ORGANIZATIONAL MEETING

 

JANUARY 8, 2010

 

The Commissioners of the Clermont Fire District held their organizational meeting on Friday, January 8, 2010 at 7:00 P.M. at the Town Hall. Those present were Commissioner Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Raymond Bauer, Chief Laurence Saulpaugh, Firefighter Bob McCarthy, Firefighter Jake Marks, Firefighter Evan Decker, Fire Police Captain Donald VanWagner, Denise Fiore and Mary Helen Shannon.

 

The meeting was called to order by Secretary Mary Helen Shannon, followed by a salute to the flag.

 

Resolution #1-10 – Appointment of Chairman.

The Secretary asked for motion to nominate the Chairman.

Commissioner Larsen nominated Ronald Rifenburgh as Chairman. Nomination seconded by Commissioner Schiller. There were no further nominations. All in favor. So carried.

 

Resolution #2-10 - Appointment of Vice Chairman

Commissioner Bauer made a motion nominating Charles Larsen as Vice Chairman, seconded by Commissioner Schiller. There were no further nominations. All in favor. So carried.

Resolution #3-10 - Appointment of Secretary

Commissioner Larsen made motion to nominate Mary Helen Shannon for Secretary, seconded by Commissioner Bauer. All in favor. So carried.

Resolution #4-10 - Appointment of Treasurer

Commissioner Schiller made motion to nominate Denise Fiore for Treasurer, seconded by Commissioner Larsen. All in favor. So carried.

Resolution #5-10 - Official newspaper

Motion made by Commissioner Larsen to retain the Registar Star seconded by Commissioner Schiller. All in favor. So Carried.

Resolution #6-10 - Official Bank

Motion made by Commissioner Bauer to retain First Niagara, seconded by Commissioner Schiller. All in favor. So carried.

Resolution #7-10 - Location, Date and Time of Commissioner’s regular monthly meeting.

Motion made by Commissioner Larsen to keep the 3rd Monday monthly, 7PM at the Town Hall, seconded by Commissioner Bauer. All in favor. So carried.

Resolution #8-10 - Authorizing Prepayment of bills.

Motion made by Commissioner Schiller that utilities such as Fuel Oil, Electric, Phone and Rent can be paid prior to authorization from the Commissioners. Motion seconded by Commissioner Larsen. All in favor. So carried.

Resolution #9-10 - Appointment of Attorney

Commissioner Larsen made motion to appoint Andrew Howard with Freeman-Howard PC, seconded by Commissioner Bauer. All in favor. So carried.

Resolution #10-10 - Appointment of Accountant.

Commissioner Bauer made a motion to appoint Mark Fitzgerald as Accountant, seconded by Commissioner Schiller. All in favor. So carried.

Resolution #11-10 - Appointment of Committees

Motion made by Commissioner Larsen, seconded by Commissioner Schiller to approve the committees as appointed last year. All in favor. So carried.

Buildings and Grounds – Commissioner Larsen, Commissioner Bauer

Insurance – Commissioner Larsen, Commissioner Bauer

Laws and Policies – All Commissioners

Fire Equipment – Commissioner Bauer, Commissioner Schiller

Legal – All Commissioners

LOSAP – Commissioner Harned, Commissioner Schiller

The officers will be sworn in as follows:

Chief Laurence Saulpaugh

2nd Assistant Chief Bob McCarthy

Captain Jake Marks

1st Lieutenant Evan Decker

2nd Lieutenant Ronald Rifenburgh

Fire Police Captain Donald VanWagner

1st Assistant Chief Bruce Potts will be sworn in at a later date.

A review was made of the training certificates of the above:

Chief Laurence Saulpaugh – Firefighter I, Initial Firetac, Extrication, EVOC and others.

2nd Assistant Chief Bob McCarthy – Firefighter I Essentials

1st Assistant Chief Bruce Potts – Firefighter I, Pump Operator, Initial Firetac and EVOC.

Captain Jake Marks – Firefighter I, EVOC

1st Lieutenant Evan Decker – Firefighter I, NIMS 700

2nd Lieutenant Ronald Rifenburgh- Firefighter I, EVOC, Pump Operator, Automobile Extrication, Combined Space Safety & Awareness, Intersection Accident Awareness Program, Boating Safety and others.

Chief Saulpaugh reported that he and the Chiefs from Livingston and Taghkanic will meet to arrange schools to be given in this area. It was determined that the following courses should be attended by as many of the officers as possible:

General Arson Awareness, Basic Hazmat, Pump Operators, Extrication Training and Initial Firetac.

A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to accept the officers with the provision that they attend the schools.

Commissioner Larsen reported that insurance on the new generator at Station #2 has been added to the Fire Company policy for $15,000.00 coverage as of 1/6/10.

 

A motion was made to adjourn by Commissioner Larsen, seconded by Commissioner Schiller at 7:30 P.M.
