REVIEW OF BOOKS
JANUARY 16, 2010
The Clermont Town Board met on Saturday, January 16, 2010 at 10:00 A.M. to review the books of the Supervisor, Town Clerk, Tax Collector and Town Justices Richard Christensen and Ronald Banks.
Those in attendance were Supervisor Staats, Councilwoman O’Neal, Councilman Desmond and Councilwoman Moore. Others present were Barbara Melinski for Judge Christensen, Joan Buser, Tax Collector, Mary Helen Shannon, Town Clerk and Judge Banks, who was not able to be present, dropped off his statements and checkbook to the Clerk. Scott Dow was also present to be interviewed by the Board for a seat on the Zoning Board of Appeals.
The discussion following the review was to institute a Cash Management Policy to abide by regulations set forth by General Municipal Law in regards to deposits being made within the guidelines set forth.
Policies, which were reviewed, were:
- Code of Ethics – no changes at this time.
- Investment Policy – no changes at this time.
- Sexual Harassment Policy – no changes at this time.
- Procurement Policy – Supervisor Staats will ask our attorney to update Guideline 2 to comply with recently adopted revisions by the state on public works contracts and anything else which may need updating.
- Highway Personnel Policy – Discussed allowing carryover of sick days for highway personnel from zero to 30 days. Six days are accrued per year but in the past there has been no carryover. Also, these carried over days will not be paid at termination of an employee. It was also suggested that a provision for accumulation of compensatory time is added, in lieu of paid overtime. The compensatory time would be taken off by employees as paid time. A possible limit to 40 hours accumulated compensatory time may be added also.
- Road Bonds – we are currently holding no road bonds. The Town is holding cash for a performance bond from John Moran for completing Regan's Way.
- Emergency Preparedness Plan – A review of the draft was made and the following changes:
Page 6 – Add Frontier Phone Company
Page 7 – Eliminate list of volunteers, as they are listed elsewhere.
Page 8 – Mobilization – eliminate ‘if they hear that there is’ and add ‘ when notified by authorities of the following’
Page 8 – Evacuation Procedures – eliminate ‘Emergency Coordinator’ and add ‘appropriate authorities’
Page 9 – List of group residences to be updated to include Devereax facilities on County Route 19 and County Route 6. This list also to be an addendum to plan because of changes which occur.
Page 13 – Add Town Clerk as Public Information Officer,
Page 15 – Under Red Hook Schools add heading of Mill Road Elementary above Donna Gaynor’s name.
Page 20 – Add Frontier with phone companies
Page 21 – Add second Stewarts in Red Hook to list
Councilman Desmond noted that it was suggested at the Office of State Comptroller seminar that there be a contract between the Highway Superintendent and Town on what roadwork will be done during the year. This was discussed, but because the Highway Superintendent does identify in his budget request what work will be done during the next year, there should not be a need for contract.
Discussed interview with Scott Dow and other possible interested persons in the positions. A determination will be made at the full board meeting.
