CLERMONT FIRE COMMISSIONERS

 

JULY 17, 2017

 

The Clermont Fire Commissioners held their regular meeting on Monday, July 17, 2017

at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Raymond Bauer, Commissioner Laurence Saulpaugh and Commissioner Miller.

Others present were Assistant Chief Lloyd Kukon, Treasurer Denise Fiore and Robert Desmond.

 

Chairwoman Rifenburgh opened the meeting with a salute to the flag.

 

MINUTES: A motion was made to approve the minutes of the June meeting by Commissioner Saulpaugh, seconded by Commissioner Bauer. All in favor. So carried.

 

TREASURER’S REPORT:

Total amount of June invoices paid $10,683.24

 

Proposed July invoices $ 4,441.33 *

Paid July invoices $ 2,874.71

Total $ 7,316.04 *

*Adjusted total – add $400.00 for Emergency Response Technologies

A motion was made to approve the Treasurer’s report by Commissioner R. Rifenburgh, seconded by Commissioner Saulpaugh. All in favor. So carried.

 

CORRESPONDENCE:

  • Physicals were received for the following members:

Wesley Werner, Evan Decker, Jackie Therrien, Bruce Potts and Donald Van Wagner.

  • RBC Wealth Management Account Statement for June - $338,555.18

  • Association of Fire Districts – Fall Leadership Summit to be held on October 12th in Saratoga Springs.

  • Lead agency request from Clermont Planning Board for 356 County Route 6, Windhorse Farm site plan review.

  • Advised of a fireworks display for August 5th at 726 Woods Road which was forwarded to Assistant Chief Kukon.

  • Association of Towns regarding Enhanced Cancer Benefits which was just pass by the NYS Senate and Assembly and their reasons for not supporting it.

  • Advised by the NYS Comptroller that the tax cap rate for 2018 will be at 1.84 percent.

 

BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh

The dehumidifier at Station #1 is not working. Motion by Commissioner Bauer to purchase a new dehumidifier, seconded by Commissioner Miller. All in favor. So carried.

The fuel tank has been labeled and filled.

 

INSURANCE: Commissioners R. Rifenburgh and Miller

FIRE EQUIPMENT: Commissioners Saulpaugh and Bauer

  • Truck 60-10 – the light tower will be checked to see if it is working.

  • Truck 60-13 - the light tower has been fixed.

 

LOSAP: All Commissioners

Tony Hill would like to come to the next meeting on August 21 or will come for a special meeting.

Penflex will charge $1500.00 to prepare all the paperwork for the referendum on the changes in LOSAP.

Treasurer Fiore said that setting up separate accounts would be very expensive to have the bank do it. It would probably be less to have Penflex set up the accounts.

This can be discussed when Mr Hill comes to the meeting next month.

 

LAWS AND POLICIES: All Commissioners

Our attorney is looking into the discrepancy with the district lines on Massello Road.

OLD BUSINESS:

  • Chairwoman Rifenburgh received doctors note for Chief Gooderham with a tentative return date of August 1, 2017

 

  • The Chief had received certificates from the OSHA class done earlier in the year and the invoice for Emergency Response Technologies for $400.00. It will be added to the abstract this month.

  • Chairwoman Rifenburgh will talk to Chairman Roy Brown of Germantown about attendance at the OSHA Classes given to members of Germantown about sharing OSHA responsibilities.

  • PAGERS: Of the three new pagers, one will have to be sent back. The other two were given out. Assistant Chief Kukon will call 911 and tell them that we no longer need the second set of tones because we are all set with new pagers. Laptop and projector were returned.

  • Commissioner R. Rifenburgh checked with Pro Printers about binding the updated Operating Procedures. It was discussed about using binders. Chairwoman Rifenburgh will check on this.

  • Commissioner R. Rifenburgh will talk to Linda, who has written grants for the District, about writing a grant for a new tanker when the next round of grants come out. Commissioner Saulpaugh and Commissioner Miller will be the contacts with Linda.

 

NEW BUSINESS:

  • The Commissioners took no position on the lead agency request from the Planning Board.

 

CHIEFS REPORT:

There were six calls for the month of June.

6/6/17 – Alarm activation – 6 Sharon Drive

6/15/2017 – Mutual aid standby for Livingston – Livingston Hills Nursing Home

6/18/17 – Alarm Activation – 112 Commons Road

6/21/17 – Tree fell on wires – 737 Woods Road

6/22/17 – Mutual aid standby for Livingston – 453 Millbrook Road

6/24/17 – AAPD – 727 Woods Road

 

Monthly drill – Extrication drill at the airport.

There was discussion about removing the cars that are used for drills from the airport property.

 

 

 

 

 

  • Assistant Chief Kukon is checking on the price on first aid boxes for each truck. Commissioner R. Rifenburgh suggested getting a Tupperware box and filling it with items that are needed.

  • FF Colin Brown is checking on No Max hoods.

  • Discussed ordering new gear when the current lease is done.

 

Assistant Chief Kukon submitted an application suggesting James C. Potts, Sr. for the Firefighter Lifetime Achievement Award at the Convention on July 28th in Columbiaville.

He also requested approval to take a truck to the Fireman’s Parade in Stockport on July 29th.

 

A motion was made to pay the bills with the addition of $400.00 by Commissioner Miller, seconded by Commissioner Saulpaugh. All in favor. So carried.

 

PUBLIC COMMENT:

Bob Desmond suggested it may be more buying first aid items separately. Prices will be compared.

 

Diesel Fuel was filled and it is already mixed and conditioner added.

 

FUEL USAGE: 56.6 gallons used in June

 

 

A motion was made to adjourn by Commissioner Bauer, seconded by Commissioner Miller at 8:15 P.M.
