CLERMONT FIRE COMMISSIONERS
AUGUST 15, 2016
The Clermont Fire Commissioners held their regular meeting on Monday, August 15, 2016 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Raymond Bauer and Commissioner Ronald Miller. Others present were Chief Fred Gooderham, Treasurer Denise Fiore, Firefighter Chris Ogden and Robert Desmond.
The meeting was opened with the salute to the flag.
MINUTES: A motion was made to approve the minutes by Commissioner Miller, seconded by Commissioner Bauer. All in favor. So carried.

A motion was made by Commissioner R. Rifenburgh to accept the Treasurer’s Report, seconded by Commissioner Miller. All in favor. So carried.
CORRESPONDENCE:
- Physicals were received for Evan Decker, Ronald Rifenburgh and Scott Dow. Also received Scott Dow’s OHSA paperwork.
- Received $715.00 reimbursement from the County Treasurer’s Office for 11 physicals.
- Association of Fire Districts Annual Vendor Expo to be held in Saratoga Springs October 13-16.
- RBC Wealth Management Statement for July - $301,349.00
- Notified Fingar Insurance to add new generator to insurance policy.
- Notified Livingston Fire District regarding parcels that are taxed to the Livingston District and should be in Clermont’s district.
- Notified Milan Volunteer Fire Department regarding budgeted amount for 2017 of $2,750.00.
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
- Discussed fixing the bathroom at Station #1 last month, the Chief will take care of the bathroom ceiling. The side doorsill still has to be fixed but have not gotten anyone yet. The Chief thinks he could also do this.
- Commissioner Bauer called Ronnie Hapeman about water softener because it does not seem to be working.

FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh
- Truck #604: The air tanks are not filling but there is air going through so it may be a check valve. Commissioner Saulpaugh will call Ralph Torchia.
- Truck #602:Scheduled for September 6th for repair for rust around rear fender wells. It is still under warranty.
LOSAP: All Commissioners
- Commissioner R. Rifenburgh has been handing out LOSAP statements and beneficiary forms to those he has seen.
- We received the LOSAP financial statements and auditors report for December 31, 2015.
LAWS AND POLICIES: All Commissioners
- All OSHA has been completed.
- Driver Operator Evaluation Checklist: A committee was named to oversee driver training consisting of Commissioner R. Rifenburgh, First Assistant Chief Bruce Potts and Chief Gooderham. Chairwoman S. Rifenburgh has a driver operator evaluation checklist for them to use. She would like to see something added to the form that they are qualified to operate the truck. It can be written into the comment section. She has been told that if you have a policy that you should have backup for that policy.
Commissioner R.Rifenburgh said that the logs should be getting filled out for anytime a truck is taken out. A motion was made to add the driver operator evaluation checklist to our policy by Commissioner R. Rifenburgh, seconded by Commissioner Bauer.
All In favor. So carried.
- Election of Commissioners will be held on Tuesday, December 13, 2016 from 6:00 P.M. to 9:00 P.M. We need to set up the reserve accounts so that they can be on the ballot for approval in December. We currently have a Capital Reserve account for the purchase of trucks and a Reserve Fund for other purchases. We need to break the Reserve Fund into four categories: Capital Improvements, Apparatus, Equipment and Repairs and designate how much will go into each account at budget time.
- Commissioner R. Rifenburgh will be looking at the amendments to the LOSAP point system for the November meeting.

- Commissioner R. Rifenburgh said that we are holding off getting fuel until the winter mix is out, also to make sure that the tank is getting locked after use.
- Discussed having physicals done at own doctors for Category C and Category D firefighters. Will discuss further and decide before January.

Drills/Work Details

The Chief needs batteries for radios. It was suggested that because we will be getting new radios when we go to highband, that the Chief get the cheapest batteries. A motion was made by Commissioner R. Rifenburgh to buy the batteries that he needs, seconded by Commissioner Miller. All in favor. So carried.
The Chief will ask MES and Garrison to come to do an air bag demonstration.
Commissioner R. Rifenburgh suggested getting more road cones; road closed signs and light sticks for fire police. A motion was made to buy 15 cones with reflective tape, four light sticks and two road-closed signs by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
Additional invoices were added to the bills to be paid, Brian Fitzgerald, Accountant, $1600.00 and Columbia Memorial Hospital for physicals, $568.00. A motion was made to pay the bills as amended by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.
PUBLIC COMMENT:
Bob Desmond suggested setting up a general reserve rather than individual accounts. The Commissioners were told at their training to set up individual accounts.
Chris Ogden said he was told at the EVOC course that driver trainer should be done every year. The form has every three years for review.
A motion was made to adjourn by Commissioner R. Rifenburgh, seconded by Commissioner Bauer at 8:35 P.M.
