CLERMONT FIRE COMMISSIONERS

MAY 18, 2009

The Clermont Fire Commissioners held their regular meeting on Monday, May 18, 2009 at 7:00 P.M. Those present were Chairman Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Mark Schiller, Commissioner Raymond Bauer, Commissioner Harry Harned, Treasurer Denise Fiore, Chief Laurence Saulpaugh and Assistant Chief Ronald Seymour.

The meeting was called to order by Chairman Ronald Rifenburgh with a salute to the flag.

A motion was made to accept the minutes by Commissioner Larsen, seconded by Commissioner Schiller. All in favor. So carried.

TREASURERS REPORT:

April 2009 Invoices paid $ 10,669.64

May 2009 Proposed invoices $ 2,172.74

Paid Invoices $ 2,857.68

Money Market Checking Balance $172,583.51

Checking Balance $ 354.58

Total $172,938.09

Capital Reserve Fund $ 56,337.53

A motion was made to accept the Treasurers report by Commissioner Bauer, seconded by Commissioner Larsen. All in favor.

COMMUNICATIONS:

1. Letter from Penflex, Inc. regarding retroactive adjustments to members monthly service award payments of $20.00 per month retroactive to January 1, 2009. A letter will be signed by the Chairman authorizing payments.

  1. RBC Account Statement for April.
  2. Letter was sent to new firefighter R. Larsen.

BUILDINGS AND GROUNDS: Commissioner Larsen, Commissioner Bauer

  1. Commissioner Larsen ordered a two bulb light for Station #1. He would like approval from Board.
  2. Security phone stickers have been placed on phones. Waiting for siren to be hooked up at Station #1. Alarm application fee of $10.00 has to be sent to the Sheriffs Department.
  3. Roof is leaking at Station #1. Assistant Chief suggested rubber roof coating. Commissioner Rifenburgh suggested having a professional look at it. Will check it out and discuss it next month.

INSURANCE:

FIRE EQUIPMENT: Commissioner Bauer, Commissioner Schiller

  1. Ralph's has not called the Chief yet about servicing trucks.

LOSAP: Commissioner Harned

  1. Estimate of costs from Penflex, Inc. is $50,000.00 for 2009.

LAWS AND POLICIES:

  1. Workshop was held on qualifications and duties of line officers on May 12th. All were present.

A motion was made by Commissioner Harned to accept the duties and qualifications as discussed, seconded by Commissioner Schiller.

Roll call vote: Commissioner Harned, Aye: Commissioner Bauer, Aye; Commissioner Schiller, Aye; Commissioner Larsen, Aye; Commissioner Rifenburgh, Aye. All in favor. So carried. Commissioner Harned asked if a required class is not available during the year locally would the officer be penalized. Chairman Rifenburgh said we could send them to Montour Falls.

OLD BUSINESS:

  1. Commissioner's Larsen and Schiller attended the Fire Commissioners school last month. It was very informative.
  2. Commissioner Rifenburgh asked if the inventory is done. Captain McCarthy is working it on.
  3. Phone bill - are there any calls that should not be on the bill. There are not.
  4. Commissioner Rifenburgh asked if the eye wash station was installed at Station #2. It has not been.

NEW BUSINESS:

  1. Commissioner Larsen would like to order a two light fixture to be installed over electrical panel. A motion was made to purchase by Commissioner Larsen, seconded by Commissioner Bauer. All in favor. So carried.
  2. Old Time Power Association - surplus equipment sent up to Old Time Power Association. Will get a check in the future.
  3. FEMA Grant: Chief Saulpaugh and Carol Lent did grant for FEMA and Forestry. Chairman Rifenburgh will check on how to proceed on getting funds that were awarded for FEMA grant.
  4. AED training on Wednesday, May 20th at 6:00 P.M. at Station #2. It will cost the District $100.00 and then a fee for those that want to be certified in CPR.
  5. ECHO Level Response - dispatches police, fire and rescue at the same time. Is anyone interested in getting involved in this?
  6. Gear Rack was received.

CHIEFS REPORT:

There were five calls for the month.

The Chief asked if the trucks could be taken to the Memorial Day parade in Germantown on May 25th. Commissioner Larsen made the motion, Commissioner Harned seconded.

All in favor. So carried.

Ron Seymour would like to get adjustable electric mirrors for truck #603. The Chairman suggested getting a price for only right-sided mirror, electric and heated. Assistant Chief Seymour had the certificate for the first extrication class held in 1978.

Congratulations to Commissioner Larsen who attended the first extrication class. Chief Saulpaugh may have attended that class also.

Commissioner Larsen asked if we ever found the lost air bag. Do we need to replace it? Check for dates on airbags and get prices for new ones.

BILLS:

A motion was made by Commissioner Larsen to pay the bills, seconded by Commissioner Harned. All in favor. So carried.

The NYS Archives has requested a copy of the official Fire District Map. The Secretary will contact Rob Lopez of Columbia County 911.

Commissioner Schiller reported that the OSHA Training Manual is online at FASNY, which can be done by members.

A motion was made by Commissioner Larsen to adjourn, seconded by Commissioner Harned at 7:57 P.M.
