CLERMONT PLANNING BOARD

September 13, 2017

The Clermont Planning Board held its regular meeting on Wednesday, September 13, 2017 at 7:30 P.M. at the Town Hall. Those in attendance were Chairman Laurence Saulpaugh, Mary Howard, Ronald Miller, Clayton Andrus and Nathan Hempel and Jennifer Phillips. Others present were George Schmitt, Engineer for the Town, Matthew Griesemer, Attorney for the Town. Chairman Saulpaugh opened the meeting. After review of the August 2017 minutes, a motion was made by Mary Howard and seconded by Jennifer Phillips, to accept the minutes as corrected. All in favor. So carried.

Motion to close the regular meeting and open the Public Hearing for 165 Hog Trough Road, Tax ID# 180.00-02-31, Josephine Torre, for a Minor Subdivision. The Public Hearing was recessed and is to be continued on October 11, 2017 to allow publication of Public Notice of the application. Motion to close the Public Hearing and return to the regular meeting was made by Mary Howard and seconded by Clayton Andrus.

Motion was made by Mary Howard to close the regular meeting and open the Public Hearing for Windhorse Farm, 356 County Route 6. Parking was revised to include 60 spaces. The pool will not be used during events. An event contract was provided for review by the Board. Sound equipment options were presented by Jeanette and Dennis Nesel, neighboring property owners. Motion to close the Public Hearing and return to the regular meeting was made by Jennifer Phillips and seconded by Ron Miller. Matthew Griesemer read the SEQRA. Clayton Andrus made the motion for a negative declaration under SEQRA. All in favor. So carried. Motion was made by Jennifer Philips and seconded by Ron Miller to approve the application pending the outcome of the ZBA’s approval and clarification of the language for the three year septic system. All in favor. So carried.

Application was was made by Ray and Jennifer Staats for a lot line adjustment located at 682 and 718 Church Avenue, Tax ID# 180.00-01-09.1. The application and map were deemed complete and motion to accept the application and map was made by Nathan Hempel and seconded by Ron Miller. All in favor. So carried. A Public Hearing is to be held October 11, 20017 at which time the final maps will be submitted.

Motion to adjourn was made by Ron Miller and seconded by Jennifer Philips. All in favor. So carried. The meeting adjourned at 9:00pm.
