CLERMONT FIRE COMMISSIONERS

DECEMBER 15, 2008

The Clermont Fire Commissioners held their regular meeting on Monday, December 15, 2008 at 7:00 P.M. Those present were Chairman Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Raymond Bauer, Treasurer Denise Fiore, Chief Laurence Saulpaugh and Captain Robert McCarthy.

A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to accept the minutes of the November meeting. All in favor. So carried.

TREASURERS REPORT:

November invoices paid $3,982.08

Proposed December invoices $2,878.58

Paid December invoices $2,000.00

TOTAL $4,928.58

Money Market Balance $82,598.42

Checking Balance to date $ 542.21

TOTAL $83,140.63

Capital Reserve Fund $50,401.95

A motion was made to accept the treasurer's report by Commissioner Bauer, seconded by Commissioner Larsen. All in favor. So carried.

COMMUNICATIONS:

  1. The results of the December 9th election for Fire Commissioners were as follows:
  2. Charles Larsen - 20 votes for the five-year term - 1/1/2009 to 12/31/2013

    Ronald N. Seymour - 18 votes to fill the one-year unexpired term of Brandon Seymour - 1/1/2009 - 12/31/2009

    A letter will be sent to Ronald N. Seymour that he was elected Fire Commissioner for a one-year term 1/1/2009 to 12/31/2009.

  3. Received a Certificate of Livingston Fire District Election Results as follows:
  4. Susan Jonis - 2 year term

    Robert Dunn - 5 year term

  5. Letter from Jeffrey Galm, Board of Director for the Milan Fire Department regarding increase in contract with Clermont Fire District for coverage in the Turkey Hill area. Increase 2009 amount to $1,913.00 and 2010 amount to $2,050.00, and to decrease the contract from four years to two years.
  6. A motion was made by Commissioner Larsen, seconded by Commissioner Bauer not to accept the Audit package for LOSAP from Penflex, Inc. All in favor. So carried.
  7. Treasurer Fiore received a letter from First Niagara regarding raising limits on insured deposits to $250,000.00.

COMMITTEES:

BUILDINGS AND GROUNDS: Commissioner Larsen

Station #1 -lights will be replaced which do not work, a light will be put up outside over shed.

INSURANCE: Commissioner Larsen, Commissioner Bauer

Our current coverage is in effect until February 1, 2009.

FIRE EQUIPMENT: Commissioner Bauer

LOSAP: Commissioner Harned, Commissioner Rifenburgh

At the last meeting, a resolution was passed changing sections of the program. Commissioner Larsen motioned to amend Resolution #12-2008 to take effect in 2009 fiscal year. Commissioner Bauer seconded the motion. All in favor. So carried.

OLD BUSINESS:

  • AED - Automatic Defibrillators - Commissioner Larsen motioned to expend up to $2100 for an AED. Commissioner Bauer seconded. All in favor. So carried. Training will be scheduled for January.
  • Purchase orders must be used for all things ordered. There is a supply of numbered purchase orders.
  • Scott, MSA and ISG thermal imaging cameras have been demonstrated to the firefighters. The MSA is $11750.00. $500 discount for payment on delivery, total $11250.00. Includes camera, retractable lanyard, charger, and Lithium batteries.

ISG with 2 -3 hr. batteries with charger, retractable lanyard, kevlar lanyard strap, truck mount, $10,565.00. Scott was $8700. One year warranty on all models. They are waterproof. Captain McCarthy and Commissioner Larsen like the ISG model thermal camera.

Commissioner Larsen made a motion to purchase the ISG thermal camera for $10,565.00. Seconded by Commissioner Bauer. All in favor. So carried.

  • Robert McCarthy has completed electrical work at Station #1.
  • Officers requirements to be discussed next month.
  • Captain and Lieutenants should be at the January meeting to be sworn in.

NEW BUSINESS:

  • Appointment for Commissioner for one year.
  • Hire Tracey Gallant to do the Chiefs report at $10.00 per call.
  • Chief will give all run sheet totals to Chairman at January meeting.
  • Milan Volunteer Fire Department contract - currently $1650.00 for coverage. Chairman Rifenburgh will contact Mr. Galm. We will also ask the Assessor how many residences are in the coverage area.
  • Treasurer to contact auditor Mark Fitzgerald
  • Old equipment will be taken to auction in May.
  • Captain and Lieutenants are doing inventory.

CHIEFS REPORT:

  • One call for month
  • Drill was held.
  • Chief will contact members about having physicals done before January 1st, if they have not had them done.
  • Reported that the CO detector is outdated. Suggested purchasing a Bacharach detector for $565 which will last for years and must be calibrated once a year. Quote from ComTech Electronics for $242.00 only good for two years.
  • Equipment Request: Rope and Vests, low level strainer, lightweight suction hose for portable pumps - 3 inch, 4 ten foot lengths. Chairman will get prices and call other Commissioners.

MOTION: Commissioner Larsen made a motion to purchase a CO detector, vests, rope, light weight suction hose and pay out of 2008 budget. Commissioner Bauer seconded. All in favor. So carried.

MOTION: Commissioner Larsen made a motion to put the unexpended balance from 2008 for a new equipment account into the Capital Reserve funds. Commissioner Bauer seconded. All in favor. So carried.

MOTION: A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to pay Judy Neary $50.00 for being election inspector with thank you. All in favor. So carried.

Correct total for proposed December invoices to $2,928.58 plus paid $2000.00. Total $4,928.58 including above payment of $50.00.

MOTION: Commissioner Larsen made a motion to pay bills, seconded by Commissioner Bauer. All in favor. So carried.

Commissioner Larsen made a motion to adjourn, seconded by Commissioner Bauer at 9:00 P.M.
