CLERMONT FIRE COMMISSIONERS MEETING

JULY 20, 2009

 

The Clermont Fire Commissioners held their regular meeting on Monday, July 20, 2009 at the Town Hall. Those in attendance were Commissioner Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Mark Schiller and Commissioner Harry Harned. Commissioner Raymond Bauer was absent. Also present were Chief Laurence Saulpaugh, Assistant Chief Ronald Seymour, Robert Desmond and Treasurer Denise Fiore.

Chairman Rifenburgh opened the meeting with a salute to the flag.

MINUTES: A motion was made by Commissioner Larsen to accept the minutes of June 15, 2009 with a correction on page 3, second to last sentence, change District to Company, seconded by Commissioner Schiller. All in favor. So carried.

TREASURER’S REPORT: Treasurer Fiore read the report for July:

June Invoices Paid $56,337.85

 

Proposed July Invoices $12,709.71

Paid July Invoices $ 1,865.31

Total $14,575.02

Money Market Checking $114,643.36

Checking Balance $ 660.59

Total $115,303.95

Capital Reserve Fund $ 56,361.63

 

Commissioner Larsen asked about deposit of $1500. This was a transfer into checking to pay bills.

A motion was made to accept the Treasurer’s report by Commissioner Larsen, seconded by Commissioner Schiller. All in favor. So carried.

COMMUNICATIONS:

  1. Letter from NYS Department of Environmental Conservation that funds for Volunteer Fire Assistance Grant for equipment has been awarded. It is a matching fund grant for $2,224.50 for Jackets, pants, gloves and fire brooms written by

  3. Leonard Wireless Systems: memorandum on payment of invoices to Brookridge Funding.
  4. June Statement of Account from RBC Wealth Management.

BUILDINGS AND GROUNDS: Commissioner Larsen, Commissioner Buaer

Commissioner Larsen reported that the siren should be hooked up this week, alarm system will be hooked up to siren.

LEGAL: All Commissioners

LOSAP: Commissioner Harned, Commissioner Schiller

Commissioner Schiller reported that LOSAP service award letters were handed out at the recent company meeting. Some firefighters need to complete their beneficiary forms.

LAWS AND POLICIES: All Commissioners

Commissioner Rifenburgh is working on typing up officer’s requirements

He also reported that ‘Introduction to Officers Training’ is a new course to be held in Livingston in October or November.

Fire Police schools will be five nights instead of three, requiring HazMat Ops and a Safety Ops before you can go to the Fire Police School.

There has been an update on wearing of vests: If working in or on the scene you are not required to wear them, if you are working traffic you should have them on.

There was discussion on alcohol use, driving or coming to a fire scene under the influence and it was suggested that a policy be developed.

OLD BUSINESS:

  • Commissioner Larsen reported that he would have the roof checked at Station #1.
  • Commissioner Rifenburgh and Commissioner Bauer will be checking for septic tank with metal detector.
  • Truck Inventory is being worked on.
  • Quotes:

Joe’s Auto Repair: Motorized, heated and lighted mirrors $ 200.00

Motorized, heated mirror $175.00

Labor 4 hours x $65.00 = $260.00

Ralph’s Automotive: Motorized, heated mirror kit $472.50

Motorized, heated, lighted mirror $513.00

Labor $200.00 per vehicle

A motion was made by Commissioner Larsen to accept the bid of Joe’s Auto Repair for motorized, heated mirror installed on Truck #603. Seconded by Commissioner Harned. All in favor. So carried.

  • Thermal Imaging Camera: Ordered second camera for $10,565.00 from VRS Sales.
  • Hose: Reviewed bids for hose. A motion was made by Commissioner Schiller, seconded by Commissioner Harned to accept the bid from Garrison for Kocheck hose subject to meeting 300 psi requirement. Ordering 20 - 100 foot, 3 - 50 foot and 3 - 25 foot hoses.
  • Supplies: Blankets, gloves, hand sanitizers, cutters and punches for #603 and M60.
  • Eye wash station at Station #2: Commissioner Harned will try to locate it and hook it back up. If it cannot be found, the district will pay for a new one.

NEW BUSINESS:

  1. Voice Mail at Station #1 should be set up.
  2. Truck #602 was not recorded in the logbook that it was out since March 10th.
  3. Grant: Once the items are purchased we will submit for funds.

CHIEFS REPORT:

There were five calls for June:

  1. 6/21/09 AAPD – Route 9/Cedar Hill Road
  2. 6/27/09 AAPI – County Route 6/Route 9
  3. 6/27/09 Wire down Route 9, County Route 4 and Nevis Road
  4. 6/28/09 Standby for Tivoli
  5. 6/29/09 AAPI – Route 9

There was a monthly drill with CSX.

Air bottles have been filled and ready for service. Old bottles will be kept until they expire.

A motion was made by Commissioner Harned, seconded by Commissioner Schiller to pay July’s bills. All in favor. So carried.

Chief asked for permission to take Truck #603 to the Fireman’s Parade Saturday, July 25th in Claverack. A motion was made by Commissioner Larsen, seconded by Commissioner Schiller. All in favor. So carried.

The next meeting is Monday, August 17th at 7:00 P.M.

A motion was made to adjourn by Commissioner Larsen, seconded by Commissioner Schiller at 8:25 P.M.
