CLERMONT FIRE COMMISSIONERS
DECEMBER 19, 2016
The Clermont Fire Commissioners held their regular meeting on Monday, December 19, 2016 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Raymond Bauer, Commissioner Laurence Saulpaugh and Commissioner Ronald Miller. Others present were Treasurer Denise Fiore, Chief Fred Gooderham, Firefighter Christopher Ogden and Robert Desmond.
Chairwoman Rifenburgh opened the meeting with the salute to the flag.
MINUTES: A motion was made by Commissioner Saulpaugh to approve the minutes of the November public hearing and meeting, seconded by Commissioner Bauer. All in favor. So carried.
TREASURER’S REPORT:

A motion was made by Commissioner Ronald Miller to accept the Treasurer’s report, seconded by Commissioner Saulpaugh. All in favor. So carried.
CORRESPONDENCE:
- Letter from Norman Petricca of Glenville Fire District asking for support in election as district director on the Association of Fire Districts Board of Directors.
- RBC Wealth Management – November Statement - $329,350.35
- Fire District Affairs Newsletter for December – January.
- Copies of the following policies were distributed for review before the organizational meeting: Alcohol and Drug Policy Loaning of Equipment, Code of Ethics, Sexual Harassment, Procurement, Travel Expense and Workplace Violence.
COMMITTEE REPORTS:
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
- Commissioner Bauer reported that he got the salt for the water softener and filters for the furnace. The motion lights at Station #1 did not seem to be working but others have seen them on.
INSURANCE: Commissioner R. Rifenburgh and Miller
- The insurance renewal comes up in February. Commissioner's R. Rifenburgh and Ron Miller will look at it for February’s meeting.
FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh
The Chief said that the toolbox, which fell out the truck, as reported at last months meeting, may have been because the defibrillator technician did not close the door tightly. Commissioner Saulpaugh reported that the barricades have not been ordered and the lenses have been.
LOSAP: All Commissioners
- The Commissioners will ask Tony Hill from Penflex to be at the next meeting on January 16th at 6:30 P.M. Commissioner R. Rifenburgh has spoken to him about the change for new members to contribute $750.00 per year if they make their points. This would not affect current members. Also, the changes to the LOSAP points program, which were voted for, need to reviewed by Penflex.
LAWS AND POLICIES: All Commissioners
- Physical Form: Chairwoman Rifenburgh created a new physical form, which has been reviewed by the Commissioners. It was suggested to add Blood Pressure to the sheet that gets returned to the District.
- Risk Assessment: An article in Fire District Affairs, page 5 on the requirements on risk assessment of hazards to firefighters and whether to supply equipment and developing a training program was discussed.

OLD BUSINESS:
- Treasurer Fiore met with our accountant regarding the 2015 unexpended balance. There was $32,809.00 including $10,000 carry over. The generator was purchased from this balance for $8,021.50, leaving $14,788.50. The Capital reserve for equipment has a balance now of $33,000 plus and the Capital for construction/improvements a balance of $29,000 plus.
The Commissioners agreed to put 20% in the construction capital and 80% in the truck and repair capital reserve. A motion was made by Commissioner Bauer, seconded by Commissioner R. Rifenburgh to put 20% in Capital Reserve for construction and 80% in Capital Reserve for truck and equipment. All in favor. So carried.
NEW BUSINESS:
- At the January organizational meeting, authorize extension of filing the audit.
- Application for membership: The Commissioners accepted an application from Brendan Hegerty for membership in the District made by a motion from Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
CHIEFS REPORT:
There were five calls for November:
- 11/1/16 – Alarm Activation – 870 Woods Road
- 11/14/16 – Alarm Activation – 600 Woods Road
- 11/19/16 – Smoke Investigation – 1774 Route 9
- 11/27/16 – Alarm Activation – 651 County Route 6
- 11/29/16 – Electrical Fire – 900 County Route 8
Drill:
11/28/16 – Interior and Pack drill – 15 firefighters attended.
Will be holding a mayday drill working with incident command system.
C.O. Detector should be certified every year and breathing air compressor needs air test and service this month.

Ryan Brown does not have EVOC. Cannot drive any vehicles until he has EVOC.
There was discussion as to whether or not to allow Ryan Brown to hold the position or not. Colin Brown will have his two years in February or March. Chris Ogden has two years in February. There was discussion as to whether they need to be in the department for two years. The Chief will have them to come in at 7:30 P.M. on January 16th to be sworn in.
A motion was made by Commissioner R. Rifenburgh to pay the bills with the exception of Physio Control, seconded by Commissioner Miller. All in favor. So carried.
A motion was made to adjourn by Commissioner Miller, seconded by Commissioner Saulpaugh at 8:25 P.M. All in favor. So carried.
