Special Town Board Meeting

CLERMONT TOWN BOARD

APRIL 24, 2009

The Clermont Town Board held a special meeting on Friday, April 24, 2009 at 6:00 P. M. Those present were Supervisor Staats, Councilman Nolan, Councilwoman Lent, Councilwoman O'Neal, Councilman Jones, Bob Desmond and Ray Jurkowski, Town Engineer.

The meeting opened. Councilwoman O'Neal recused herself from the discussions as a Town Board member. Ray Jurkowski stated that we are dealing with the environmental review and it is beneficial to do so. This is not an approval as far as funding or concept, etc. We are trying to determine whether or not this project has an adverse effect. If a goal has been identified, whether you actually do it or not, there is an issue of segmentation. It makes sense and it is encouraged to deal with all three uses as a whole because there is less risk of challenge of segmentation.

Changes were discussed on the SEQRA form, which was prepared by C.T. Male as follows:

  1. Page 2-Strike ‘from Catherine Hettling (i.e. former Hettling Farm)
  2. Page 2-In description of action change reference to ballfield to recreational uses.
  3. Change all references to ballfield to recreational uses on entire form.
  4. Page 3- A7- Ray Jurkowski will check on Registry number for State or National Register of Historic Places. It was agreed that the Village Green is a on the registry list.
  5. Page 3- A9 - Ray Jurkowski will check if site is located over a primary, principal or sole source aquifer.
  6. Page 5- B25 - County Health Department approval - change submittal date from pending to 4/2009.
  7. Page 5 - C3 - Change to multiple zones

Ray Jurkowski will review and discuss these and other possible changes with C. T. Male. He also gave the board Part 2 and Part 3 of SEQRA to review.

Councilwoman Lent is concerned about Councilman Jones stamping any maps or plans for this project as an engineer, because then he would have to recuse himself from the entire project. With Councilwoman O'Neal having to recuse herself, that would leave only Councilwoman Lent, Councilman Nolan and Supervisor Staats to vote on any issue.

Meeting adjourned at 7:30 P.M. on a motion made by Councilwoman Lent, seconded by Councilman Jones.
