CLERMONT PLANNING BOARD
December 14, 2016
The Clermont Planning Board held its regular meeting on Wednesday, December 14,
2016 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman Laurence
Saulpaugh, Clayton Andrus, Mary Howard, Ronald Miller, Jennifer Phillips, Nathan
Hempel and Tom Jantzen. Others present were George Schmitt, Engineer for the Town,
Matthew Griesemer, Attorney for the Town. Chairman Saulpaugh opened the meeting.
After review of the November 2016 minutes, a motion was made by Mary Howard and
seconded by Clayton, to accept the minutes. All in favor. So carried.
Motion to close the general meeting and open the Public Hearing for the proposed Solar
Farm on the Loveland property was made by Mary Howard, second by Tom Jantzen.
Ripley Hathaway, the neighbor to the immediate West of the Loveland property, spoke,
stating 38’ vs 50’ set back of the solar panels is too close to her property. She does not
object to the solar project but doesn’t agree with the requested variance to move the 50’
set back to 38’.
A letter will be sent to the ZBA recommending no variance of the 50’ set back on the
West boundary but not objecting to the set back variance for the North boundary.
Motion for a acceptance of the recommendation was made by Jennifer Philips, second
by Ron Miller. All in favor. So carried.
Motion to close the Public Hearing with a continuance at the January 11, 2017 meeting
and reopen the general meeting was made by Tom Jantzen, second by Jennifer Philips.
All in favor. So carried.
Brad Carlson with Regions Solar of Sarasota, FL spoke proposing a solar farm at 810
Spring Lake Road. Mr. Carlson gave a presentation on the proposed solar farm which
would have natural screening from existing trees.
Todd Delgadio of 4 Paws Farm LLC, 1791 County Route 19 came before the Planning
Board inquiring about the need for a special permit for parking an office trailer on the
property during the construction of buildings. He was referred to the ZBA for a special
permit as a home based business due to the intention of storing construction equipment
at the property upon completion of the current project.
Discussion was held regarding Verizon cell towner project not being in compliance with
the site plan. A cease and desist order has been issued by John Fieser, Clermont
Zoning Enforcement Officer.
Motion to close the meeting was made by Jennifer Philips, second by Mary Howard. All
in favor. So carried. The meeting was closed at 8:50pm.
