Fire Commissioners Meeting - August

CLERMONT FIRE COMMISSIONERS

 

August 21, 2017

 

The Clermont Fire Commissioners held their regular meeting on Monday, August 21, 2017 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Raymond Bauer, Commissioner Laurence Saulpaugh and Commissioner Miller.

Others present were Assistant Chief Lloyd Kukon, Treasurer Denise Fiore, Robert Desmond and Firefighter Les Coon. Tony Hill from Penflex joined the meeting at 8:40 p.m.

 

Chairwoman Rifenburgh opened the meeting with a salute to the flag.

 

MINUTES: A motion was made to approve the minutes of the July meeting by Commissioner Miller, seconded by Commissioner Saulpaugh. All in favor. So carried.

 

TREASURER’S REPORT:

Total amount of July invoices paid $ 7,316.04

 

Proposed August invoices $ 1,997.89

Paid August invoices $ 2,232.80

Total $ 4,230.69

 

Reconciliation of Accounts

A motion was made to approve the Treasurer’s report by Commissioner Saulpaugh, seconded by Commissioner Miller. All in favor. So carried.

 

 

 

CORRESPONDENCE:

  • Physicals were received for the following members:

Colin Brown, Natasha Moyer, Ryan Brown and Mark Shiller

  • RBC Wealth Management Account Statement for July - $340,564.39

  • Fire District Affairs August 2017-September 2017

  • RBC Certification to be signed and returned

  • Association of Fire Districts – 2017 Fall Leadership Summit Information.

  • RBC December 2016 Comerica Benefit Register.

  • Proposed Defined Contribution Service Award Program Plan Document prepared by Penflex.

 

BUILDINGS AND GROUNDS: Commissioner Bauer and Saulpaugh

  • Commissioner Bauer said the new dehumidifier is hooked up and working.

  • Commissioner Bauer recommended spraying weed killer around fire house.

  • Assistant Chief Kukon said there is a leak in the roof of Station 1.

  • Commissioner Bauer spoke with Colorusso about the blacktop. Colorusso will sell it to us at state bid.

 

INSURANCE: Commissioners R. Rifenburgh and Miller

FIRE EQUIPMENT: Commissioners Saulpaugh and Bauer

  • The light towers on Truck 60-10 and 60-13 have been fixed.

  • Batteries are fixed.

  • Trickler charger replaced for Truck 60-34.

 

LOSAP: All Commissioners

Commissioners reviewed the Defined Contribution Service Award Program Plan Document with Tony Hill. Minor changes were made to items 7, 11, 15 and 23.

Penflex will draft the Board Resolution, Proposition and send to the attorney to review. Once approved the Proposition must be published and voted on.

Resolution must be passed by October 3rd.

Penflex will notify the Office of the State Comptroller re Plan and Trust Documents.

A copy of the point system will be attached to the resolution.

Penflex will charge a flat fee of $1500. Tony Hill will confirm.

Commissioners discussed if one bank account for all new members in the plan should be set up or will Penflex handle. To be discussed later.

 

 

 

LAWS AND POLICIES: All Commissioners

Commissioners Bauer and Miller will review District’s Policies and Standard Operating Procedures.

OLD BUSINESS:

  • Commissioner Ron Rifenburgh inquired about the First Aid Boxes. Assistant Chief Kukon would like to purchase two (2) well stocked boxes – one for 6010 & 6013. He will get prices from Gempler’s.

  • Chairwoman Rifenburgh spoke to Chairman Roy Brown of Germantown about attendance at the OSHA Classes given to members of Germantown about sharing OSHA responsibilities. She is waiting for his response. Also a decision on the amount to give the instructor will have to be made.

  • Commissioner R. Rifenburgh spoke to Linda, who has agreed to write a grant for a new tanker when the next round of grants come out. Commissioner Saulpaugh and Commissioner Miller will be the contacts with Linda.

  • Commissioner Ron Rifenburgh asked if the cars have been removed from the airport. They have not.

 

NEW BUSINESS:

  • Application for Membership was received from Cody Rockefeller. Commissioner Ron Rifenburgh made a motion to accept his application seconded by Commissioner Bauer. All in favor. So carried.

 

  • Commissioners requested sending letters to the following firefighters:

 

Bob MacCarthy and Pete Cichetti informing them that they are inactive

immediately until they get their physicals.

 

Chief Gooderham informing him that before he returns to active duty he must get a physical and a doctor’s note stating he can return to active duty.

 

Cody Rockefeller informing him that he has been approved to become an active firefighter.

 

A motion to send the letters was made by Commissioner Ron Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.

 

  • Chairwoman Rifenburgh asked the Commissioners about how much the District should reimburse FF Bruce Potts who went to his own doctor for a complete physical. A motion was made by Commissioner Ron Rifenburgh and seconded by Commissioner Miller to reimburse FF Bruce Potts-upon submitting a bill- only the portion of the District’s cost. All in favor. So carried.

 

 

  • FF Coons inquired about the length of driveway policy. Assistant Chief Kukon said it falls under pre-planning and applies to tanking not pumping.

  • FF Coons told the Commissioners 6013 has rust areas that are bubbling all over the body and needs repair. Commissioner Ron Rifenburgh said it is the Captain and Lieutenant in charge responsibility to maintain trucks.

 

  • FF Coons requested 3 sets of gear. The sales rep would be in the area on 8/26 to compare. He received quotes from thce following:

  • Veridian - $1,735.00

  • Globe Extremes - $2,178.00

  • Globe Excel - $1,833.00

  • Viking Duo - $2,028.60

 

CHIEFS REPORT:

There were four calls for the month of July.

7/7/17 – Burning smell – 555 Lasher Road

7/19/2017 – Mutual aid for Livingston AAPI – Blue Stores Routes 9, 31 & 8

7/25/17 – Smoke in residence – 32 Cemetery Road

7/30/17 – Set up landing zone – 1109 Route 8 CS&W Farm

 

7/24/17 - Monthly drill – Drafting, portable pumps, portable pond

7/27/17 – Parade-Truck Detailing

 

  • Assistant Chief Kukon replaced trickle charger on 6034 as noted above under Fire Equipment.

  • Infrared camera is out for repair.

  • CO Detector out for yearly check.

  • James Potts, Sr. received a Lifetime Achievement Award at the July convention. He was among the top 3.

  • Assistant Chief Kukon requested taking 6013 to the August 28th mutual fire drill with Tivoli and Chatham.

  • Fire School for pump operators will be on Monday and Wednesday nights in the Fall. Harry Pease will be trained to drive 6010 and M6070. He will be taking pumps the county did by the parcel of land and building in Commerce Park.

  • Both light towers are fixed as noted above under Fire Equipment.

  • Certificates listed below for Harry Pease received:

A motion was made to pay the bills by Commissioner Miller, seconded by Commissioner Saulpaugh. All in favor. So carried.

FUEL USAGE: 61.3 gallons used in July

 

 

A motion was made to adjourn by Commissioner Ron Rifenburh, seconded by Commissioner Miller at 10:00 P.M.
