CLERMONT TOWN BOARD
DECEMBER 5, 2017
The Clermont Town Board held their regular meeting on Tuesday, December 5, 2017 at 7:00 P.M. at the Town Hall. Those present were Supervisor Raymond Staats, Councilman Robert Desmond, Councilman Evan Hempel, Councilwoman Dawn Brownson and Councilman Kris Gildersleeve. There was one resident present.
Supervisor Staats asked for a moment of silence for Bernard Broast who served as Clermont Supervisor for nearly six years and served for sixteen years as Justice of the Peace and recently passed away.
Supervisor Staats opened the meeting with the salute to the flag.
MINUTES: A motion was made by Councilman Desmond to accept the minutes of the November meeting, seconded by Councilman Hempel. All in favor. So carried.
TOWN CLERKS REPORT: A check was presented to the Supervisor for the General fund in the amount of $198.59. A motion was made to accept the Town Clerk’s report for November by Councilman Gildersleeve, seconded by Councilman Desmond. All in favor. So carried.
CORRESPONDENCE:
- Keeping Identities of Seniors Safe – K.I.S.S Program will start on December 4, 2017 through December 15th – Seniors may bring documents to the Town Hall and deposit them in a secure container for shredding. This is a program co-sponsored by the Columbia County Clerk’s Office and will be held quarterly in Clermont.
- Notice of public hearing, Town of Red Hook, on December 12th at 7:35 P.M. amending the zoning regarding solar energy systems.
- Budget and Revenue reports were distributed by the Supervisor to the Board.
COMMITTEE REPORTS:
- Highway Department: Councilman Desmond said that Highway Superintendent Potts did get successful bids for the tractor with sweeper. He is waiting for notification for the delivery of the new truck but it will likely be closer to the end of the year.
- Noise Ordinance: Councilman Desmond has reviewed information received from Phyllis Heiko in regards to noise. He has asked our engineer to review it and draft something that would be a fit for Clermont. Councilwoman Brownson has been asked about this, as has been Councilman Gildersleeve, and she said that it can be discussed at the January meeting.
- Website: Councilman Hempel was asked last month how many people use the website. He checked into this and there have been approximately 110 views per month and 7 that watch the video of the town board meetings.
- Councilman Gildersleeve said that there is a website which can assist with the completion of the State Environmental Quality Review Application which he will email to Councilman Hempel so that it can be posted on the website.
- Clermont Holiday Event: Councilwoman Brownson reported that the Holiday Event will be held on Sunday, December 17th at 6:00 P. M. with caroling at St. Lukes Church and visit with Santa at the Community House.
OLD BUSINESS:
- DEC UPDATE: Supervisor Staats said that DEC called looking for payment and the Supervisor did email the project manager thanking him for the work that was done and explaining that we would pay the invoice when we receive an itemized invoice.
- WEBSITE: The Supervisor has asked Councilman Hempel if he would work with a few people on a committee to help out with the website. Contact the Supervisor or the Town Clerk if interested.
- The Highway truck delivery has been delayed. We will wait to put the old truck up for sale.
NEW BUSINESS:
- Local Law No. 2 – 2017 – The public hearing to extend the exemption on Real Property Taxes for real property owned by Veterans who rendered military service during the “Cold War” will be rescheduled for Tuesday, January 2, 2017 at 6:45 P.M.
- County Budget: There will be an increase for 2018 of 1.8%. The Supervisor said there was a lot of discussion at the County meetings about raising taxes. He does not feel that this is necessary and is the only Supervisor that voted against these increases.
- The Year-end meeting will be held on Wednesday, December 27 at 7:00 P.M. The Supervisor will ask Fingar Agency to come in to talk about our insurance.
SUPERVISORS REPORT:
- The Supervisor reported that he received the Mortgage tax check in the amount $24,000.00. We budgeted $40,000 and have received over $50,000.
- Sales Tax received this year is about 6% over what was budgeted for this year.
- Supervisor Staats thanked the Highway department for putting up the holiday lights. He also thanked the Election workers and the Village Green Committee for the Election Day dinner.
- December 17th is the Christmas caroling at St. Luke’s Church and Santa will visit for the children at the Community House.
- Bernard Broast passed away on November 16, 2017. He served as Town Justice for 16 years and as Town Supervisor for almost 6 years. The Supervisor would like a page left blank in memory of Bernard P. Broast.
ABSTRACTS:
A motion was made by Councilman Gildersleeve, seconded by Councilwoman Brownson to approve General abstract #12, vouchers #320 to 346 in the amount of $11,822.37. All in favor. So carried.
A motion was made by Councilman Desmond, seconded by Councilman Gildersleeve to approve Highway abstract #12, vouchers #128 to 140 in the amount of $23,119.19. All in favor. So carried.
A motion was made by Councilman Hempel, seconded by Councilwoman Brownson to approve Trust & Agency abstract #10, voucher #34 in the amount of $500.00. All in favor. So carried.
PUBLIC COMMENT:
There was no public comment.
A motion was made to adjourn by Councilman Desmond, seconded by Councilman Gildersleeve at 7:35 P. M.
