CLERMONT FIRE COMMISSIONERS

BUDGET PUBLIC HEARING

OCTOBER 18, 2016

 

The Clermont Fire Commissioners held a public hearing on the preliminary budget for 2017 on Tuesday, October 18, 2016 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Ray Bauer, Commissioner Ronald Miller and Commissioner Laurence Saulpaugh. Also present was Chief Fred Gooderham.

Chairwoman Rifenburgh opened the public hearing with the salute to the flag.

Chairwoman Rifenburgh asked if any of the Commissioners had any questions on the proposed budget or any questions on any items in the budget. There were no questions. There was no one else to speak for or against any items. A motion was made to close the public hearing by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.

                                                 REGULAR MEETING

A motion was made to accept the preliminary budget by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.

MINUTES: Commissioner R. Rifenburgh noted a correction on page 3 of the September minutes. First paragraph should read ‘The Chief would like to purchase five ‘batteries’ for radios. A motion was made by Commissioner Miller, seconded by Commissioner Bauer to accept the minutes with correction. All in favor. So carried.

TREASURERS REPORT:

Total amount of September invoices paid $30,631.76

Proposed October invoices $ 821.85

Paid October invoices $ 2,158.99

Total $ 2,980.84

Reconciliation of Accounts:

A motion was made to accept the Treasurer’s report by Chairwoman Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.

The Commissioners wish to set up Reserve Accounts for the following:

Resolution #14 of 2016 establishing a Capital Reserve fund to be known as the Capital Improvement Reserve Fund to accumulate moneys to finance construction, reconstruction or acquisition of capital improvements. A copy of which is attached and made a part of these minutes. A mandatory referendum will be held on Tuesday, December 13, 2016 on this proposal.

A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Bauer to approve this resolution. A roll call vote was held. Commissioner R. Rifenburgh, aye; Commissioner Bauer, aye; Commissioner Miller, aye and Commissioner S. Rifenburgh, aye. Commissioner Saulpaugh was absent for this vote. All in favor. So carried. Copy attached.

Resolution #15 of 2016 establishing a Capital Reserve Fund to be known as the Fire Fighting Apparatus and Equipment Reserve Fund to accumulate moneys to finance the cost of acquisition of Fire Trucks, Emergency Vehicles, Firefighting Apparatus and Equipment. A copy of which is attached and made a part of these minutes. A mandatory referendum will be held on Tuesday, December 13, 2016 on this proposal. Copy attached.

A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Miller to approve this resolution. A roll call vote was held. Commissioner R. Rifenburgh, aye; Commissioner Bauer, aye; Commissioner Miller, aye and Commissioner S. Rifenburgh, aye. Commissioner Saulpaugh was absent for this vote. All in favor. So carried.

CORRESPONDENCE:

  • Milan Fire District: A contract was received requesting $2,799.53 in 2017. This represents the amount collected in 2016 from properties in the Clermont Fire District. A letter will be written that the Clermont Fire District has budgeted $2,788.00 for 2017 and to send a new contract for this amount.
  • Letter was written to Ryan Meagher regarding status.
  • Fire District Affairs Newsletter for October/November was distributed.
  • RBC Account Statement for September - $336,275.67
  • Letters of Intent to run for Commissioner must be submitted by November 23, 2016. Commissioner Saulpaugh’s term expires on 12/31/16.
  • Fire District Election of Commissioner and Propositions will be held on Tuesday, December 13th between the hours of 6 PM and 9 PM.

BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh

  • Commissioner Bauer got the water softener fixed. He will get conditioner for it.
  • John Halterman suggested that the oil burner filters should be changed more than once a year.

INSURANCE: Commissioners R. Rifenburgh and Miller

FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh

  • Classic Auto Body did repairs to a truck and wanted to donate the $600.00 we sent for repairs back to the district. SWAB was responsible for paying for the repairs and sent the District a check. Commissioner R. Rifenburgh will speak to John Lutich at Classic Auto because the Commissioners feel that he should accept the payment, as SWAB is paying for the repairs. The check from SWAB will be deposited and a check written to Classic Auto Body.
  • Barricades: The Chief was able to find the barricades, discussed at last months meeting from Global at a price of $84.94 each. The Chief will order 4 barricades and check with the County and Commissioner R. Rifenburgh will check with Emil Erickson about the signs that say road closure. A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Bauer to purchase the barricades. All in favor. So carried.

LOSAP: All Commissioners

Commissioner R. Rifenburgh has reviewed the points system for LOSAP and the following was discussed:

  • Attendance at Drills can only count for 1 point for a minimum 2 hours duration and the drill sheet has to have the times written down.
  • Training Courses: same as written.
  • Sleep in or Standby: same as written
  • Meetings: same as written
  • Department Response – same as written
  • Miscellaneous Activity – same as written
  • Line of Duty Disability: This is currently not in our point system. This is an option of 5 points for each full calendar month for when totally and temporarily disabled or partially and permanently disabled, as certified, up to a maximum of 60 points. This is line of duty injury, not for outside of the fire service.
  • Teaching Fire Prevention Classes currently under Miscellaneous is 1 point per class, 5 points maximum and should be separated out.
  • Elected or appointed positions: All officers in the Fire District are presently getting different points. Commissioner R. Rifenburgh recommends they all get the same. He suggested 15 points. It is felt that we need to adopt the changes for Drills, Points for elected or appointed Positions to 15 and Line of Duty Disability.

A motion was made to adopt these changes by Commissioner Saulpaugh, seconded by Commissioner Miller. A roll call vote was as follows: Commissioner R. Rifenburgh, aye; Commissioner Bauer, aye; Commissioner Miller, aye; Commissioner Saulpaugh, aye; Commissioner S. Rifenburgh, aye. All in favor. So carried.

There was discussion about changing the LOSAP program for new firefighters.

LEGAL: All Commissioners

  • OSHA: A letter will be written to Peter Cichetti who has not fulfilled the OSHA training. He will be placed in inactive status after October 31. The next dates for the OSHA classes will be held January 17 Part I and January 31 for Part II. If he takes both of these classes he will be placed back in active status.

OLD BUSINESS:

  • Physical forms: Chairwoman Rifenburgh will work on new forms.

There were five calls for September as follows:

Monthly Drill/Work Details

9/26/16 – Extrication – 12 Firefighters attended.

The Chief attended a battalion meeting and 911 will start in November with radio classes.

The Chief will order the barricades.

The Mutual Aid plan with Germantown is being worked on. Livingston does not want to be part of it. Tivoli is revamping their protocols for mutual aid with us. Red Hook is also revamping their protocols.

A motion to pay the bills was made by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.

Commissioner R. Rifenburgh reported the fuel usage as 30.4 gallons. He also will not be at the next meeting and out of service for 12-16 weeks.

A motion was made to adjourn at 8:20 P.M. by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.
