CLERMONT PLANNING BOARD
JULY 14, 2010
The Clermont Planning Board held its regular meeting on Wednesday, July 14, 2010 at 7:30 p.m. the Town Hall. Those in attendance were Chairman Laurence Saulpaugh, Nancy Sperry, Aldo Dusman, Brenda Case and Thomas Jantzen. Clayton Andrus and Jennifer Phillips were absent. Others present were George Schmitt, Town Engineer Matthew Griesemer, Town Attorney, Paul Doherty, Dennis and Karen Loveland, Carl Milem, Joe Palumbo, Flossie Hubrich, Robert Zimmerman, Robert Desmond and John and Nora Moran.
Chairman Laurence Saulpaugh opened the meeting. A motion was made by Nancy Sperry, seconded by Thomas Jantzen to approve the minutes of the June meeting.
LOVELAND: The Lovelands are looking to purchase property on Route 9G, formerly the Doherty residence. They would like to be able to park their landscaping equipment overnight on the property and rent the residence. The equipment will not be visible from the road; it will be parked in the barn/garage in the rear of the residence out of sight from the road. Chairman Saulpaugh does not see a problem if the equipment is parked out of sight. A letter was requested from property owners. They have put down a binder on the property. A motion was made by Nancy Sperry to draft a letter to the ZBA that the Planning Board sees no problem with it as long as they do what they say they are doing, seconded by Brenda Case. All in favor. So carried.
HUBRICH: 740 Church Avenue (County Route 33) Subdividing 18.05 acres into two lots – 15 acres and 3.85 acres with residence. Received a letter from County Highway approving for driveway. Mr. Zimmerman was asked to note on map that Lot 2 – 15 acres is not board of health approved and the Town is not approving as a building lot. Public hearing will be held next month. Paid $125.00 application fee.
PAUL DOHERTY: Mr. Doherty came before the board regarding a special use permit for the Red Wing Gravel mine on County Route 19 and Turkey Hill Road. Matthew Griesemer, our attorney, explained that no special use permit was issued for the mine and the actually use of the property is changing with the request to DEC to go deeper. It is in the best interest for Red Wing Property to have the permit. The argument is that it is grandfathered in because it predates zoning, but the change requires a special use permit because he has modified the use. The footprint of the mine is not changing. Mr. Doherty spoke of the recreation areas that they have created over the years. Mr. Doherty will go to the ZBA on July 28th.
MILEM: County Route 6 would like to combine two lots into one lot. He was told to see the assessor and have his attorney write a new description.
PALUMBO: Mr. Palumbo is proposing putting 10 – 12 cars in front of the former Germantown Coop and using half the building for storage. The other half is being rented. A letter will be sent recommending to the ZBA that they approve a special permit for Mr. Palumbo for his used cards at the former Germantown Coop on a motion made by Nancy Sperry, seconded by Thomas Jantzen. All in favor. So carried.
A motion was made to adjourn at 8:30 P.M. by Nancy Sperry, seconded by Tom Jantzen. All in favor. So carried.
