CLERMONT TOWN BOARD
SPECIAL MEETING
JULY 15, 2008
The Clermont Town Board held a special meeting on Tuesday, July 15, 2008 at 7:30
P.M. at the Town Hall.
Those in attendance were Supervisor Raymond Staats,
Councilwoman O’Neal, Councilman Jones, Councilman Nolan and Councilwoman Lent.
Others present were Town Attorney Andy Howard and six residents.
Supervisor Staats opened the meeting with the salute to the flag. This meeting was called
to discuss financing of the highway garage and other issues as they arise.
Supervisor Staats reported on the revenues received thus far this year:
Sales Tax received for April - $59,439.00
Mortgage Tax received in May - $25785.00
Projecting the revenues to be under by approximately $47,000.
The board members received the Budget and Revenue report vs. actual expenditures
through June 30, 2008.
Supervisor Staats feels that we can put a healthy amount from the reserve into the
highway garage, but not all.
Town Attorney Andy Howard reported that Bond rates and terms are extremely
competitive. He checked with Kinderhook Bank on a multi-year bond.
$300,000 over five years, 3.92% per annum – the monthly payment would be $5514.13.
$600,000 over five years, 3.92% per annum – the monthly payment would be $11,028.37.
Kinderhook Bank would allow Andy to serve as counsel, so additional fees would not be
necessary. He can check with other banking institutions also.
Councilman Nolan is concerned about increase of taxes.
Councilwoman Lent asked if other banks would go for more years, possibly 10.
Councilman Nolan received information from Crawford Associates on the Gallatin
garage that was built ten years ago and the Livingston Garage, which was recently built
for $428,000 for a building 6100 sq.feet.
Councilman Nolan suggested that we should get the total expenditure of Livingston’s
project because this figure probably does not include everything. We should track
everything about the work even the Highway crew’s work.
Supervisor Staats would like an idea of how much the board would like to spend out of
the reserve.
Councilwoman Lent would like the budget on the garage and suggests using a 50%/50%
split, from the reserve and bonding.
Councilman Jones would agree and go 50%/50%.
Councilman Jones showed a proposal for the garage with a second story, which could be
used for storage and if a proposal could be made to get a grant for disaster preparedness
plan there would be the space to do so.
Councilwoman O’Neal has spoken to Bill Black, Emergency Management Director and
in order to receive a grant for Homeland Security for emergency operations, the town
would have to apply through the state administrative agency and convince them that we
would be a good spot for an emergency operations center. If the town applied through the
program that encourages cooperation between towns we could say that our emergency
center is for more than one town.
Councilman Jones asked if Gallatin or Livingston received any grants for their garages.
Councilwoman Lent knows that the Livingston Fire Dept received a grant from Senator
Saland. Member item grants come in January and the request must be in early and be
specific.
Councilman Nolan stated that when they met with Congresswoman Gillibrands office,
they needed a plan and a budget.
Raymond would like all the board members to be involved either in obtaining grant
information, contractors, etc.
Councilwoman Lent said that Jim Potts did sit down with Jay Trapp of D.F. Wheeler
Engineers and go over a budget last year and you may be able to use the number.
Check with Universal Truss because they sometimes have trusses that have been returned
by customers. May be able to save money in this way.
Jim Potts will need a D8 with ripper (bulldozer) for the shale excavation. This can be
borrowed (Corrected to Donated) from Charlie Lent; Jim would have to fuel it. To rent
this equipment would be $15,000.00 for three weeks. They do have a crusher available
also which would have to be run by their man. The shale has to be certified by
(Correction: by a testing company and certified by )Dan Wheeler or Colarusso’s
(Correction: may know of someone who performs the tests ) as to what the crushed shale
could be used for.
Councilman Jones said that you need to do test holes for depth of shale and dig into shale
for hardness. Dig for hardness in several locations and have it tested for hardness.
Toxicity testing will be done by C.T. Male while digging is going on.
A well could be dug on telephone company property for the garage and then could be
used for a ballpark. Check with CT Male on running water line across the property.
Councilman Nolan will follow up on energy savings and talk to NYSERDA and will talk
to Crawford about the total cost for Livingston and the price for steel building.
Supervisor Staats said that the salt shed will be an extra expense and he is going to get
prices from Dave Robinson at the County.
Councilwoman Lent said to check the website for the Office of General Services for state
bid.
Financing: Supervisor Staats will get figures from banks.
Next Tuesday’s meeting will be on the location and layout of the building.
This information should be ready for the August 4th meeting.
Councilwoman O’Neal will follow up on shared services.
Supervisor Staats received an estimate from CT Male in regards to the remediation plan
to file with DEC. The fee to complete work scope would not exceed $3500. We need to
get the application in to DEC for funds for remediation. We are considered an existing
case.
A motion was made by Councilwoman Lent, seconded by Councilman Nolan to
authorize CT Male to follow through with the remediation plan. All in favor. So carried.
Supervisor Staats can clarify the point with DEC as to whether the plan is open ended.
WATER HEATER AT COMMUNITY HOUSE: Two estimates were received for a hot
water heater at the Community House. Steve and Weber Plumbing’s of Livingston
estimate of $1285. Red Hook Plumbing and Heating $684.20 for standard. An
additional $83.70 for low boy $767.90. Put in 40-gallon electric hot water heater with an
on/off switch.
Councilman Jones recommends the low boy from Red Hook Plumbing and Heating at
$767.90. (Correction: Councilwoman Lent asked that they ) supply workers
compensation and liability insurance to town clerk. Motion by Councilman Jones,
seconded by Councilwoman O’Neal to go with Red Hook Plumbing and Heating for
$767.90 and to repair the faucet. All in favor. So carried.
Councilwoman Lent reported that a water test is to be done on July 28th by Smith Labs.
A resolution is needed to send to C.T. Male indicating that the town is willing to enter
into the ERP and who within the Town will be responsible for administering the plan.
Councilman Jones made a motion, seconded by Councilman Nolan that the town is
willing to enter into the ERP and the Supervisor will be responsible for administering the
plan. Chris seconded. All in favor. So carried.
Henry Greenhouse will make a presentation on August 4th on the re-evaluation of the tax
parcels. Supervisor Staats reported that it cost Greenport $20,000 (Corrected: to
$50,000) to re-evaluate 2400 parcels.
A motion was made to adjourn by Councilman Jones, seconded by Councilman Nolan at
9:00 P.M.
