CLERMONT FIRE COMMISSIONERS
JANUARY 18, 2010
The Clermont Fire Commissioners held their regular meeting on Monday, January 18, 2010 at 7:00 P.M. at the Town Hall. Those present were Chairman Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Mark Schiller, Commissioner Raymond Bauer and Commissioner Harned.
Others present were Chief Laurence Saulpaugh and Denise Fiore, Treasurer
MINUTES: There was a correction noted by Chairman Rifenburgh on the organizational meeting minutes of January 8, 2010 to change 1st Assistant Chief to Bruce Potts and 2nd Assistant Chief to Bob McCarthy. A motion was made by Commissioner Schiller, seconded by Commissioner Bauer to approve the minutes with correction noted. All in favor. So carried.
A motion was made to approve the December 21, 2009 minutes by Commissioner Larsen, seconded by Commissioner Schiller. All in favor. So carried.
TREASURERS REPORT:

A motion was made by Commissioner Harned, seconded by Commissioner Bauer to accept the Treasurer’s report. All in favor. So carried.
COMMUNICATIONS:
- 2010 Budgets were distributed
- Livingston Fire District – Notice of Year end meeting and regular meeting.
- Livingston Fire District – Notice of Organization meeting.
- Letter from David Rogers, RBC Wealth Management
- RBC Account Statement for December, 2009 - $207,115.21
- Penflex – Revised draft plan document and Trust document, removing all reference to the Town of Clermont. Given to Commissioner Schiller to review.
- Certificate of Liability Insurance from Commercial Instruments and Alarm Systems.
BUILDINGS AND GROUNDS: Commissioner Larsen and Commissioner Bauer
Commissioner Larsen reported that the siren controls are 2 HP – 220 volt. Commissioner Larsen will get prices for repair.
The Chief has tried to get someone to remove the Goodwill box at Station #1 but has not been able to reach anyone.
INSURANCE: Commissioner Larsen and Commissioner Bauer
A new application has to be completed by the Treasurer for the bonding to be returned to Kleeber Agency.
Generator at Station #2 is insured for $15,000.00. The charge is $5.00 (delete: per year) (add: for the month of Janaury) and will be included in the Fire Company policy. Motion for the treasurer to pay the $5.00 for the insurance on generator by Commissioner Larsen, seconded by Commissioner Harned. All in favor. So carried.
We should have the insurance policies in February to review.
FIRE EQUIPMENT: Commissioner Bauer and Commissioner Schiller
- Mirrors on truck #604 will be installed this Saturday.
- It was suggested by Chairman Rifenburgh to donate the four-inch hose to Town of Ashland Fire Company whose firehouse and trucks were recently destroyed by fire.
LOSAP: Commissioner Harned and Commissioner Schiller
- The Commissioner's are working on points for LOSAP for 2009.
- Received the corrected documents for PENFLEX and they have to be signed and returned.
LAWS AND POLICIES: All Commissioners
- Notify 911 of changes of officers.
- Meeting to work on policies will be held on February 11th at 7:00 P.M. at the Community House
OLD BUSINESS:
- A motion was made by Commissioner Bauer to transfer $10,000.00 from the reserve account to money market account, to be repaid from district tax check with interest. This was to be done on recommendation of our accountant. Motion seconded Commissioner Harned. All in favor. So carried.
- The grant has been submitted for reimbursement and funds should be coming soon.
- A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to make out a purchase order for six months time at $20.00 per month and write a check to Edward Dewitt for trash pickup. All in favor. So carried.
- Chief Saulpaugh and Carol Lent attended a four-hour grant writing seminar in Kinderhook.
NEW BUSINESS:
- The Chief reported that the pump packing on truck #601 is leaking and should be replaced. The Chief has gotten quotes from Garrison for $1300 to $2000, Ralph’s from $800 - $1200.00. A motion was made by Commissioner Larsen, seconded by Commissioner Harned to have Ralph’s do the work for a maximum of $1200.00. All in favor. So carried.
- Training for District Treasurer: Commissioner Larsen suggested that the Treasurer should be approved to attend any training that is offered.
- A motion was made by Commissioner Harned, seconded by Commissioner Larsen to send Bob McCarthy, Evan Decker and Jake Marks to Interior firefighting class in Clifton Park in February at a cost of $75.00 per person for a total of $225.00. They must take air packs and bottles. All in favor. So carried.
- A motion was made by Commissioner Harned, seconded by Commissioner Schiller to approve for any member attending a school in East Greenbush - Flashover and Backdraft on February 11, 2010. The cost is $25.00 for non-members and $15.00 for members of the Chief’s Association.
- Due to the above class, change from February 11th to the regular meeting to start on the policies.
- Commissioner Larsen pointed out that when the points system was changed we eliminated points for dinners and other social events.. Commissioner Harned agrees that this should be separated from work on trucks, but the state allows for a maximum of 15 points for fund raising and social events. There is a minimum of points for social events.
- The Chief will check with Chiefs Association and Jim Van Deusen on videos for fire police.

There were 59 calls for the year. They break down as follows:
- No structure fires
- 23 MVA
- 10 alarm activation’s
- 3 chimney fires
- 5 brush fires
- 3 pump outs
- 4 wires down
- 2 assist to Northern Dutchess Paramedics
- 9 mutual aid calls of which 5 were structure fires.
- Purchased another antenna for 2nd Assistant Chief’s vehicle.
- The Chief spoke with Greenport Fire and found that the Rite Aid Laundromat in Hudson will clean turnout gear for $18.00 each. Must supply the soap. Commissioner Larsen made a motion, seconded by Commissioner Harned for the Chief to purchase the soap and have the turnout gear washed when needed. All in favor. So carried.
- Discussed what should be requested in the next round of grants. I t was suggested to request a mini-pumper or utility vehicle with water for $110,000.00 and a set of airbags. Commissioner Bauer suggested that the radios would have to be updated in the next few years.
- Commissioner Rifenburgh asked if there is a pressure washer at Station #2. A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to purchase a pressure washer for Station #2. All in favor. So carried
- The generator at Station #2 automatically starts at 9:00 A. M. every Saturday and runs for 15 minutes and shuts off.
- The Fire Company owes the District $5,416.26 for hooking up propane gas, filling of propane, etc.
A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to pay the bills. All in favor. So carried.
A motion was made by Commissioner Larsen, seconded by Commissioner Bauer for the Chief to give the treasurer the bill to pay for Bob McCarthy for refreshments for drill. All in favor. So carried.
A motion was made to adjourn by Commissioner Schiller, seconded by Commissioner Bauer at 8:25 P.M.
