CLERMONT FIRE COMMISSIONERS
MAY 15, 2017
The Clermont Fire Commissioners held their regular meeting on Monday, May 15, 2017 at 7:00 P.M. at the Clermont Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Ronald Miller and Commissioner Raymond Bauer. Others present were Treasurer Denise Fiore, 1st Assistant Lloyd Kukon, FF Colin Brown, FF Ryan Brown, FF Natasha Moyer, FF Les Coon and Robert Desmond.
Chairwoman Rifenburgh opened the meeting with the salute to the flag.
MINUTES: A motion was made to accept the minutes by Commissioner Bauer, seconded by Commissioner Saulpaugh. All in favor. So carried.
TREASURER’S REPORT:

A motion was made to accept the Treasurer’s report by Commissioner Miller, seconded by Commissioner Bauer. All in favor. So carried.

Letter from the Livingston Fire District regarding parcels on Massello Road that may be in the Livingston Fire District but taxed in the Clermont Fire District. The secretary will look into this.

Received certificate from Commissioner Laurence Saulpaugh on completion of Commissioner training on April 20, 2017.

CMH/Albany Medical Center – Occupational Health Services – CMH no longer performing the physical exams.

Division of Criminal Justice Services – Regarding removal for cause in relation to police or peace officers relative to Civil Service Law, Section 75. Does not seem to pertain to volunteer peace officers (Fire Police)

BUILDINGS AND GROUNDS: Commissioners Saulpaugh and Bauer

The leak in the Station #1 roof has been repaired.

After some discussion, a motion was made by Commissioner R. Rifenburgh to hire Richard Bauer to mow at Station #1 for $35.00 per mow, seconded by Commissioner Miller. Commissioner Bauer abstained. Motion passed.

The parking area at Station #1 needs to be blacktopped. It was discussed to get a price and possibly find a grant to cover this or budget money for this.

Scheduled a workshop on June 9th at 7:00 P.M. to work on changes to Operating Procedures.

Fire Chief Gooderham was injured at the firehouse on April 21st. Chairwoman Rifenburgh spoke to the attorney and he agreed that the Chief should not perform any duties for the District. A letter was written to the Chief.

PHYSICALS: Albany Medical is now performing the physicals for firefighters. They have sent a price list of their tests. The only urgent care facilities are in Coxsackie and Saugerties at the present. They will have one in the future in Columbia County. A motion was made to continue using Albany Medical’s facilities until there is a new location by Commissioner Miller, seconded by Commissioner Saulpaugh. We will be using a new one-page evaluation form that Columbia Memorial was using.
OLD BUSINESS:

Commissioner Miller talked about using Bard College’s Fitness Facility. FF Coon has sixteen members who are interested in going. A check should be written to Bard College in the amount of $1,000.00 from the new equipment account. A motion was made by Commissioner Miller to issue a check to Bard College, seconded by Commissioner Bauer. All in favor. So carried. FF Les Coon will deliver check and applications.

The hose test was (Correction: was) (delete: not) completed before Chief Gooderham's accident.

Chiefs Training: First Assistant Chief Kukon would like to attend the classes held in June at Turning Stone.

Training Course for Officers: $25.00 per person at Vassar College on June 4th. A motion was made by Commissioner R. Rifenburgh to approve six officers or whoever wants to go, seconded by Commissioner Miller. All in favor. So carried.
NEW BUSINESS:

Commissioner R. Rifenburgh asked 1st Assistant Kukon if all the line officers have radios. He said that there should be no line officer without a radio. There was discussion as to where all the radios are located. A motion was made by Commissioner R. Rifenburgh that every line officer has a portable radio in their possession, seconded by Commissioner Miller. All in favor. So carried.

There was discussion about the gloves that were purchased and the pagers that were ordered and were to be shipped on April 24 but have not been received.

The drivers license list is complete but the Chief has it and he is not here tonight.

*A question arose about a note on the Chiefs report of an illegal controlled burn on 4/7/17 that was listed as a call. This was not toned out by County 911, but was for a Chief to contact County Control.
DRILLS:

4/25/17 –Airport, Commons Road – Water Operations – Driver training – 14 firefighters – 31.5 hours of training

4/30/17 – Bailout course in Germantown attended by 8 firefighters – 16 hours of training.

1st Assistant Chief Kukon attended the Principles in Instruction course in Germantown, 15 hours covering how to teach and instruct firefighters during training sessions.

Officers meeting to discuss responsibilities while the Chief is injured and the capabilities of members of those on a fire scene.

Bailout sign in sheet is at Station #1 that they have been checked by firefighters.

Lloyd is checking on prices for renumbering the trucks.

Parade in Hudson for Fireman’s Home Anniversary: Would like to take truck #6013 or #6010.

Power outage on 5/5/17 on Route 9: Fire police and firefighters were out for 6 hours.

Three firefighters have been certified to drive truck #6010 and #6070. They are Second Lt. Natasha Moyer, FF Les Coon and FF Wes Werner.
A total of 62.50 hours of training for April.
APPLICATION FOR MEMBERSHIP:
Received an application from Larry Pease for membership.
A motion was made to accept the application of Mr. Pease by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.
A motion was made to pay the bills by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.
Commissioner R. Rifenburgh reported that the fuel usage for two days in May was 19.5 gallons.
A motion was made by Commissioner R. Rifenburgh to adjourn at 8:50 P.M. seconded by Commissioner Bauer. All in favor. So carried.
