CLERMONT FIRE COMMISSIONERS
NOVEMBER 20, 2017
The Clermont Fire Commissioners held their regular meeting on Monday, November 20, 2017 at 7:00 P.M. at the Town Hall. Those in attendance were Chairwoman Susan Rifenburgh, Commissioner Ronald Rifenburgh, Commissioner Laurence Saulpaugh, Commissioner Ronald Miller and Commissioner Raymond Bauer. Others present were Chief Fred Gooderham, Assistant Chief Lloyd Kukon, Treasurer Denise Fiore, Tami Connolly and Firefighter Jim Connolly.
Chairwoman Susan Rifenburgh opened the meeting with a salute to the flag.
MINUTES: A motion was made by Commissioner R. Rifenburgh to accept the minutes, seconded by Commissioner Bauer. All in favor. So carried.
TREASURERS REPORT:
Total of October 2017 invoices paid $27,081.30

* Deleted $1500.00 payment to Clermont Fire Department and $91.53 to Lloyd Kukon.

A motion was made by Commissioner Miller to accept the Treasurer’s report, seconded by Commissioner R. Rifenburgh. All in favor. So carried.
CORRESPONDENCE:
- RBC Wealth Management Statement for October $378,635.79
- Letter was written to Columbia County 911 regarding cancelling of lowband dispatch.
- Penflex documents to be signed by Chairwoman regarding service fee agreements.
- Comtech is now River Valley Radio.
BUILDINGS AND GROUNDS: Commissioners Bauer and Saulpaugh
It was reported that the furnace has been serviced and the flagpole light has to be fixed.
INSURANCE: Commissioners R. Rifenburgh and Miller
The insurance renewal is due in March.
FIRE EQUIPMENT: Commissioners Saulpaugh and Bauer
It was reported that the hose squeezer has been received. Commissioner R. Rifenburgh asked Assistant Chief Kukon to let him know which truck it will be on.
LOSAP: All Commissioners
Commissioner R. Rifenburgh would like all the reports for the LOSAP reporting by the third Monday of January.
LAWS AND POLICIES: All Commissioners
The policies and suggested operating procedures are done and the Chairwoman will write a letter to go out with them to the firefighters.
LEGAL: All Commissioners
Massello Road – Livingston Fire District has questioned five parcels which are being taxed in Clermont but should be taxed in Livingston. There are two resolutions which were passed by previous town board in 1951 and 1970. The parcels are in the Town of Clermont but in the 1951 resolution seem to have been added to Livingston District. In the 1970 resolution, they appear to be added back to Clermont’s Fire District. Columbia County 911 does dispatch Livingston Fire for anything on these parcels. The Commissioners would like to arrange a meeting with the Livingston District Commissioners to discuss this. Chairwoman S. Rifenburgh will arrange it for Thursday, December 14th at 7:30 P.M. either at Livingston or at the Town Hall.
OLD BUSINESS:
- The rescue tools have been serviced by Garrison.
- New Gear: Need to get the total number of firefighters that need new gear.
- Hose: Assistant Chief Kukon would like 350 feet (corrected to be 200 feet) of 1 ¾ hose. Two 100ft.length of whatever color decided for the first pull off the truck. Ron asked how many feet of 1 ¾ hose we have. Assistant Chief Kukon believes there is 350 feet of reserve hose. There is more on truck #6013. The price is $251.00 a roll for 100 feet, $171.00 for white, and $192.00. Commissioner R. Rifeburgh suggested buying 50 foot lengths rather than 100 foot lengths. A motion was made to buy 200 feet of 1 ¾ by Commissioner R. Rifenburgh, seconded by Commissioner Bauer. All in favor. So carried.
NEW BUSINESS:
- Physicals: Chairwoman Rifenburgh cannot find any kind of schedule of the ages when firefighters need to have a physical. All interior firefighters must have a physical every year. It was discussed and all firefighters should have a physical every year.
- Chief Gooderham was welcomed back from his injury. Assistant Chief Kukon was thanked for filling in during the Chiefs absence. Chief Gooderham read about exposure to carcinogens at fires. Requires that all firefighters must go through a decontamination after each working fire, car fire. It suggests that their equipment be decontaminated with a decontamination kit. It also suggested showering and washing of clothes. Commissioner R. Rifenburgh said he would like to look at this further but it is a good idea. Four kits would be needed.
- The new lettering for two trucks would cost $150.00 for both. A motion was made by Commissioner R. Rifenburgh and seconded by Commissioner Bauer to have the lettering done. All in favor. So carried.
CHIEFS REPORT:

Drill:
10/9/17 – Unannouced drill – Station #1
Chief Gooderham said we are still on mutual aid with Tivoli Fire Department. The bridge is now open but the village has no water because of a leak in the water tank.
A motion to pay bills was made by Commissioner R. Rifenburgh, seconded by Commissioner Miller with the exception of the Clermont Fire Department banquet and to Assistant Chief Kukon until submits a detail of expense by Commissioner R. Rifenburgh, seconded by Commissioner Miller. All in favor. So carried.
PUBLIC COMMENT:
Assistant Chief Kukon attended the fire school in Schoharie which was on developing a plan on what to do when first at the scene. FASNY will hold more of these courses during the year. The State instructor gave him his card to be able to get training films.
Bob Desmond using a five gallon jug and keeping it on the trucks for washing hands and face after an incident.
Commissioner R. Rifenburgh reported that 76.6 gallons in fuel was used.
A motion was made to adjourn by Commissioner R. Rifenburgh, seconded by Commissioner Bauer.
