CLERMONT FIRE COMMISSIONERS
SEPTEMBER 19, 2016
The Clermont Fire Commissioners held their regular meeting on Monday, September 19, 2016 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Ronald Miller, Commissioner Ray Bauer and Commissioner Ronald Rifenburgh.
Also present were Chief Fred Gooderham, Treasurer Denise Fiore, FF Chris Ogden and Robert Desmond.
Chairwoman Rifenburgh opened the meeting with the salute to the flag.
MINUTES: A motion was made to accept the minutes by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.

A motion was made by Commissioner Saulpaugh to accept the Treasurer’s report, seconded by Commissioner Miller. All in favor. So carried.
CORRESPONDENCE:
- Received a physical for Donald Van Wagner
- Workers Compensation Reimbursement- requested for six members at $65.00 each.
- Received notice of insurance coverage on new generator at Station #1. The premium was $9.00 but was waived by Fingar Insurance for this transaction.
- Letter from NYS DOT that there will be sign upgrades on the Taghkanic State Parkway.
- RBC Wealth Management Account Statement for August - $336,948.25
- Letter from Livingston Fire District acknowledging that the three parcels on Shields Road and one on Pleasantvale Road are in Clermonts Fire District. A copy will be sent to the Director of Real Property Tax Service.
- Penflex, Inc. – LOSAP audit to be signed by the Chairperson.
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
- Commissioner Bauer reported that the water softener is being repaired.
- The door needs to be replaced at Station #1. Commissioner R. Rifenburgh made a motion to purchase a door from Williams, seconded by Commissioner Saulpaugh. All in favor. So carried. Chief Gooderham will replace the door.
INSURANCE: Commissioner R. Rifenburgh and Miller

FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh
- Truck #604 air hoses have been repaired.
- Truck #602 and M60 have been serviced.
- Ralph Torchia said both air tanks should be replaced on Truck #604.
LOSAP: All Commissioners
The secretary will mail out statements to those that are inactive or no longer members.
LAWS AND POLICIES: All Commissioners
Commissioner R. Rifenburgh will have the LOSAP points update by next month.
OSHA: One member does not have Part Two and another has not received paperwork from where she took the course. They have until October to make this up. The Chief will try to schedule the next OSHA Class in January. This will give the members lots of time to plan for taking the class.

OLD BUSINESS:
- Commissioner R. Rifenburgh reported that the fuel was delivered with the additive already in it.
- Physicals: After discussion last month regarding physicals a motion was made to accept a family doctor physical starting in January for Class C & D by Commissioner R. R. Rifenburgh, Commissioner Miller seconded. All in favor. So carried. Chairwoman Rifenburgh will work on the form for physicals.

9/13/16 – Wires Arching – 1403 State Route 9
8/15/16 – AAPI/Mutual Aid – Tivoli – Call terminated, unknown location
Monthly Drills/Work Details
8/22/16 – Extrication Drills – 13 Firefighters attended
8/24/16 – FFI Pump Operations Drill – FFI Class – 5 firefighters attended.
The Chief would like to purchase five radio batteries at $21.00 each. Some of the firefighters are having trouble with the Minitor II batteries.
Lt.Joseph Franco of the City of Poughkeepsie is looking for 4-inch fittings.
The Chief reported that there is a class on Who is riding in the Officers Right Side Seat at the Greene County Emergency Service Building on November 9th at a cost of $20.00 members and $30.00 for non-members of FASNY. A motion was made by Commissioner R. Rifenburgh to approve members to attend this class, seconded by Commissioner Miller. All in favor. So carried.
Chief Gooderham will be getting an email address to order the barricades. Commissioner R. Rifenburgh has ordered 15 emergency cones.
Fuel Report:
Commissioner R. reported that the fuel log shows 22.2 gallons of fuel used.
A motion was made to pay bills with additions of $600.00 to Classic Autobody and $89.00 to Columbia Memorial Hospital by Commissioner Saulpaugh, seconded by Commissioner Ronald Rifenburgh. All in favor. So carried.
PUBLIC COMMENTS:
Bob Desmond: He asked if the Commissioners take exception to the Clermont Town Board approving the resolution to amend the Certificate of Incorporation for the Fire Company from 1950. It is asking for the Town Board to sign an amendment to the Corporation papers exercising the powers of Fire Commissioners. The Company is trying to get its 501 C3 status and the Attorney General has told their lawyer that this has to be signed by the Town Board as they were the Fire Commissioners in 1950. This did not come before the current Board of Commissioners. It is felt that it is acceptable for them to sign.
2017 BUDGET/WORKSHOP: In as much, as there is a tax cap of 0.68%, an increase of $1,135.00 is all that the Commissioners will increase the budget. This amount will be added to A9901.9 Reserve Fund, which is the account for purchase of fire equipment. The total appropriations for 2017 is $168,050.00, estimated prior years unexpended balance is $10,000.00, amount to be raised by taxes $158,050.00.
A motion was made by Commissioner R. Rifenburgh to approve the proposed 2017 budget with a .68% increase, seconded by Commissioner Bauer. All in favor. So carried.
The public hearing on the 2017 Budget will be held on Tuesday, October 18, 2016 at 7:00 P.M.
The Chief also reported that Ryan Meagher is not making his probationary period. He has not been able to get in touch with him. A letter will be written to him.
A motion was made to adjourn by Commissioner Bauer, seconded by Commissioner R. Rifenburgh at 8:30 P.M. All in favor. So carried.
