Fire Commissioners Workshop- April

CLERMONT FIRE COMMISSIONER MINUTES
APRIL 7, 2017

The Clermont Fire Commissioners held a workshop on Friday, April 7, 2017 at 7:00 P.M. to work on updating the District Suggested Operating Procedures.  Those present were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Laurence Saulpaugh and Commissioner Ronald Miller.  Commissioner Raymond Bauer was unable to attend.  

The Commissioners discussed and suggesting changes to the following:
Cover Page – change to Policies and Suggested Procedures of the Clermont Fire District.
Table of Contents – To be done
Page 3 – Add amended date when complete
Page 4 – Change where applicable to Policies and Suggested. Paragraph 2 – Delete ‘If deemed appropriate and or necessary, etc’.  Paragraph 3 – after ‘May 17th, 2010 and’  add amended date.
Page 5 – Add ‘All members must pass an arson and registered sex offender background check also.
    Will need to add Law number.
Page 6 – 1a – delete ‘a minimum of 8 hours of’ Add Certification after OSHA.
       1e- add ‘with the policies and’ before Suggested Operating Procedures.
Page 8 – Qualifications for Chief – Add Must live in the District.  Any exceptions must be approved by        the Board of Fire Commissioners.
       Qualifications for Assistant Chief – Add same as above.
Page 9 – Qualifications for Captain – Add same as above. Qualifications for 1st and 2nd Lieutenants and              Fire Police Captain – Add same as above.
Page 10 – Add No. 4 – Fire Police Captain will be appointed by the Chief.
Page 11 – 1.Chief - 2nd paragraph – change department to District.
Page 13 -2. Fire Police – change ‘dire’ to ‘fire’.
Page 14 – No. 2 – Change to read – Fire District apparatus shall be operated only by members who     have successfully completed EVOC training and Pump Operator training or equivalent by     trainee drivers under the supervision of a Chief or Assistant Chief or designee. (See Appendix     No.___ In-house Apparatus Driver and Pump Operator Policy.
Page 15 – No. 18 – Add ‘unless approved by a Line Officer’.
         No. 21 – delete ‘suggested’
         No. 22 – Add ‘true’ before emergency.
Page 18 – No.32 – Add (See Appendix No. ___ Alcohol and Drug Policy)
         No.33 – Change ‘right an stopping’ to right and stopping.
Page 20 – 1.b – change remove to removed.
         1.g – Change last sentence to ‘Failure to pass the FIT test will result in reassignment of               duties until able to pass the physical’.
         1.h – Change Chief or an Assistant Chief to Officer in Charge.
Page 22 -  2. Expulsion -Change ‘Operation’ to Operating, add and Policies in entire paragraph.
Page 26 -  1 – Add ‘and Policies’ to title
         1.3 – Change (a) to 1 (a)
Page 28 – 1 – Add ‘and Policies’ to title
Page 29 – No. 6 – Delete ‘a”,  change lettering accordingly.
Page 30 -  No. 7 – Delete ‘a”and ‘b’, change lettering accordingly.
         No. 8 – Delete ‘a’, change lettering accordingly
Page 31-  No. 9-  Delete ‘a”, change lettering accordingly
        No. 10 – Delete entire section, change numbering accordingly.
           No. 11 – Bomb Threat - changed to No. 10 and delete ‘d’, change lettering accordingly
Page 31 - No. 12 – Pump Details – Changed to No.11, Delete ‘a’, change lettering accordingly
Page 32 - No. 13 – Wires Down – Changed to No.12, Delete ‘a’, change lettering accordingly.
        No. 14 – Odor of Gas – Add ‘Carbon Monozide’, delete ‘a’, change lettering accordingly.
Page 33 - No. 15 – Delete entire section.
        No. 16 – Dumpsters – Changed to No. 14 – delete ‘a’, change lettering accordingly.
        No. 17 – Mutual Aid – Changed to No. 15.
Page 34 –No.18 – Out of District calls – not Mutual Aid – changed to No. 16.
        No. 19 – Miscellaneous Calls – Delete entire section.
Page 35- No. 20 – Ice Rescue – Change to No. 17, delete ‘a’, change lettering accordingly.
       No. 21 – Confined Space – change to No. 18, delete ‘a’, change lettering accordingly.
These are the changes through Page 35.

The Commissioners will meet again on Friday, May 5th at 7:00 P.M. to continue with the review.

There will be additional policies added to the Appendix.  A bale out policy will be established and the forms for reporting injury or illness for Firefighters will be included. Commissioner R. Rifenburgh will email them to the Secretary.

The workshop concluded at 9:00 P.M.
