CLERMONT PLANNING BOARD
SEPTEMBER 9, 2009
The Clermont Planning Board held its regular meeting on Wednesday, September 9, 2009 at 7:30 P.M. at the Town Hall. Those present were Laurence Saulpaugh, Nancy Sperry, Clayton Andrus, Aldo Dusman, Garret O'Connor and Tom Jantzen. Also present were George Schmitt of Morris Associates, Andy Howard, Town Attorney, Robert Zimmerman, Bob Desmond, Harry Hill and Laurinda Oswald.
Chairman Saulpaugh opened the meeting. Clayton Andrus made a motion to accept the minutes of the August meeting, seconded by Nancy Sperry. All in favor. So carried.
GRUBER: Robert Zimmerman representing Lothar and Marianne Gruber on Cedar Hill Road came before the board because the Grubers would like to subdivide 9.954 acres into two lots. Lot 1-5.738 acres with existing residence and Lot 2 – 4.216 acres. Mr. Zimmerman met with Jim Potts on the driveway entrance and it will be shown on the survey map. A copy of the deed, application and short EAF were submitted. They have electric on each lot, but need septic approval on the new lot. The board suggested locating the well and septic on the map and in the notes section of the survey, changing the acreage to 2 acres from 1 acre in the RA Zone. A public hearing can be set for October 14th at 7:30 P.M. If the septic isn’t done by that time, the hearing could be held open until November. A motion was made by Garret O'Connor to accept the preliminary survey map, but to add the location of the well, septic and change the notes section from one acre to two acres. Motion seconded by Nancy Sperry. All in favor. So carried.
BARBARA LEE: Moore Road - Harry Hill representing the Lee family came before the board. They would like to subdivide the total acreage into two parcels. There is 65.52 acres on the west side of Moore Road and 89.92 acres on the east side of the road.
There was discussion on whether or not there might be a survey of the property. It was suggested that they should have a survey. Our attorney, Andy Howard would need to see the deeds and proof that applicant is the estate. He explained that in the absence of a survey map, the planning board has nothing on paper to say this is lot l and this Lot 2. A survey map is the way the real property tax service and the assessor create the map numbers for taxing purposes. A percolation test is required on the 65.52-acre parcel.
CARMELITE SISTERS: Jay Trapp of Crawford Associates brought in the final maps. When the review is made by George Schmitt of Morris Associates, our engineer, and the escrow is received, the maps will be signed at that time. A letter was received from the ZBA that the special use permit application was approved on July 22, 2009.
COLUMBIA COUNTY DPW: A letter was received by Renner’s Creative Celebrations from Columbia County DPW that they are revising some of their design criteria for entrances providing access to Columbia County maintained highways for minor commercial development and major subdivision roads, etc. The boards are very happy that they are revising their requirements.
TEUBL – A new map was dropped off by Dr. Teubl to the ZBA and Planning Board. Chairman Saulpaugh read from the minutes of the ZBA meeting. We will request that Mr. Teubl submit a new map, which shows the entrance from Nevis Road and the entire driveway up to the building being converted.
GARY AND LINDA DELAURENTIS: Gary and Linda Delaurentis have requested a special permit to convert a barn into a two family residence on Commons Road. They were not present at this meeting. A site plan review will be scheduled at a later date.
There was further discussion on pre-case curbing required by the state. Garret O'Connor asked if the State DOT would handle any violations with applicants not following the requirements for curbing. Andy Howard conceded that they would leave it to the town.
A motion was made by Nancy Sperry, seconded by Clayton Andrus to adjourn at 9:00 P.M.
