CLERMONT FIRE COMMISSIONERS
MAY 17, 2010
The Clermont Fire Commissioners held their regular meeting on Monday, May 17, 2010 at 7:00 P.M. Those present were Chairman Ronald Rifenburgh, Commissioner Charles Larsen, Commissioner Raymond Bauer, Commissioner Harry Harned, Commissioner Mark Schiller, Treasurer Denise Fiore, Chief Laurence Saulpaugh and Robert Desmond.
Chairman Rifenburgh opened the meeting with the salute to the flag. Commissioner Larsen noted a correction on page 2 under Buildings and Grounds; lights have been installed outside, but not completed inside. A motion was made to accept the minutes of April 19th with corrections by Commissioner Larsen, seconded by Commissioner Harned. All in favor. So carried.
TREASURER’S REPORT: APRIL 2010

A motion was made by Commissioner Harned, seconded by Commissioner Schiller to accept the Treasurers Report. All in favor. So carried.
CORRESPONDENCE:
- RBC Wealth Management portfolio account $ 207,848.27 for April.
- Discussed Bailout Rope Regulations
- The will be a change in the color of work cones from orange to green.
BUILDINGS AND GROUNDS: Commissioner Larsen, Commissioner Bauer
- Lights are up on outside of Station #1, but timer has not come in.
- Siren project at Station #2 – Bob McCarthy has not heard anything officially to start the project. Once the pole is set and wired, Commissioner Larsen will contact Leonard Communications.
- Commissioner Rifenburgh asked Chief Saulpaugh to remind firemen to lock all doors.
- The fire phones have been disconnected and will be removed from Station #1 and #2.
INSURANCE: Commissioner Larsen, Commissioner Bauer

FIRE EQUIPMENT: Commissioner Bauer, Commissioner Schiller
- Truck #601 - Valve cannot be repaired. A new valve will cost $250.00.
- Commissioner Rifenburgh asked if the generators and pumps on the trucks have been serviced. Chief Saulpaugh believes they have but will check.
LOSAP: Commissioner Harned, Commissioner Schiller
- The point’s report has been sent to Penflex, Inc.
LAWS AND POLICIES: All Commissioners
The Commissioners met on May 6th to review and update policies. The LOSAP and Officer requirements will be added. Accident reporting forms and VF1, VF2 and Death Benefit forms should be included.
A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to approve Resolution No.13 of 2010 to adopt new rules, regulations and operating procedures for the Clermont Fire District. In a roll call vote, the vote was as follows:
Rifenburgh, aye; Larsen, aye; Schiller, aye; Bauer, aye; Harned, abstention. Motion carried.
A motion was made by Commissioner Harned, seconded by Commissioner Schiller to ask Tracey Gallant to type the regulations for an amount not to exceed $600. All in favor. So carried. Copies will be handed out to all current members and new members
These will overrule any by-laws of the Fire Company and any procedures the District has.
OLD BUSINESS:
- Dumpster at Station #1 – There is another company that will guarantee to empty it but the Commissioners feel it should be removed.
- Ashland Fire Company – Secretary to contact Ashland Town Clerk for Fire Chiefs number about surplus hose.
- Members who need their OSHA Bloodbourn Pathogens are Tom McCarthy, Harold Rockefeller, Tyler Case and Adom Lawyer. The Chief will contact them. If they don’t meet the requirements within thirty days, they will become inactive until they do meet the requirements.
- Grant: The grant has been closed out and a check for almost $7000.00 should follow.
The next grant has to be filed by May 28th. A suggested list of equipment for the next grant of under $50,000.00 were a commercial washing machine and dryer, exhaust system for the buildings, ice rescue gear such as suits and sleds, airbags.
NEW BUSINESS:
- Steak Barbecue will be held on June 12th at Station #2.
- Ordered two ladder belts with extensions for $500.00.
CHIEFS REPORT:
There were six calls for April as follows:
- 4/4/10 – Mutual aid for Livingston - brush fire near structure on Beaver Road
- 4/8/10 – Brush Fire on Route 9
- 4/11/10 – Alarm Activation – Pleasantvale Road
- 4/12/10 – Alarm Activation – Clermont State Park
- 4/20/10 – Mutual Aid for Tivoli – Structure Fire, West Kerley Corners Road
- 4/22/10 – Mutual Aid for Livingston – Structure Fire, Bogdanffy Road
Drills/Work Details
- Traffic Control for Easter Egg Hunt on April 3rd.
- Hazmat Refresher was held on April 14th.
- OSHA Training – films on propane incident was held on April 26th.
Commissioner Schiller commented that brush fires were down this year because of the burn ban. The Fire Coordinator got the word out to the Chiefs and most firehouses posted it.
A motion was made by Commissioner Larsen, seconded by Commissioner Harned to pay the bills. All in favor. So carried.
COMMENTS:
Bob Desmond asked how many calls there were at group homes this month. There was one at Pleasantvale Road. The alarm did its job and it should be noted that it was either a malfunction or false alarm.
Chairman Rifenburgh asked where we are with lease payments to the Fire Company after deductions and the Treasurer said they would start next month.
The next meeting will be June 21st at 7:00 P.M.
Chairman Rifenburgh asked that the truck floors be striped on the driver’s side and where the rear wheels stop.
A motion was made by Commissioner Larsen, seconded by Commissioner Bauer to adjourn at 8:29 P.M.
