugh, seconded by Commissioner Bauer to pay for the surge protector to be installed. All in favor. So carried.
- Chairwoman Rifenburgh was recently at Station #1 and said that it really needs to be cleaned better. There was further discussion.
- Commissioner Bauer would like to see the bathroom get redone. He and Commissioner R. Rifenburgh will get quotes.
FIRE EQUIPMENT: Commissioners Saulpaugh and Bauer
- Commissioner Saulpaugh will schedule service on #602 and #603 at Joe’s Auto Repair. Joe has been very busy but it will get done as soon as possible.
- Commissioner Saulpaugh reported that the air horn on Truck #604 has been fixed and there was discussion to move it from the floor to the roof.
- It was reported that the Chief has removed the old air bags from the truck and he is getting price for new ones.
INSURANCE: Commissioners R. Rifenburgh and Miller
- The Secretary will contact Fingar Insurance to get the new generator and surge protector on the policy.
LOSAP: All Commissioners
- Received LOSAP participant statements and they will be handed out by Commissioner R. Rifenburgh.
- Commissioner R. Rifenburgh said that we have to work on the changes for the point system and we should look at points for the Officers as well.
LAWS AND POLICIES: All Commissioners
- No report.
OLD BUSINESS:
- Commissioner R. Rifenburgh did talk to the Chief and Captain about the purchase orders.
- Old Generator: Commissioner Saulpaugh did get the old generator running. He suggests keeping it because we may just need it for something. We will be keeping the generator.
- Milan Contract: The Secretary will check with Columbia County Real Property about the status of three parcels which should have been in the Clermont Fire District and are shown on the tax rolls as in Livingston's district. A letter will be written to the Milan Fire District regarding the budgeted amount of $2,750.00 for the year 2017. If they have any questions or concerns to contact us before September.
NEW BUSINESS:
- PHYSICALS: There are two people who have not gotten their physicals and will be placed on inactive status until received. They are Bob McCarthy and Tyler Case. We are awaiting the physical from Colin Brown and Scott Dow. There was discussion on whether or not to allow Category C&D firefighters to go to their own doctors, rather than the hospital. This can be discussed further.

6/26/16 – Mutual Aid with Mellenville/Brush Fire – Stevers Crossing Rd. & Summit St.
DRILLS:
6/15/16 – Training/Work Detail – straightened/added hose to Truck #604 and new member training – 5 firefighters attended.
6/17/16 – Monthly drill – Rural house fires water operation – 13 firefighters attended.
6/29/16 – ICS and NIMS system, accountability, washed Trucks 602 & 604 – 6 firefighters attended.
A motion was made to accept the Chiefs report by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
A motion was made to pay the invoice to B&K Electric Contractors in the amount of $7,771.75 by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. A thank you note will be sent to Robert Q. Moore thanking him for the in-kind donation of $1,000.00 off the price of the generator.
A motion was made to pay the bills as revised by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
Commissioner R. Rifenburgh reported that the fuel usage from 5/23 to 7/2 was 166 gallons.
A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Bauer to adjourn at 8:15 P.M.
