CLERMONT FIRE COMMISSIONERS
OCTOBER 20, 2009
The Clermont Fire Commissioners held the regular meeting after the public hearing on the 2010 budget on Tuesday, October 20, 2009 at 7:00 P.M. at the Town Hall. Those present were Commissoners Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Mark Schiller, Commissioner Raymond Bauer and Commissioner Harry Harned. Others present were Chief Laurence Saulpaugh, Treasurer Denise Fiore, Bob Desmond and Don Van Wagner.
Commissioner Rifenburgh opened the meeting with the salute to the flag.
The minutes of the October 13th budget workshop were approved with correction on a motion made by Commissioner Larsen and seconded by Commissioner Schiller. All in favor. So carried.
A motion to approve the budget with an amendment to add $47,489.00 to the Capital Reserve account was made by Commissioner Larsen, seconded by Commissioner Harned. All in favor. So carried.
A motion was made to accept the minutes of the September 21, 2009 meeting by Commissioner Harned, seconded by Commissioner Bauer. All in favor. So carried.

A motion was made by Commissioner Larsen, seconded by Commissioner Harned to accept the Treasurer’s report for October. All in favor. So carried.
COMMUNICATION:
- Letter of intent to seek re-election to the Board of Fire Commissioners from Mark Schiller.
- Letter from Penflex to inform Comerica Bank and RBC Capital Markets that Penflex, Inc. is authorized to direct Comerica to establish, modify or cease benefit payments to plan recipients.
- Service Fee agreement for 11/l/09 – 10/31/10 for Penflex, Inc.
- RBC Wealth Management statement for September, 2009 account value - $209,042.91.
- Commissioner Larsen reported that the worker’s compensation certificate of liability has been received from Leonard Wireless Communications.
BUILDINGS AND GROUNDS: Commissioner Larsen and Commissioner Bauer
- Commissioner Bauer asked about gas cans by shed at Station #1. There was discussion about getting new cans.
- Commissioner Larsen noted that new burning regulations were adopted by DEC on October 14th. He suggested removing the burn barrel at station #1 to set an example. Discussion followed on a vendor to pick up garbage and removing the clothing donation container at Station #1.

LAWS AND POLICIES: All Commissioners
The Policy on Alcohol was read at the October Fire company meeting to members.
There was discussion on suspension of a member if found to be using alcohol or drugs, a member could be suspended from all firematics. The company could still let an individual attend meetings, barbecues, etc.
OLD BUSINESS:
- There is a fire seminar in Dutchess County on Wednesday, December 9th.
- Grant will be completed by Carol Lent.
NEW BUSINESS:
- Fire Police Gear will be discussed during Chiefs report.
- There is difficulty sliding the wheel chock on truck #603 into holder.
Passenger seat in truck #603 is uncomfortable. Price on new seat is $680.00 plus freight for $45.00 for full back seat. A motion was made by Commissioner Harned to buy a new seat for 735.00, seconded by Commissioner Bauer. All in favor. So carried.
- A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to purchase two new mirrors for truck #604 to be installed, as were purchased for truck #603. All in favor. So carried.
- Bills must be in the Saturday before the Commissioners Meeting because the Treasurer picks them up on Sunday. A motion was made by Commissioner Larsen, seconded by Commissioner Harned to pay bill for reimbursement to Bob McCarthy for refreshments when it comes in. All in favor. So carried.
- A motion was made by Commissioner Larsen, seconded by Commissioner Harned to declare 2300 feet of a 4-inch hose as junk and sell for best offer. All in favor. So carried.
- A motion was made by Commissioner Harned, seconded by Commissioner Schiller to declare 45 steel bottles as junk. All in favor. So carried.
CHIEFS REPORT:
There were five calls for the month of September as follows:
- 9/2/09 – AAPI – 3778 Route 9G
- 9/8/09 – AAPI – County Route 8
- 9/9/09 – Brush Fire – Buckwheat Bridge Road
- 9/23/09 – Alarm Activation – 291 Nevis Road
- 9/24/09 – AAPI Car/Pedestrian – Route 9 – Nevis Road
The monthly drill for the month was placement of hose on 604, marking and removing.
The Chief requested hooks for the spreader tool. The price for pulling tips is $512.00, the chain from Garrison if $239.00 with freight of $35.00. The Chief will find out length and chain grade and advise Chairman Rifenburgh.
The Fire Police have requested new coats for six members. The Chief got the following prices:
- LaCrosse Mountain Pass coats with zip out lining. The back will say Clermont Fire Police and the fire police logo on the front. Each waterproof coat, labled is $110.00. There is a 48-inch rain coat for $60.00, total $170.00 per coat. The pants are $78.00.
- MES has 44-inch lined parka with removable insulated liner and hood. $194.00 up to $235.00 for different sizes.
A motion was made by Commissioner Larsen, seconded by Commissioner Harned to purchase coats with pants and three badges and hooks and pins for spreader with chain. All in favor. So carried. Don Van Wagner thanked the Commissioners for approving the purchase. A suggestion was made to purchase extrication gloves for working with jaws.
A motion was made by Commissioner Harned, seconded by Commissioner Schiller to pay October bills. All in favor. So carried.
