Fire Commissioners Meeting

CLERMONT FIRE COMMISSIONERS

JUNE 15, 2009

The Clermont Fire Commissioners held their regular meeting on Monday, June 15, 2009 at 7:00 P.M. at the Town Hall. Those present were Chairman Ronald Rifenburgh, Commissioner Mark Schiller, Commissioner Charles Larsen, Commissioner Raymond Bauer, Treasurer Denise Fiore, Chief Laurence Saulpaugh and Robert Desmond. Commissioner Harned was absent.

Chairman Rifenburgh opened the meeting with a salute to the flag.

MINUTES: Commissioner Larsen made a motion to accept the minutes, Commissioner Schiller seconded. All in favor. So carried.

TREASURER’s REPORT: Treasurer Fiore gave the treasurer’s report for June as follows:

Invoices paid in May $5030.42

 Proposed invoices for June $54,043.54

Paid June invoices $ 2,294.31

Total $56,337.85

Money Market Checking Balance $165,618.51

Checking Balance to Date $ 1,985.38

Money Market & Checking Account $167,603.89

Capital Reserve Fund: $ 56,349.42

A motion was made to accept the Treasurer’s report by Commissioner Bauer, seconded by Commissioner Larsen. All in favor. So carried.

CORRESPONDENCE:

  1. Fire District Affairs bulletin for May – June
  2. RBC Wealth Management Portfolio Account Statement for May
  3. Penflex, Inc. – Annual Report, Executive Summaries, Firefighters statements, draft letter for non-vested Service Award Program participant which was forfeited as of December 31, 2008 – Richard Jaeger.
  4. Invoice for administrative fees in the amount of $2,814.00.
  5. 2009 Contribution statement to RBC Wealth Management for $49,773.01.
  6. NYS Emergency Management Office – Received project completion and certification report for Severe Winter Storm of December 11th through December 31, 2008 reimbursement to be signed and returned to SEMO.

 COMMITTEE REPORTS:

BUILDINGS: Commissioner Larsen and Commissioner Bauer

  1. Roof at Station #1 – Commissioner Larsen will check but it is thought to be leaking around the roof screws.
  2. Commissioner Bauer is trying to locate the septic tank at Station #1. Suggest using a metal detector to try to find it.
  3. Siren: Commissioner Larsen will try to make contact with Leonard Wireless to see when they will be able to come back.

INSURANCE: Commissioner Larsen and Commissioner Bauer

FIRE EQUIPMENT: Commissioner Bauer and Commissioner Schiller

  1. Trucks #604 and #601 were serviced: Belts and antifreeze were changed. All valves were serviced.

LAWS AND POLICIES: Commissioner Rifenburgh

New requirements for Line Officers has not been typed up yet.

OLD BUSINESS:

FEMA GRANT FOR $47,489.00 – The District is authorized to purchase

two thermal imaging cameras, 2000 feet of large diameter hose and 16 air bottles.

We have purchased one camera and are going to purchase a second from the grant funds.

MOTION: A motion was made by Commissioner Larsen to purchase an additional Elite camera from VRS Sales for $10,565.00, seconded by Commissioner Bauer. All in favor. So carried.

Large diameter hose: To be compatible with other fire companies, switching from four- inch hose to five-inch hose. There is more water flow through five-inch hose, and the four-inch is wearing.

Quotes for Five-inch Hose:

  1. VRS Sales: $594.00 per 100 foot length - $11,880.00
  2. Darley: $653.95 for l00 foot length
  3. Heiman Fire Equipment: $637.95 for l00 foot length
  4. MES: $636.25 for 100 foot length - $12,725.00
  5. Garrison: $585.00 for l00 foot, $11,700.00 + S& H $145.00 = $11845.00

Quotes for 16 Carbon Fiber Bottles:

  1. MES: $671.00 each - $10,736.00
  2. Garrison: Vendor – AAA Emergency Supply $795.00 each - $12,720.00.

MOTION: A motion was made by Commissioner Schiller, seconded by Commissioner Bauer to accept bid from MES in the amount of $10,736.00 for 16 Carbon Fiber Bottles. All in favor. So carried.

Captain McCarthy dropped off inventory sheets for trucks, however more information is needed.

Echo level response: There were twenty firefighters who took the AED and CPR class.

Alarm at Station #1: It was reported that when the siren is hooked up, the heat and smoke alarm would work with it.

Governor Patterson signed the bill exempting firefighters from CDL requirements for driving fire trucks.

NEW BUSINESS:

The secretary reported that the NYS Archives has requested maps of the fire district boundaries. Copies of the large maps will cost $3.00 to $3.50 per map. A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to purchase four maps of the district boundaries at $3.00 to $3.50 per.

CHIEF’S REPORT:

There were no calls for May.

The monthly drill was held on AED Training with twenty firefighters attending.

BILLS: Motion made by Commissioner Larsen, seconded by Commissioner Schiller to add the bill for Northern Dutchess for $185.00, RBC Wealth Management for $49,773.01 and Penflex, Inc.for administrative fees in the amount of $2,814.00. All in favor. So carried

Treasurer Fiore received a refund from NAPA for $17.27 and $2,065.00 from Fire Company for AED training.

A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to adjourn at 8:30 P.M. Respectfully submitted,
