CLERMONT FIRE COMMISSIONERS

APRIL 17, 2017

 

The Clermont Fire Commissioners held their regular meeting on Monday, April 17, 2017 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Ray Bauer, Commissioner Laurence Saulpaugh and Commissioner Ronald Miller.

 

Others present were Chief Fred Gooderham, First Asst. Chief Lloyd Kukon, Treasurer Denise Fiore and Robert Desmond.

 

Chairwoman Rifenburgh opened the meeting with the salute to the flag.

 

MINUTES:

A motion was made by Commissioner R. Rifenburgh to accept the minutes of the March 20, 2017 minutes, seconded by Commissioner Saulpaugh. All in favor. So carried.

A motion was made by Commissioner R. Rifenburgh to accept the minutes of the April 7, 2017 workshop, seconded by Commissioner Miller. All in favor. So carried.

 

COMMUNICATIONS:

  • Physical received for Leslie Coon, Jr.

  • RBC Wealth Management account statement for March - $336,613.56

  • RBC Prospectus

  • Fire District Affairs for April – May

  • The Treasurer reported that she received a statement that our LOSAP is up ¾% for 2017. Also, Firefighter’s 5K Challenge to benefit Sean’s Run will be held on Sunday, April 30th at Chatham High School.

Total amount of March invoices paid $ 9,616.47

MOTION: A motion was made by Commissioner Miller to accept the Treasurers report, seconded by Commissioner Bauer. All in favor. So carried.

 

BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh

  • Commissioner Bauer will check with Tyler Case to see if he still will be mowing.

  • Assistant Chief Kukon said that there is a leak in the roof at Station #1. Commissioner Saulpaugh said that it has to be checked out and he will fix it if he can.

 

INSURANCE: Commissioners R. Rifenburgh and Miller

  • Assistant Chief Kukon reported that two portable radios have either been lost or damaged and if they are covered by insurance. Commissioner R. Rifenburgh said that they are after the deductible. The new radios that have been ordered should go to the members that they were ordered for and order two more for FF C. Brown and FF Evan Decker.

  • At last months meeting the amount that the Fire Company paid for their share of insurance was discussed. After review it was found that they did pay $1729.00 last year not $1200.00 as they thought.

 

FIRE EQUIPMENT: Commissioners Bauer and Saulpaugh

  • Commissioner Saulpaugh took Truck #6034 to Ben Funks with a possible brake problem and they did find three small leaks and they have been repaired. They do think that there is one more, which they will check when they have more time. There are some lenses that are broken or missing. Ralph’s Auto has ordered some and Commissioner Saulpaugh will check at Ben Funks for the others.

 

LOSAP: All Commissioners

  • The LOSAP points for 2016 have been posted for the required 30 days and the report is ready to be sent.

 

LAWS AND POLICIES: All Commissioners

The next workshop to update the Operating Procedures and Policies will be Friday, May 5th at 7:00 P.M.

OLD BUSINESS:

  • Commissioner Miller contacted Bard College to see if they had a contract to allow up to twenty firefighters use the gym facilities at a cost of $1,000.00 for a year. They do not but did give him twenty applications. Commissioner R. Rifenburgh would like a copy of each application so that we know who is using the facility. Bard College is also working on implementing a smart chip or someway of verifying who is using it and how much time they are spending.

  • The Chief reported that four members attended a class at Athens Fire Department, which was very informational. Those that attended were the Chief, Assistant Chief Lloyd Kukon, Joshua and Samuel Williams.

  • The hose test is scheduled for April 21st.

  • Germantown is holding a training class on April 18th on Principles of Instruction.

 

NEW BUSINESS:

  • The Chief reported that FF Daniel Farr would be out until April 27th because of an injury at work.

 

CHIEFS REPORT:

There were eight calls for March 2017:

  • 3/1/17 Wires down – 3742 State Route 9G

  • 3/4/17 Structure fire – 515 Lasher Road

  • 3/10/17 AAPD – Firehouse Road and 9G

  • 3/13/17 – Odor of Kerosene – 1102 County Route 6

  • 3/15/17 – Alarm Activation – 104 Mill Road

  • 3/28/17 – Mutual Aid Tivoli – call cancelled enroute

  • 3/28/17 – Mutual Aid Tivoli – AAPI – close Route 9 and Nevis Road

  • 3/29/17 – Alarm Activation – 694 Church Avenue

 

Drills:

3/26/17 – Monthly drill – Training tower with Livingston Fire Dept. – interior training, hose advancement, search and rescue, ladder placement and ventilation – 9 firefighters attended.

3/27/17 – Monthly drill – auto extrication and radio communications – 14 firefighters attended.

 

  • Pagers should be shipped on April 24.

  • FIT TEST rescheduled for April 26th for Evan Decker, Jackie Therrian and Bob McCarthy.

  • The Chief would like to order 7 fire hoods at $27.59 each and 6 pair of gloves. He is getting prices for gloves and they are probably around $58.00 each.

  • Driver’s List: The Chief has worked on it, and needs one more license number that he will get tonight.

  • Director of 911 Rob Lopez will be coming down Wednesday night to check pagers and chargers.

  • There was a meeting with Tivoli Fire Department to discuss the bridge on the way into Tivoli being closed for repair/replacement. If called for mutual aid into Tivoli it would be necessary to use Stony Brook Road. Work is scheduled to go until November.

  • Barricades have been picked up. Commissioner Saulpaugh will look into the signs. There was discussion on the size and reflectivity.

  • Assistant Chief Kukon said that there are a few members taking the EVOC course. He asked if they complete the course could they drive the van and Truck 6010 to calls if approved by the committee? The Commissioners said that they could, as long as approved.

  • Assistant Chief Kukon went on a call where the Carbon Monoxide level was over 70 parts for million, should be down at 20 parts per million. There was no one home at the time so there were no ill effects. This can be easily fixed by the homeowners. It is the second time at this residence.

  • The Fire Company is reviewing the by-laws and Assistant Chief Kukon would like there to be some agreement between the District and company on position requirements. There was discussion and the District will complete the update of the Operating Procedures very soon.

  • Chief Gooderham and Assistant Chief Kukon would like to go out to the Fire District Association classes held in June at Turningstone. They will get the information and contact the Commissioners for approval.

 

A motion was made to purchase 6 pairs of gloves and 7 fire hoods by Commissioner Miller and Commissioner Bauer. All in favor. So carried.

 

A motion was made to amend the Treasurer’s report with the additional invoices of $288.00 to VRS and $14.49 to Johnson Newspaper Group and to pay the bills by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.

 

Fuel report: Commissioner R. Rifenburgh reported that 30.1 gallons of fuel were used this past month.

A motion was made to adjourn by Commissioner R. Rifenburgh, seconded by Commissioner Bauer at 8:05 P.M.
