CLERMONT FIRE COMMISSIONERS
MARCH 20, 2017
The Clermont Fire Commissioners held their regular meeting on Monday, March 20, 2017 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Ronald Miller, Commissioner Laurence Saulpaugh and Commissioner Raymond Bauer. Also present were Treasurer Denise Fiore, Robert Desmond, Chief Fred Gooderham, 1st Asst. Chief Lloyd Kukon, Lt. Ryan Brown, Natasha Moyer, Leslie Coon and Evan Decker.
Chairwoman Rifenburgh opened the meeting with the salute to the flag.
MINUTES: Commissioner R. Rifenburgh noted corrections on Page 3 – Chief’s Report – He did not personally talk to MES but with the Chief and FF Les Coons about miniature personal imaging cameras. Also, change Montrose to Montour. The Chief had a correction and a clarification – Page 2 – Fire Equipment – The batteries for thermal imaging camera are in but the pager batteries have not come in. To clarify on Page 3, the discussion about propane tanks was regarding a proposal in front of the Town planning board regarding installation of propane storage tanks. The minutes of the February meeting were reviewed and a motion was made to accept the minutes with corrections by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried

CORRESPONDENCE:
Letter to Clermont Fire Company written regarding securing of truck bays.
RBC Wealth Management Account Statement for February - $336,813.79
Shields Road Agreement from Town Board to relinquish any rights for a turnaround to be built on the property of the Gerrards on Shields Road. The Town Board would like a letter from the Commissioners that they are in agreement with this request
Received the signed agreement with Milan Volunteer Fire Department for 2017 and Certificates of Liability.

Physicals for Daniel Farr, Ronald Rifenburgh and John Myers were received.

INSURANCE: Commissioner R. Rifenburgh and Miller
The Clermont Fire Company was only billed $1247.00 for insurance last year but should have paid $1729.00. They thought that this year their premiums went up when they were billed $1800.00 plus. The Treasurer will look into this. There was discussion as to whether we should try to recoup the overpayment that the District may have made. There was no decision.

LOSAP: All Commissioners
The 2016 LOSAP points list has been posted at the Firehouse but has not yet been posted for the 30 days required. Commissioner R. Rifenburgh noted that there were some work detail sign in sheets that were missing but have now been located. There was one member, Jackie Therrien, who was at those details and will make the 50 points required when the report is corrected for these missing reports. The reports must be filled out completely and accurately because they will not be counted if not. The Chief will be putting up a lock box at Station #1 for the reports to be kept secure.
A motion was made by Commissioner R. Rifenburgh to accept the 2016 LOSAP report with adding three points for Jackie Therrien, seconded by Commissioner Saulpaugh. All in favor. So carried.
LAWS AND POLICIES: All Commissioners
SOP’S – Commissioner Bauer asked if we are going to start on amending the SOP’S and bringing them up-to-date. The changes to the LOSAP program will also be added. A workshop will be held on Friday, April 7th at 7:00 P.M.
LEGAL: All Commissioners
Defined Contribution Plan- The Commissioners voted to change to the Defined Contribution Plan for new members after January 1, 2017. This will require a mandatory referendum. The Secretary is to check with Penflex and the attorney on holding the referendum at the December election.
OLD BUSINESS:
FIT TESTS: There are three members who still have not gotten their FIT test but are good until June.
NEW BUSINESS:
A motion was made by Commissioner Miller, seconded by Commissioner Saulpaugh to agree to relinquishing the turnaround easement that was placed on the Gerrard property on Shields Road for use by emergency vehicles, as there is a sufficient area at the end of Shields Road for vehicles to turn around. All in favor. So carried.
CHIEFS REPORT:
There were two calls for February:

Monthly Drill: 2/27/17 Air Pack Breath Down
The Chief reported that there will be a class held at the Athens Fire Department on March 25 on Highway Transportation Emergencies, Traumatic Stress for members and families, EVOC. The cost will be $10.00 per person.
A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Miller for members to attend at $10.00 per person. All in favor. So carried.
There will be a Memorial Service for Jim Van Deusen held at Claverack Firehouse on Sunday, March 26th from 1 PM to 5 PM. A contingent of firefighters will attend.
Hose test has not been scheduled yet.
DRIVER’S LIST: Commissioner R. Rifenburgh asked the Chief for a list of drivers and equipment that they can drive. He is also wondering if we should have the driver’s license numbers and submit it to the insurance company. The Chief said that there are some that he has spoken to about driving trucks that they should not be driving but they continue to drive.
The Chief advised the Commissioners that a new Second Lieutenant was nominated and elected by the Fire Company. The member is Firefighter Natasha Moyer and she has all the required courses. A motion was made approve the appointment of Natasha Moyer as Second Lieutenant by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
The Treasurer received an invoice today from CIA Security for $300.00. It can be added to the bills to be paid.
A motion was made to pay the bills with the addition of the CIA Security invoice of $300.00 by Commissioner Saulpaugh, seconded by Commissioner Miller. All in favor. So carried.
FUEL USAGE: The fuel usage for the month was 81 gallons.
PUBLIC COMMENT:
Les Coon: FF Coon is asking the Commissioners to consider funding a program for firefighters to use the Bard College gym and pool. They are offering a group membership for 20 members at a cost of $1,000.00 per year. This could be a positive recruiting tool. He would act as a liaison between the College and the fire company.
A motion was made by Commissioner R. Rifenburgh, seconded by Commissioner Bauer for Les to go forward with the process. All in favor. So carried.
Lloyd Kukon: There is some hose that has to be refitted with ends. He was asked to get the figures on these for next month.
The Chief will get prices on Nomex hoods.
A motion was made to adjourn by Commissioner R. Rifenburgh, seconded by Commissioner Bauer at 8:15 P.M. All in favor. So carried.
