CLERMONT FIRE COMMISSIONERS
AUGUST 16, 2010
The Clermont Fire Commissioners held their regular meeting on Monday, August 16, 2010 a 7:00 P.M. at the Town Hall. Those present were Chairman Ronald Rifenburgh, Commissioner Charlie Larsen, Commissioner Mark Schiller, Commissioner Harry Harned, First Assistant Chief Bruce Potts, Robert Desmond and Treasurer Denise Fiore.
MINUTES: Commissioner Larsen made a motion to accept the Secretary’s report, seconded by Chairman Rifenburgh. All in favor. So carried.
TREASURERS REPORT:

A motion was made by Commissioner Schiller, seconded by Commissioner Larsen to accept the Treasurer’s report. All in favor. So carried.
CORRESPONDENCE:
- Letters were sent to three firefighters advising them that there would be an OSHA Class on Tuesday, August 3rd at 7:00 P.M. at Greenports Becraft Station and that they are required to attend or would become inactive until they completed the course.
- RBC Wealth Management portfolio account for July - $197,782.93.
BUILDINGS AND GROUNDS: Commissioner Larsen, Commissioner Bauer
- Station #1 was spray painted and a claim was put into the insurance company. They would like an estimate for cleanup, repair, number of hour’s labor, tax, etc. The Sheriffs Department was called and pictures taken.
- Siren at Station #2 is almost completely installed.
- Lights and timer have been installed at Station #1.

LOSAP: Commissioner Harned
Commissioner Harned asked if the Commissioner’s want to him to proceed with seeking other program incentives for firefighters, to replace LOSAP. He feels that this could take a considerable amount of time and may be complicated.
Chairman Rifenburgh asked if there might be an incentive program for the firefighters now, in order to maintain the young firefighters who make calls and drills, which could be paid at the end of the year. A motion was made by Commissioner Larsen, seconded by Commissioner Schiller to have Commissioner Harned investigate our options going forward with LOSAP and if there are other benefits available. All in favor. So carried
LAWS AND POLICIES:
Policies and Procedures are still being typed.
OLD BUSINESS:
- Commissioner Schiller reported that he received one quote on hose testing from Waterway Hose Testing of Hyde Park at $.30 per foot for hose testing and they offer ladder testing for $2.95 per foot. We must provide water and a driver of trucks. Also requested a quote from American Hose Testing but none was received. A motion was made by Commissioner Harned, seconded by Commissioner Larsen to accept the quote from Waterway for hose testing and including ladder testing. All in favor. So carried.
- Chairman Rifenburgh reported that Main Care Energy still has bid on fuel oil and gasoline. They do not have the bid on propane. The Fire Company would have to buy the tank if they change over to another company. It might be more cost effective to keep Main Care as the distributor.
- Chairman Rifenburgh spoke with Carol Lent regarding the grant. She reported that the grant was closed and her contact there said there might have been something missed when it was closed and the funds were not transferred. We are owed approximately $6900.00.
- Valve on Truck #601 – Questioning Ralph’s Automotive bill for labor on repair. Original parts failed and he was going to rebuild at no charge. Chairman Rifenburgh will look into this.
- Website for disposing of surplus equipment is still down. There is old hose and air bottles, which can be disposed of as surplus.
NEW BUSINESS:
- Budget Workshop – Tuesday, August 31st at 7:00 P.M.
- A motion was made by Commissioner Larsen, seconded by Commissioner Harned to approve a truck to attend Hardscrabble Day in Red Hook. All in favor. So carried.
- The Insurance Company wants an estimate on cleaning up the paint on the north side of Station #1. Commissioner Harned made the motion, seconded by Commissioner Schiller to authorize Commissioner Larsen to find someone to clean it and get an estimate. All in favor. So carried.
CHIEFS REPORT: There were five calls in July:
- 7/5/10 - Propane Leak – Cemetery Road
- 7/21/10 - Motor Vehicle Accident –Route 9
- 7/23/10 – AAPI on Route 9 at Station #2
- 7/31/10 – Tree on wires – Route 9 at County line
- 7/31/10 - Alarm activation – Cemetery Road
Drill/Fire Police Meeting on 7/26/10 at Airport on Commons Road.
Commissioner Schiller noted a correction that the Fire Police meeting was with the Chief and the drill was on pumps with portable pond.
A motion was made by Commissioner Schiller, seconded by Commissioner Larsen to accept the Chiefs report with corrections. All in favor. So carried.
First Assistant Chief Potts should meet with the officers to discuss what they need before the end of the year.
A motion was made by Commissioner Larsen, seconded by Commissioner Harned to declare gated hydrant valve as surplus. All in favor. So carried.
A motion was made by Commissioner Larsen to pay the bills with the exception of Ralph’s Automotive, seconded by Commissioner Harned. All in favor. So carried.
Commissioner Larsen has reviewed the law on red lights and it has not changed.
Bob Desmond asked if we were giving the hydrant valves to a city company. Chairman Rifenburgh said we would be hard pressed to give them away.
Bob Desmond also asked what the general feelings about the LOSAP program are of the members. Sure that the members would rather see saving the $55,000 or $60,000.00 or using for equipment. Commissioner Harned is going to look and see what incentive programs there may be for the members now.
A motion was made by Commissioner Larsen, seconded by Commissioner Harned to adjourn at 8:30 P.M.
