CLERMONT FIRE COMMISSIONERS

DECEMBER 21, 2009

 

The Clermont Fire Commissioners held their regular meeting on Monday, December 21, 2009 at 7:00 P.M. at the Town Hall. Those in attendance were Chairman Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Mark Schiller, Commissioner Raymond Bauer and Commissioner Harry Harned. Also present were Chief Laurence Saulpaugh, Assistant Chief Ronald Seymour and Treasurer Denise Fiore.

A motion was made to accept the minutes of the November meeting by Commissioner Bauer, seconded by Commissioner Schiller. All in favor. So carried.

TREASURERS REPORT:

Treasurer Denise Fiore gave the report for December 2009 as follows:

Invoices Paid in November $ 6,631.93

Proposed Invoices for December $ 8,616.23

Paid Invoices for December $ 2,986.51

Total: $11,602.74

Money Market Checking Balance $58,145.70

Checking Balance $ 1,030.73

Total: $59,176.43

Capital Reserve Fund: $56,406.76

A motion was made to accept the Treasurers report by Commissioner Schiller, seconded by Commissioner Larsen. All in favor. So carried.

COMMUNICATIONS:

  • Commissioner Mark Schiller was voted in at the recent election held on December 8th for a five-year term with eleven voters and eleven votes for Commissioner Schiller. The term will go from January 1, 2010 to December 31, 2014.
  • Received the account statement for October from RBC Wealth Management for $206,455.60.
  • Livingston Fire District Commissioners election – Paul Jahns IV elected for three year term and Charles Schneider, Jr. elected for five year term. Twelve votes for each.
  • Penflex has requested names of Commissioners and other officials. Secretary will complete.
  • RBC will send quarterly performance reports by email rather than hard copy. Those who will receive reports are Commissioner Harned, Commissioner Schiller and Commissioner Rifenburgh.
  • RBC asked for a Corporate Resolution to be completed by Officers
  • LOSAP Awards Program Data Request Package for 2009 was given to Commissioners Harned and Commissioner Schiller.
  • Firehouse Software invoice for annual maintenance and support was received for $625.00. If the program is working for the call reports and has the necessary inventory program it will be paid next month.
  • Blue Dragon Video Surveillance specialists sent a letter regarding keyless entry and or video security.
  • 2nd Annual Fire Department and Law & Management Conference to be held March 26-28 at Turning Stone Casino & Resort.

FIRE EQUIPMENT: Commissioner Bauer and Commissioner Schiller

  • New Seat was put in on Truck #603.
  • New Primer motor installed on Truck #604.

LOSAP: Commissioner Harned and Commissioner Schiller

  • Service Award Program Plan Document: The Program Administrator in the document needs to be changed from Town of Clermont to the Clermont Fire Commissioners. Commissioner Schiller will contact them to change it.

LAWS AND POLICIES: All Commissioners

Starting next year, the policies should be worked on. A workshop will be held on February 11, 2010 at 7:00 P.M. at the Community House to work on the policies.

OLD BUSINESS:

  • Edward Dewitt will pick up garbage at Station #1 for $20.00 per month. Garbage must be bagged. Chief will pick up a garbage can and bags.
  • Fire Seminar was cancelled in Millbrook earlier this month. There is a spring seminar in East Greenbush already scheduled.

NEW BUSINESS:

  • Commissioner Harned asked how we are going to handle the qualifications of new officers. The newly elected officers should attend the January meeting to be voted on, sworn in and bring their certificates with them for any training they have. They should work on as many classes as they can this year, starting with the most important classes first. Commissioner Larsen thinks the officer elects should have a copy of the qualifications of line officers now so that they know what they need. Commissioner Harned would like them to know what courses are being offered. The Chief should put in for classes they need and put in to hold them in Clermont. At the next Fire Company meeting or before then, the Chief can give every officer a copy of the qualifications.
  • Commissioner Larsen does not know what the horsepower is on the siren at Station #1. He wants to get quotes for repairing it.

 

CHIEFS REPORT:

There were five calls for November:

  1. 11/3/09 – AAPI – County Route 8 and Route 9- Plane down in field.
  2. 11/7/09 – Lift assist with Northern Dutchess Paramedics.
  3. 11/9/09 – AAPI – County Route 8 between Mill Road and Hogtrough Road
  4. 11/19/09 – MVA – Lasher Road
  5. 11/21/09 – AAPI – 3459 Route 9G

Work Detail – 11/30/09 Check trucks 601/603

  • Received a letter from the Fire Coordinator for assisting at the Livingston Fire on Twin Drive.
  • Francis Ugorek has resigned due to relocation out of state.
  • Grant writing seminar in Kinderhook by Office of Fire Prevention and Control, January 14 - 6:30 – 10:30 P.M.
  • Spencer Robinson of Iroquois Gas will do a presentation at Station #2 at the drill on December 28th.
  • Commissioner Rifenburgh asked the Chief to notify County 911 of the new officers.

INVOICES:

After discussion, it was decided that approximately $8600.00 is needed to pay the December bills. The Treasurer can pay what she has money for. The shortfall is due to the federal grant funds not being received as of yet. A motion was made by Commissioner Bauer, seconded by Commissioner Harned for the Treasurer to call the Comptrollers office and see if we can borrow $10,000.00 from the capital reserve to be replaced when we receive the grant money or when the tax check comes in February. The motion also authorizes her to borrow $10,000.00 from the bank if we cannot use the Capital Reserve funds.

Commissioner Larsen made a motion to pay the bills, seconded by Commissioner Bauer. All in favor. So carried.

A special meeting will be held on Friday, January 8th at 7:00 P.M. for the organizational meeting and officer appointments.

A motion was made by Commissioner Harned, seconded by Commissioner Larsen to adjourn at 8:15 P.M. All in favor. So carried.
